As part of the implementation of the Smart and Sustainable Communities Initiative of DOST Davao Oriental, students and faculty members from the University of Mindanao โ€“ Matina Campus Bachelor of Science in Information Technology (BSIT) program participated in a Reverse Pitching Activity aimed at strengthening digitalization initiatives in government offices.

The activity was attended by Ms. Mirasol G. Domingo, Provincial Director of DOST Davao Oriental, Dr. Ramcis N. Vilchez, Dean of the College of Information and Computing, and Dr. Fe B. Yara, Assistant Dean. Representatives from DOST Davao Oriental, Provincial Tourism Office (PTO), Provincial Engineering Office (PEO), City Disaster Risk Reduction and Management Office (CDRRMO), Davao Oriental Police Provincial Office (DOPPO), and the Provincial Information Office (PIO) presented various operational challenges that could be improved through digital systems and information technology solutions.

During the pitching session, DOST Davao Oriental presented concerns related to the digitalization of documents for the GIA and SETUP programs. The office emphasized the need for a system that would allow easier retrieval of records from previous years, online submission and verification of documents, and monitoring of projects, including payment tracking and automated reminder notices.

The Provincial Tourism Office (PTO) discussed the need to digitalize tourism-related form submissions and tourist arrival reporting. Proposed ideas included a centralized system where resorts and tourism establishments can directly input visitor data for faster consolidation and reporting. Additional recommendations were also shared to improve tourism monitoring and feedback collection.

Meanwhile, the Provincial Engineering Office proposed an office-based document tracking and archiving system that can scan, upload, track, and monitor actions taken on documents, with possible integration of artificial intelligence features.

The CDRRMO highlighted the importance of developing an all-in-one platform that can support monitoring systems, budget utilization tracking, and emergency medical services management. For DOPPO, the office proposed a Feedback Satisfaction System.

The Provincial Information Office (PIO) also presented the need for a routing and scheduling system for activity coverage to improve coordination, monitoring, and timely dissemination of information and updates from various government activities and events.

The activity served as a platform where students and faculty members from UM provided insights and recommendations in developing practical and innovative digital solutions for government services. Through this initiative, DOST Davao Oriental continues to promote smarter, technology-driven, and sustainable communities through collaboration between government agencies and academic institutions.

The Davao Oriental Polytechnic Institute (DOPI) engaged in a productive institutional meeting with Dr. Anthony C. Sales, Regional Director of the Department of Science and Technology (DOST) - Davao Region, and Ms. Mirasol G. Domingo, Provincial Director of the DOST โ€“ Davao Oriental, as part of continuing efforts to strengthen collaboration in science, technology, and innovation (STI) initiatives for technical and vocational education.

The discussion was led alongside Ms. Maria Magdalena P. Pomar, Vocational School Administrator of DOPI, together with institutional officials and personnel, focusing on strategic opportunities to enhance innovation-driven learning, technical competency development, and entrepreneurship among students.

Davao Oriental Polytechnic Institute is an institution accredited by the Technical Education and Skills Development Authority and the Commission on Higher Education, offering Technical and Vocational Education and Training (TVET) programs that equip learners with industry-relevant knowledge, practical skills, and workforce competencies.

Central to the engagement was the proposed collaboration between DOST and DOPI in advancing the institutionโ€™s Science, Technology, and Innovation (STI) plans. The partnership aims to strengthen DOPIโ€™s innovation initiatives through technical assistance, capacity-building programs, and access to DOST support mechanisms that promote research, innovation, and technology-based development. Key areas identified for collaboration include technical consultancy services in Halal development and food safety, as well as support for the institutionโ€™s innovation initiatives. These interventions are expected to contribute to the enhancement of institutional capabilities and ensure that training programs remain responsive to emerging industry standards and market demands.

The initiative also emphasizes the importance of developing stronger entrepreneurial competencies among students by integrating innovation-oriented approaches into technical education and skills training. Through this collaboration, learners will gain greater exposure to practical applications of science and technology that can support enterprise development, employment opportunities, and community advancement.

Through strengthened institutional collaboration, DOST Davao Region and Davao Oriental Polytechnic Institute continue to advance initiatives that cultivate innovation-driven, technically skilled, and globally competitive learners prepared for the evolving demands of industry and society.

Strengthening partnerships for innovation, education, and community development, the Governor Generoso College of Arts, Sciences, and Technology (GGCAST) welcomed Dr. Anthony C. Sales, Regional Director of the Department of Science and Technology โ€“ Davao Region, for an institutional visit and discussion on possible collaborations for Science, Technology, and Innovation (STI) programs.

GGCAST, as the only Local University and College in Davao Oriental, was represented by its College President, Dr. Jandy T. Bongcayat, together with faculty members, staff, and key officials of the institution. The visit served as an avenue to strengthen the partnership between DOST and the college through programs that will further improve educational services, research capabilities, technological innovation, and community extension initiatives.

During the discussion, Ms. Mirasol G. Domingo, Provincial Director of DOST Davao Oriental, presented the Programs, Projects, and Activities (PPAs) of DOST, highlighting opportunities that GGCAST may avail to support institutional development. Among the initiatives discussed were programs related to research and development, scholarship opportunities, technology transfer, capacity-building activities, and innovation support mechanisms that can help empower both the institution and its stakeholders.

Meanwhile, Dr. Bongcayat presented the profile of GGCAST, including its academic programs, current initiatives, accomplishments, and future plans for growth and expansion. The presentation emphasized the collegeโ€™s commitment to delivering accessible and quality education to students in Governor Generoso while continuously improving its facilities and learning environment through strategic partnerships and innovation-driven initiatives.

One of the highlights of the visit was the discussion on the continuing partnership between DOST and GGCAST through the Small Enterprise Technology Upgrading Program (SETUP). GGCAST has already benefited from the program through the provision of equipment for its Speech Laboratory and Computer Laboratory. These facilities are now fully operational and are being utilized to improve the studentsโ€™ learning experience and develop their technical and communication skills.

RD Sales also personally visited the Speech Laboratory and Computer Laboratory to observe the implementation and utilization of the equipment provided through SETUP. The visit allowed the DOST officials to witness how the assistance has contributed to strengthening the institutionโ€™s academic resources and enhancing the quality of instruction for students.

The activity concluded with discussions on future collaborations between DOST and GGCAST, particularly on initiatives that will promote science, technology, research, innovation, and inclusive development in the province.

The Department of Science and Technology (DOST) Davao Oriental successfully conducted a Good Manufacturing Practices (GMP) Awareness Seminar on April 29โ€“30, 2026 at the Barangay Tibanban Hall of Governor Generoso, Davao Oriental.

The activity aimed to enhance the knowledge and compliance of the association in applying proper manufacturing standards to ensure safe and high-quality food production. A total of 15 members of the Tibanban Womenโ€™s Dried Fish SLP Association participated in the training. Ms. Mary Antonette Pardilla, PFT, served as one of the resource speakers and discussed common food safety hazards in food manufacturing, along with practical measures to prevent contamination and ensure product safety.

Ms. Robelyn Pulido, PFT, then provided discussion on Current Good Manufacturing Practices (cGMP), highlighting key compliance requirements and operational standards needed to maintain product quality, safety, and regulatory compliance.

The seminar reflects DOSTโ€™s continued commitment to strengthening food safety and quality standards in the food processing sector. Through capacity-building and technical guidance, the agency supports MSMEs in producing safe, reliable, and high-quality productsโ€”contributing to a more competitive industry and a healthier community.

The activity was attended by delegates from the Local Government Unit (LGU) of Sultan Naga Dimaporo, headed by Vice Mayor Hon. Ulwan M. Dimaporo, together with various department heads.

The benchmarking focused on the established Community-Based Tsunami Alert System and Tsunami Early Warning Systems (TEWS) under the DOST Community Empowerment through Science and Technology (CEST) Program. A technical discussion on the system was facilitated by Engr. Angelito G. Lanuza of DOST-PHIVOLCS and his team, who provided in-depth inputs on the systemโ€™s technical components, including its maintenance, procurement processes, and operational requirements.

As part of the activity, the delegates visited the City Disaster Risk Reduction and Management Office (CDRRMO) of Mati, led by CDRRMO Head Mr. Charlemagne C. Bagasol, with the City Government of Mati represented by City Administrator Mr. Alan E. Andrada on behalf of Mayor Joel Mayo Almario. The team also visited the Municipality of Tarragona, warmly welcomed by Hon. Mayor โ€œKakaโ€ Bulaong and MDRRMO Head Mr. Dennis Awing, to gain insights on the best practices in the implementation, maintenance, and operationalization of the Community Tsunami Alerting System (CTAS).

The series of site visits and technical discussions highlighted the critical role of preparedness, inter-agency collaboration, and active community engagement in strengthening disaster resilience.

Overall, the benchmarking activity served as a valuable platform for knowledge exchange and partnership building among local government units and stakeholders, providing practical insights and strategies that can be adopted to further enhance Disaster Risk Reduction and Management (DRRM) programs and tsunami preparedness initiatives in participating localities.

Ms. Morales is a colleague from DOST Davao Oriental who holds a Master of Science in Environmental Science. She previously worked in the implementation of the Community Empowerment through Science and Technology (CEST) and Smart and Sustainable Communities (SSC) Programs in the province and now supports the efficient implementation of the Small Enterprise Technology Upgrading Program (SETUP). She has also contributed to fisheries-related research and scientific initiatives that promote sustainable resource management and evidence-based environmental studies.

The Department of Agrarian Reform, Department of Trade and Industry, and Department of Science and Technology, through its provincial offices in Davao Oriental, continue to collaborate in supporting Agrarian Reform Beneficiaries (ARBs) and their organizations across the province.

The DAR-DTI-DOST convergence serves as a strategic partnership that integrates science, technology, and innovation with enterprise development and market access. This initiative aims to empower ARBs and rural cooperatives by enhancing their technical capabilities, improving product quality, and increasing their competitiveness in local and regional markets. Through this partnership, beneficiaries are provided with technical training, consultancy services, product development support, packaging and labeling assistance, and access to appropriate technologies and infrastructure.

As part of these efforts, DOST Davao Oriental facilitated a Plant Layout Design firm visit for the Banana Chips Processing Facility of the Limbahan Small Coconut Farmers and Women Multi-Purpose Cooperative (LIMSCOFARMCO) in Lupon, Davao Oriental. The activity provided expert guidance on optimizing production flow and ensuring compliance with food safety standards.
A Packaging and Labeling Awareness Seminar was conducted for the Don Enrique Lopez Kalaparan Agriculture Cooperative (DELKACO) in the City of Mati, Davao Oriental. The seminar aimed to enhance the presentation, labeling compliance, and market readiness of their dairy milk products, enabling them to meet regulatory requirements and appeal to wider markets.

These initiatives highlight the continued commitment of DOST, DAR, and DTI to support inclusive and sustainable economic growth by empowering local enterprises, strengthening value-added processing, and expanding market opportunities for ARBs in Davao Oriental.

The Department of Science and Technology Davao Oriental (DOST Davao Oriental), led by Provincial Director Ms. Mirasol G. Domingo, facilitated the E-Mobility Exploratory Meeting with key stakeholders from various sectors in support of advancing sustainable transportation technologies.

The meeting served as a platform to present ongoing initiatives and strengthen coordination among stakeholders engaged in e-mobility development. It also highlighted opportunities for collaboration in advancing research, innovation, and the adoption of sustainable transportation solutions suited to local communities.

Through this initiative, DOST continues to strengthen multi-sectoral partnerships in promoting science, technology, and innovation for inclusive and sustainable development.
