Day 1 focused on strengthening the foundation of Local Investment Incentive Codes (LIICs) and aligning local policies with national frameworks. Key discussions highlighted the importance of well-crafted incentive policies in attracting strategic investments that generate jobs and contribute to poverty alleviation. Experts from the Board of Investments (BOI) Davao, represented by Engr. Emerson G. Gerongay, Cherryl B. Vicnentino the Senior Investment Specialist, and Carmen Sherellyn L. Biol, Investment Specialist. They guided participants through the legal framework of fiscal and non-fiscal incentives, evolving investment policies, and identification of priority sectors based on industry clusters.
All 11 LGUs presented their identified priority investment sectors which are mostly industry-based, leveraging the provinceโs strengths in coconut, banana, and cacao, alongside location-based and incentive-driven approaches. Participants were also guided through the LIIC template and structure to ensure their policies are competitive, compliant, and responsive to current economic realities. Presentations from PPDO and DILG further reinforced alignment with the Provincial Development and Physical Framework Plan (PDPFP), the Governorโs 10-Point Development Agenda, and the institutionalization of LEDIP Offices in municipalities.
Day 2 centered on practical tools and application. Participants were introduced to the standard format for Cost of Doing Business, sectoral profiles, investible projects, and investment-ready locations that are key components in crafting compelling investment promotion materials. The City of Mati shared best practices in maintaining an updated and responsive LEDIP Office, serving as a benchmark for other LGUs presented by LEDIP Officer Ace Melmark C. Arles.
Recognizing that many existing LIICs are already outdated, all LGUs presented their proposed revisions, which were enriched through constructive feedback from BOI, DILG, BM Kap Rotchie Ravelo a the Committee Chairperson on Trade and Commerce, and the Provincial Government. Digital tools for investment promotion collateral development were also introduced to enhance visibility and professional marketing efforts. The workshop concluded with the presentation of the upcoming Davao Oriental Investment Conference (DavOr ICON), envisioned as a strategic platform to showcase priority sectors and strengthen the provinceโs position as an emerging investment destination.
Indeed, this initiative reaffirms the provinceโs commitment to building investment-ready, competitive, and business-friendly LGUs anchored on agri-industrialization and ecotourism development.
