𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐝 𝐭𝐨 𝐁𝐞𝐭𝐭𝐞𝐫 𝐒𝐲𝐬𝐭𝐞𝐦𝐬, 𝐃𝐞𝐝𝐢𝐜𝐚𝐭𝐞𝐝 𝐭𝐨 𝐁𝐞𝐭𝐭𝐞𝐫 𝐋𝐢𝐯𝐞𝐬 𝐟𝐨𝐫 𝐅𝐚𝐫𝐦𝐞𝐫𝐬
Reinforcing its commitment to quality service and continual improvement, the Department of Agrarian Reform (DAR) Masbate, under the leadership of OIC-PARPO II Eleanor F. Torres, conducted its 1st Semester CY 2026 Management Review on August 26, 2026, at the DAR Masbate Provincial Office, Aranghita Road, Nursery, Masbate City.
Management Reviews are a vital requirement under the ISO 9001:2015 Quality Management System (QMS) standard. It serves as a strategic platform for the Top Management to assess the continuing suitability, adequacy, and effectiveness of the QMS and to align its processes with the agency’s mandate of delivering efficient, transparent, and farmer-centered services.
The activity was attended by the Top Management, Division Chiefs, Sectoral Representatives, and the Municipal Agrarian Reform Program Officers (MARPOs) from across the province who joined through an online platform. Their active involvement ensured a comprehensive and province-wide assessment of the office’s performance and operational systems.
The review covered key agenda items, including the presentation of Sectoral Accomplishments for the first half of the year, encompassing Land Tenure Security Program (LTSP), Agrarian Reform Beneficiaries Development and Sustainability Program (ARBDSP), Agrarian Justice Delivery Program (AJDP), and Support to Operations (STO). Updates on QMS Documents were also discussed, along with Client Feedback and Complaints, results and actions taken on the Findings from the 1st Surveillance Audit, and Improvement Plans.
The audit findings and corrective actions were thoroughly reviewed to help prepare for the upcoming 2nd Surveillance Audit in late October.
In her message, OIC-PARPO II Torres emphasized that being an ISO-certified office goes beyond compliance.
"As an ISO-certified DAR Provincial Office, the pursuit of continual improvement of our QMS is not merely for certification purposes; it is now our way of life. It is part of our commitment to serve our Agrarian Reform Communities in the best way possible," Torres said.
She further reminded all personnel of the core principle of documentation in QMS.
"We must always remember to do what we write and write what we do. In every twist and turn, proper documentation must be done, for it is key to continually improving our systems for better service delivery to our agrarian reform beneficiaries," she added.
Through this Management Review, DAR Masbate strengthens its systems and processes, ensuring that every farmer-beneficiary and stakeholder receive prompt, efficient, and quality service in the implementation of the Comprehensive Agrarian Reform Program (CARP) in the province.
