PRIVILEGE SPEECH OF HON. ATTY. CARLA MAE TACUYAN-ESQUILONA
ON THE REPORTED TYPHOID FEVER CASES IN CERTAIN BARANGAYS OF MASBATE CITY DURING THE 48th REGULAR SESSION.
Good morning, Mr. Presiding Officer, esteemed colleagues of the Sangguniang Panlungsod of Masbate City, and everyone present.
I rise today on a matter of personal and public privilege concerning an issue that strikes at the very heart of every family, every community, and every institution, the health and well-being of our people.
Health is not merely one aspect of life; it is the very foundation upon which all other aspects of life depend. Without good health, education is hindered, livelihoods are disrupted, productivity declines, and the quality of life of our people is diminished. Indeed, if health is not one of the most important aspects of our lives, it is the most important, for it is the bedrock upon which our dreams, aspirations, and daily endeavors are built.
It is for this reason that any threat to public health demands our utmost attention and immediate action.
I therefore rise regarding the reported outbreak of typhoid fever in certain barangays of Masbate City, particularly Barangays Nursery and Bagumbayan.
Typhoid fever is a serious and potentially life-threatening infectious disease caused by Salmonella Typhi. It is commonly transmitted through contaminated food and water and spreads rapidly in areas where sanitation and access to clean drinking water may be compromised. The disease poses a significant threat to public health, especially among children, senior citizens, and other vulnerable members of our communities.
Beyond its immediate health consequences, an outbreak of typhoid fever can create fear and uncertainty among our constituents, strain our local healthcare resources, and disrupt the daily lives of affected families. For these reasons, it is imperative that we obtain accurate information and ensure that appropriate interventions are undertaken without delay.
In view of the foregoing, I respectfully move that the City Health Officer and the Punong Barangays, or their authorized representatives from Barangays Nursery and Bagumbayan, be invited to attend our next Regular Session to provide this august body with a comprehensive status update regarding the reported typhoid fever cases in the affected barangays.
Specifically, we seek information on:
1. The extent and current status of the reported outbreak;
2. The possible source or cause of transmission;
3. The estimated period when the cases may have started;
4. The number of affected individuals and their present condition;
5. The interventions, preventive measures, and containment efforts undertaken by the City Health Office and other concerned agencies; and
6. The additional resources or assistance needed to effectively address the situation.
Such information will greatly assist this body in formulating appropriate legislative measures, policies, and programs aimed at safeguarding the health, safety, and welfare of our constituents.
At the same time, I respectfully urge our local health authorities, barangay officials, and concerned agencies to further intensify public information campaigns, strengthen sanitation and hygiene initiatives, ensure access to safe and potable drinking water, conduct active monitoring and surveillance, and promptly address suspected cases to prevent further transmission of the disease.
Likewise, I call upon our fellow Masbateรฑos to remain vigilant and responsible. Let us observe proper hygiene practices, ensure the safety of the food and water we consume, seek immediate medical attention when symptoms arise, and faithfully comply with advisories issued by the City Health Office and other concerned authorities.
Public health is a shared responsibility. Government agencies, community leaders, healthcare workers, and ordinary citizens all have an important role to play in protecting our communities from preventable diseases.
The health and safety of our people must always remain among our highest priorities. Through vigilance, cooperation, and decisive action, we can contain the spread of this disease, protect our communities, and uphold the welfare of every Masbateรฑo.
