With strong coordination and visible presence throughout the event, the IMT led preparations and on-the-ground response operations to uphold peace and order. The IMT has become central to maintaining a controlled and secure environment from start to finish.

The IMT worked in close partnership with the Philippine National Police (PNP), the Bureau of Fire Protection (BFP), the Municipal Disaster Risk Reduction and Management Office (MDRRMO) of Cateel and neighboring municipalities, the Philippine Army, and student cadets of the ROTC, all of whom provided essential support to bolster security and emergency readiness.

A pre-event safety briefing was conducted, and routine checks were carried out under favorable weather conditions to prevent any disruptions. The IMTโ€™s collaboration with response agencies and the University administration ensured that the graduation ceremony concluded successfully, marking a safe and memorable milestone for the DOrSU Cateel graduating class.

In close coordination with both internal and external support units, the IMT ensured a smooth and secure event for graduates, families, and guests. External agencies involved included the Provincial Explosive Ordnance and Canine Unit (PECU), the Philippine National Police (PNP), the Bureau of Fire Protection (BFP), the Provincial Disaster Risk Reduction and Management Office (PDRRMO), and the City Traffic Management Office (CTMO).

Internal support was provided by the DOrSU University Student Medical Responders (USMR) and ROTC cadets, who assisted throughout the event.

A safety briefing was conducted before the ceremony, followed by routine safety checks under sunny weather to prevent disruptions and maintain order. These collective efforts contributed to the successful and safe conduct of the universityโ€™s milestone celebration.

Spearheaded by Incident Commander Dr. Roy Padilla, the IMTโ€”composed of DOrSU faculty and staffโ€”worked in close coordination with external partner agencies, including the Philippine National Police (PNP), Bureau of Fire Protection (BFP), Provincial Disaster Risk Reduction and Management Office (PDRRMO), Provincial Explosive Ordnance and Canine Unit (PECU), and the City Traffic Management Office (CTMO).

Internal units such as the University Student Medical Responders (USMR) and the ROTC Cadet Corps were also activated, playing key roles in health support and crowd management.

Personnel were strategically deployed and maintained a strong presence throughout the day-long event, ensuring a seamless and incident-free celebration for graduates, families, and guests.

The Incident Management Team (IMT) of Davao Oriental State University (DOrSU), headed by Dr. Roy Padilla, was successfully deployed on Monday to ensure the smooth and secure conduct of the universityโ€™s 5th Commencement Exercises for its Extension Campuses in the municipalities of San Isidro and Banaybanay.

In close coordination with partner agenciesโ€”including the Philippine National Police (PNP), the Bureau of Fire Protection (BFP), the respective Municipal Disaster Risk Reduction and Management Offices (MDRRMO), Reserve Officers' Training Corps (ROTC), and Army Reservist Personnelโ€”the IMT carried out its mission of maintaining safety, order, and emergency preparedness throughout the events.

The joint efforts of these agencies contributed to a peaceful and seamless celebration, allowing graduates, faculty, and guests to fully immerse themselves in the momentous occasion. The presence of emergency response personnel, traffic controllers, and security teams on-site underscored the commitment of DOrSU to uphold public safety during major institutional events.

Dr. Padilla, who is also this universityโ€™s Vice President for Finance and Administration, expressed his gratitude to all partner agencies for their cooperation and to the IMT members for their professionalism and readiness.

Intensified police visibility and security operations were implemented by the PNP RPSB, Mati City Police Station (MCPS), DOPPO, and DOPMFC Personnel within the premises of Davao Oriental State University Compound, Brgy. Dahican, Bliss Covered Court, Brgy. Sainz, and the Provincial Covered Court at the Capitol Hills, Brgy. Central today, April 26.
