Leveling Up Public Service Through Digitalization!

The Local Government Unit (LGU) of Merida is taking a huge leap toward modern governance! Various LGU offices recently completed an intensive QGIS Basic Fundamentals Training Seminar last August 25–27, 2026, held at the VSU Balay Alumni, Visca, Baybay City, Leyte.

The initiative was spearheaded by the Municipal Assessor's Office of LGU Merida, Leyte, and expertly conducted by the VSU Geospatial Research, Innovation, and Development (GRID) Center, headed by Dr. Jannet C. Bencure.

Aligning directly with national mandates such as the Real Property Valuation and Assessment Reform Act (RPVARA), this capacity-building program supports LGU Merida’s core goal of embracing digitalization and consolidating records and data across all offices. By harnessing advanced geospatial tools, the LGU strengthens its capabilities in local revenue monitoring, accurate determination and valuation of real properties, comprehensive land use planning, disaster risk reduction, post-recovery assessment, and etc. Ultimately, this integration paves the way for seamless data handling and faster, more responsive public service delivery for Meridanons.

Marking the beginning of an exciting series of QGIS trainings, this milestone paves the way for a continuous, long-term partnership between the VSU GRID Center and LGU Merida. The trainees extend their heartfelt thanks to the VSU GRID Center for their unwavering support and to Municipal Mayor Rolando M. Villasencio for making this visionary initiative possible. Empowering the local workforce with spatial technology brings LGU Merida one vital step closer to becoming a smarter, fully data-driven municipality!

PRE - JOINT BOUNDARY INSPECTION BRIEFING

​Following a successful week-long barangay boundary relocation survey of Poblacion and Lamanoc, the Office of the Municipal Assessor conducted a Pre - Joint Boundary Inspection Briefing at the Municipal Administrator's Office - Conference Area. The briefing was attended by the barangay officials of Brgy. Poblacion and Brgy. Lamanoc, led by Hon. Punong Barangay Iluminado L. Estremos Jr. and Hon. Punong Barangay Temoteo D. Soliva, respectively.

​During the briefing, our office thoroughly discussed the purpose and long-term benefits of the survey. Key highlights include:

​Field Accuracy & Precision: As direct proof of the survey's accuracy, the MASSO Surveying Unit has successfully relocated and verified various original barangay boundary monuments on-site.

​Taxation & Assessment Purpose: It was clarified that this relocation survey is conducted strictly for real property taxation and assessment purposes. Determining political administrative boundaries remains at the discretion and mutual agreement of both barangays.

​Community Development: Supporting barangay-level development planning and clear land governance.

​Efficient Service: Systematically updating real property assessment records for more accurate, accessible public service.

​Legal Alignment: Aligning municipal property data in compliance with the Real Property Valuation and Assessment Reform Act (RPVARA / R.A. 12001).

​The Joint Barangay Boundary Inspection is officially scheduled for next week to formally present and verify the exact boundary locations on the ground with both respective barangay officials, strictly based on original public land survey records.

The Municipal Assessor’s Office - Surveying Unit of LGU Merida is currently establishing benchmarks and control points to determine the Barangay Boundaries of Merida, Leyte.

IMPORTANT CLARIFICATION:

Please be assured that this is NOT a survey of private lots, and there will be NO encroachment on any private properties. This technical activity is strictly for determining barangay boundaries for real property taxation purposes only. Private property lines, boundaries, and ownership remain completely unaffected.

Why is this boundary determination important?

Orderly Property Identification: Clearly defining barangay boundaries ensures that all real properties are systematically and correctly mapped to their respective barangays.

Fair & Just Taxation: Accurate boundary mapping guarantees a systematic, orderly, and fair administration of real property taxes.

Preparation for General Revision: This foundational work is a crucial step in preparing our municipality for the upcoming General Revision of Real Property Assessments.

​Today, July 9, 2026, the Municipal Assessor’s Office of LGU Merida proudly represented our municipality at the Public Hearing for the Proposed New Schedule of Market Values (SMV), held at the Multi-Purpose Hall, Provincial Capitol Complex in Palo, Leyte.

​While most were winding down for the weekend, the team from the Municipal Assessor’s Office of Merida, Leyte was hard at work on the ground.

​Over the weekend, our local assessors successfully deployed and posted the Notice of Public Consultation from the Provincial Assessor's Office across all Barangay Halls in Merida. This notice details the upcoming discussions regarding the Proposed Schedule of Market Values (SMV) for all real properties within the entire Province of Leyte.

​This crucial activity was executed in strict compliance with the Real Property Valuation and Assessment Reform Act (RPVARA), ensuring transparency and keeping every Meridahanons informed and involved in the upcoming property valuation reforms.

The Municipal Assessor’s Office of Merida is now at Brgy. Puertobello, Merida, Leyte!

We are currently conducting a real property identification activity of real properties as part of our preparation for the digitalization of Real Property Unit (RPU) records, in compliance with R.A. 12001 (RPVARA).

At the same time, our team is carrying out extensive profiling activities to develop a unified Geographic Information System (GIS) map. This initiative will help various offices of LGU Merida provide faster, more efficient, and better services to the public.

UNSA MAN KANA ANG BUHIS?

Ang buhis (o tax sa Ingles) mao ang pinansiyal nga obligasyon nga obligadong bayaran sa mga katawhan, mga negosyo og uban pang entidad ngadto sa gobyerno.

​Kini ang nagsilbing "kinabuhi" sa gobyerno tungod kay gigamit kini sa pagpundo sa mga proyekto ug serbisyo publiko nga makabenepisyo sa tanan.

Ania ang pipila ka importante nga punto bahin niini:

NGANONG NAAY BUHIS?

​Ang gobyerno walay kaugalingong kwarta; nagsalig kini sa koleksyon gikan sa katawhan aron magamit sa:

​Social Services: Libreng edukasyon sa public schools, health centers, malasakit centers, assistance o training alang sa mga mag-uuma ug mananagat, pundo sa panahon sa mga kalamidad, ug tabang sa mga nanginahanglan (sama sa 4Ps).

​Serbisyo Publiko: Suweldo sa mga magtutudlo, polis, doktor sa gobyerno, mga empleyado sa munisipyo, lokal ug nasyonal nga mga pangobyernong opisina, bombero, sweldo sa cash for work program, basurero o nagmaintain sa kalimpyo, honararium sa mga opisyales sa lungsod, barangay, SK, BHW ug mga tanod ug uban pa.

​Imfrastruktura: Paghimo og mga dalan, taytayan, skwelahan, covered court ug uban pang mga building sa gobyerno alang sa mga katawhan.

​Seguridad: Pundo para sa militar ug kapolisan aron mentinar ang kahapsay.

​KOMUN NGA KLASE SA BUHIS SA PILIPINAS

​Income Tax: Buhis gikan sa imong suweldo o kita sa negosyo.

​VAT (Value Added Tax): Ang 12% nga dugang sa presyo sa mga butang o serbisyo nga atong gipalit.

​Real Property Tax (Amilyar): Buhis para sa mga nanag-iya og yuta o balay.

​Excise Tax: Buhis sa mga piniling produkto sama sa sigarilyo, ilimnong makahubog, ug gasolina.

ANG KONSEPTO SA "LIFEBLOOD DOCTRINE"

​Sa balaod, giisip ang buhis nga "Lifeblood" o ang dugo sa gobyerno. Kon mohunong ang mga tawo sa pagbayad og buhis, maparalisado ang tanang serbisyo sa gobyerno - walay kuryente sa kadalanan, walay polis nga modakop sa kriminal, ug walay moatiman sa atong mga dalan.

ANAA BAY EXEMPTED SA PAGBAYAD SA BUHIS

Oo, sa Pilipinas, adunay mga indibidwal, organisasyon, ug kabtangan nga exempted o wala nay obligasyon nga mobayad og buhis. Kini gipatuman aron matabangan ang mga nanginahanglan ug mapanalipdan ang mga batakang serbisyo.

​Ania ang mga nag-unang kategorya:

​1. Sa Real Property Tax (Amilyar)

​Isip nalambigit ka sa pagplano sa munisipyo, kini ang labing importante nga mahibaloan nimo. Ubos sa Section 234 sa Local Government Code, exempted ang:

​Gobyerno: Ang mga yuta nga gipanag-iya sa Pilipinas (sama sa munisipyo, kalsada, o public schools).

​Relihiyon: Mga simbahan, kumbento, moske, ug mga sementeryo (basta gigamit sa relihiyosong katuyoan).

​Charitable Institutions: Mga orphanage, balay-tambalanan, o mga non-profit nga organisasyon nga naghatag og libreng serbisyo.

​Edukasyon: Mga non-stock ug non-profit nga eskwelahan.

​Cooperatives: Mga kabtangan nga gipanag-iya sa mga kooperatiba (basta rehistrado sa CDA).

Market Value Limit: Kon ang Market Value sa balay ubos sa ₱175,000, ang Assessment Level niini kay 0%. Mao kini ang rason ngano nga ang mga gagmay nga balay o payag sagad walay bayran nga amilyar.

​2. Sa Income Tax (Buhis sa Suweldo)
​Minimum Wage Earners:

Ang mga trabahante nga nagdawat lang og minimum wage exempted sa pagbayad og income tax.

​Ubos sa ₱250,000 ang Kita Kada Tuig: Ubos sa TRAIN Law, kon ang imong tibuok kinitaan sa usa ka tuig dili molapas sa ₱250,000, wala kay bayran nga income tax.

​3. Para sa mga Senior Citizens ug PWDs
​Sila exempted sa 12% VAT kon mopalit og:

​Mga tambal ug vitamins.

​Pagkaon sa mga restaurants.

​Plete sa transportasyon (jeep, bus, barko, eroplano).

​Professional fees sa mga doktor sa private hospitals.

​IMPORTANTE NGA PAHINUMDOM

​Ang exemption dili automatic. Bisan kon ang usa ka yuta o negosyo angay nga ma-exempt, kinahanglan gihapon silang:

​Mo-apply: Kinahanglan silang mokuha og Certificate of Tax Exemption gikan sa BIR.

​I-declare: Kinahanglan gihapon silang i-report aron naay record ang gobyerno nga ang maong kabtangan "Exempt" sa ilang system.

​SA LAKTOD NGA PAGKASULTI:

Ang buhis mao ang atong kontribusyon para sa kalamboan sa atong komunidad ug nasod. Kon walay buhis, lisod para sa gobyerno ang paghatag og serbisyo sa katawhan.

Ang buhis mobalik ra gihapon kanato pinaagi sa mga serbisyo ug pasilidad nga makapahimo sa atong kinabuhi nga mas haruhay ug luwas.
