Masbate City – OIC PARPO II Eleanor F. Torres, PARPO I Norberto I. Esquillo, PCAO Ricky R. Tambal and PIO Oscar L. Labido from the Department of Agrarian Reform Provincial Office of Masbate (DARPO Masbate) conducted a courtesy visit to the Office of the City Mayor, where they were warmly received by Hon. Atty. Olga T. Kho.

The team’s primary objective was to introduce the Department’s newly appointed Officer-in-Charge, PARPO II Eleanor F. Torres, and present her plans to complete the DAR Building. Additionally, PCAO Ricky R. Tambal clarified that the construction of the building will necessitate four distinct phases to achieve its full completion.

OIC PARPO II Eleanor F. Torres formally asked the Mayor to support the Department’s various initiatives, and the Mayor responded by expressing her willingness to collaborate with the department and discussed ways to strengthen future cooperation and mutual assistance by scheduling a follow-up courtesy visit with Second District Representative Congresswoman Dra. Olga T. Kho and Governor Atty. Ricardo T. Kho to tackle matters related to DARPO Masbate building’s completion.

OIC PARPO II Eleanor F. Torres also shared updates on upcoming activities and explained the details of the COCROM and E-Title distribution program set for June 15, 2026, in Albay, which will benefit 50 recipients and the majority of whom are from Masbate City.

PARPO Norberto Esquillo assured everyone that while DAR carries out projects across different municipalities, the department fully acknowledges and includes all eligible beneficiaries and concerns from the city in its implementation plans.

𝗗𝗔𝗥 𝗠𝗮𝘀𝗯𝗮𝘁𝗲 𝗛𝗼𝗹𝗱𝘀 𝗧𝘂𝗿𝗻𝗼𝘃𝗲𝗿 𝗖𝗲𝗿𝗲𝗺𝗼𝗻𝘆, 𝗣𝗮𝘆𝘀 𝗧𝗿𝗶𝗯𝘂𝘁𝗲 𝘁𝗼 𝗗𝗲𝗱𝗶𝗰𝗮𝘁𝗲𝗱 𝗣𝘂𝗯𝗹𝗶𝗰 𝗦𝗲𝗿𝘃𝗮𝗻𝘁

MASBATE CITY — The Department of Agrarian Reform (DAR) Masbate successfully carried out two significant activities in one meaningful day, highlighting both a transition in leadership and a heartfelt tribute to dedicated public service.

The day commenced with the formal turnover ceremony from outgoing Officer-in-Charge Provincial Agrarian Reform Program Officer (OIC PARPO) II, Amadeo Cediño, to the newly appointed OIC PARPO II, Eleanor F. Torres. The ceremony symbolized continuity, renewed leadership, and a strengthened commitment to delivering responsive and effective agrarian reform services to the people of Masbate.

The turnover ceremony was held on May 28, 2026, at Rendezvous Resort, Masbate City.

In his farewell message, Cediño expressed his gratitude to the DAR Masbate personnel for their unwavering support and cooperation throughout his tenure. He reflected on the milestones achieved and encouraged the team to continue upholding integrity and excellence in public service.

“Kung ano po ang ginawa naton noon kay ARDA Herald, kung ano ang ginawa ninyo during my time, doblihin po naton ang suporta naton kay OIC PARPO Biding,” he shared.

Meanwhile, OIC PARPO II Torres, in her acceptance message, expressed her gratitude for the trust and confidence given to her. She emphasized her commitment to fostering a results-driven, disciplined, and people-centered approach in leading the province, ensuring that programs and services effectively reach agrarian reform beneficiaries.

“Now that I am back, I will be leading the whole province, and with that comes a bigger responsibility. I am committed to carrying it with fairness, accountability, and service to everyone. Sa totoo lang, ako ay kinakabahan at natatakot. Why? May kasabihan nga na you can never be effective in your own backyard, but I choose to believe it differently. Your greatest test as a leader is to serve where you belong. Because fairness and integrity matter most—if we can get it right here, we can get it right anywhere,” Torres shared.

A proud Masbateña, Torres began her journey in public service in 1991 when she joined the Department of Agrarian Reform as a Clerk III. Through years of dedication and hard work, she steadily rose through the ranks and eventually served as OIC PARPO II of Sorsogon prior to her current designation.

Following the turnover ceremony, the atmosphere shifted to one of gratitude and appreciation during the send-off activity for OIC Assistant Regional Director for Administration (ARDA) Herald R. Tambal.

In his legacy message, Tambal emphasized the importance of unity, respect, and integrity within the organization.

"Sana po wag nating pabayaan ang bawat isa, may you continue to respect one another, may you continue to help one another, may you continue friendship and camaraderie na dapat hindi mawala sa Masbate" he shared.

He further underscored the value of integrity in public service, reminding everyone that it should be built from the very beginning of one’s career.

"Your integrity starts from the moment you enter DAR, wag niyong sasabihin na ibubuild niyo yung character niyo and integrity niyo in the middle of your career in DAR. Starts your integrity at the moment you started your career in DAR kasi madadala niyo yan hanggang sa iyong pag tanda, and once you earned that integrity people would respect you kasi yung respeto po ay hindi na e-earned" Tambal added.

The ceremonial turnover and send-off activities were witnessed by Regional Director Rodrigo O. Realubit, CESO VI; Bureau of Land Acquisition and Distribution (BLAD) Assistant Director Engr. Manuel A. Nebreja; Area Assistant Project Manager for Region V Engr. Romulo A. Britanico; Assistant Project Manager for Operations Gay L. Labad; Assistant Project Manager for Administration Nerisa B. Aldea, Ph.D.; along with officials and personnel from DARPO Sorsogon and DARPO Masbate, DARMOs, as well as family members and friends.

DAR PBDD Masbate highlighted and showcased various products of Agrarian Reform Beneficiary Organizations (ARBOs), underscoring their hardwork, productivity, and the continued support of the department in strengthening agricultural livelihoods in the province.

The PARCCOM Secretariat of DAR Masbate, represented by Ms. Raven Marie R. Veracis and Ms. Feby Djoanne L. Puno, actively participated in the PARCCOM Secretariat Orientation-Workshop held on May 25–28, 2026 in Puerto Princesa City, Palawan.

The activity gathered PARCCOM Secretariats from across the Philippines in a collaborative effort to strengthen coordination, monitoring, policy-making, information dissemination, and other vital functions related to the Comprehensive Agrarian Reform Program (CARP).

The orientation-workshop highlighted the Revised Guidelines on the Formation, Organization, and Operation of PARCCOMs and PARCCOM Funds, as well as the Revised Guidelines on the Management and Utilization of the PARCCOM Budget. Through workshops, presentations, and inter-regional discussions, participants were equipped with updated knowledge, best practices, and strategic approaches to further improve PARCCOM operations and implementation at the provincial level.

Indeed, change is coming and PARCCOM Masbate is ready to lead the way.

They carried out this meaningful turnover as the agency holds a capacity-building activity for regional and provincial information officers nationwide.

Looking back, 𝘿𝘼𝙍 𝘽𝙞𝙘𝙤𝙡 𝙍𝙚𝙜𝙞𝙤𝙣 𝙛𝙞𝙧𝙨𝙩 𝙡𝙖𝙪𝙣𝙘𝙝𝙚𝙙 𝙩𝙝𝙚 𝘾𝙤𝙛𝙛𝙚𝙚 𝙏𝙖𝙗𝙡𝙚 𝘽𝙤𝙤𝙠 𝙞𝙣 𝙏𝙞𝙬𝙞, 𝘼𝙡𝙗𝙖𝙮, 𝙤𝙣 𝘿𝙚𝙘𝙚𝙢𝙗𝙚𝙧 17, 2025 through the collaborative efforts of writers, photographers, and the ARBs themselves. The publication gathers stories, achievements, and shared aspirations from 28 ARBs and stakeholders in Region V. It highlights their journeys, progress, and common goals under the Agrarian Reform program.

Led by the region’s 𝑺𝒕𝒓𝒂𝒕𝒆𝒈𝒊𝒄 𝑪𝒐𝒎𝒎𝒖𝒏𝒊𝒄𝒂𝒕𝒊𝒐𝒏 𝑻𝒆𝒂𝒎, the handover 𝙝𝙞𝙜𝙝𝙡𝙞𝙜𝙝𝙩𝙨 𝙩𝙝𝙚𝙞𝙧 𝙙𝙚𝙙𝙞𝙘𝙖𝙩𝙞𝙤𝙣 𝙩𝙤 𝙙𝙤𝙘𝙪𝙢𝙚𝙣𝙩𝙞𝙣𝙜 𝙖𝙣𝙙 𝙥𝙧𝙤𝙢𝙤𝙩𝙞𝙣𝙜 𝙩𝙝𝙚 𝙨𝙪𝙘𝙘𝙚𝙨𝙨, 𝙘𝙪𝙡𝙩𝙪𝙧𝙚, 𝙖𝙣𝙙 𝙧𝙚𝙨𝙞𝙡𝙞𝙚𝙣𝙘𝙚 𝙤𝙛 𝙩𝙝𝙚 𝙛𝙖𝙧𝙢𝙞𝙣𝙜 𝙘𝙤𝙢𝙢𝙪𝙣𝙞𝙩𝙞𝙚𝙨 𝙩𝙝𝙚𝙮 𝙨𝙚𝙧𝙫𝙚. 𝗟𝗢𝗢𝗞 | The 𝗗𝗲𝗽𝗮𝗿𝘁𝗺𝗲𝗻𝘁 𝗼𝗳 𝗔𝗴𝗿𝗮𝗿𝗶𝗮𝗻 𝗥𝗲𝗳𝗼𝗿𝗺 (𝗗𝗔𝗥) 𝗠𝗮𝘀𝗯𝗮𝘁𝗲 kicked off the week with its traditional Monday Flag Raising Ceremony, led by newly appointed 𝗢𝗜𝗖 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗔𝗴𝗮𝗿𝗮𝗿𝗶𝗮𝗻 𝗥𝗲𝗳𝗼𝗿𝗺 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 𝗢𝗳𝗳𝗶𝗰𝗲𝗿 (𝗣𝗔𝗥𝗣𝗢) 𝗜𝗜 𝗘𝗹𝗲𝗮𝗻𝗼𝗿 𝗙. 𝗧𝗼𝗿𝗿𝗲𝘀, together with 𝗗𝗲𝗽𝗮𝗿𝘁𝗺𝗲𝗻𝘁 𝗼𝗳 𝗔𝗴𝗿𝗮𝗿𝗶𝗮𝗻 𝗥𝗲𝗳𝗼𝗿𝗺 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗢𝗳𝗳𝗶𝗰𝗲 (𝗗𝗔𝗥𝗣𝗢) 𝗠𝗮𝘀𝗯𝗮𝘁𝗲 𝗽𝗲𝗿𝘀𝗼𝗻𝗻𝗲𝗹.

In her message, PARPO Torres emphasized discipline, accountability, and results driven service as an ISO-certified province. She highlighted key priorities, including maintaining office cleanliness, ensuring organized and updated case folders, strengthening ARBO membership monitoring, and revisiting databases to align with global targets—stressing that
“𝘎𝘰𝘰𝘥 𝘱𝘭𝘢𝘯𝘯𝘪𝘯𝘨 𝘴𝘵𝘢𝘳𝘵𝘴 𝘸𝘪𝘵𝘩 𝘢𝘤𝘤𝘶𝘳𝘢𝘵𝘦 𝘥𝘢𝘵𝘢.”

She also directed teams to fast-track 2026 targets, particularly the delivery of 12,000 hectares e-title registrations, by closely monitoring landholdings, CLOA status, and field operations. Strong coordination among LTI,Legal, PARAD, and other units was underscored to effectively accomplish targets under Project SPLIT.

PARPO Torres further encouraged punctuality, transparency in personnel whereabouts, and continuous learning to improve client service. She assured a consultative leadership approach and called for unity and innovation among all personnel.

𝗟𝗢𝗢𝗞 | In strengthening government partnership, the Department of Agrarian Reform (DAR) Masbate conducted a PhilHealth Social Health Insurance Education session today, May 19, 2026, at DARPO Masbate.

Acting HRMO II Emmanuel Torres led the discussion, providing valuable insights on PhilHealth benefits and services.

The activity was attended by OIC-PARPO I Norberto I. Esquillo, OIC-PCAO Engr. Ricky Tambal, and CARPO Ginalyn De Jesus, together with the STOD and Personnel Section.

This initiative aimed to enhance employees awareness and understanding of PhilHealth programs, promoting better access to healthcare services.
