The Department of AgricultureโRegional Field Office I (DA-RFO I), through its Regulatory Division, in collaboration with the Animal Health and Welfare Division of the Bureau of Animal Industry (BAI-AHWD), spearheaded a training session on the concept of animal welfare and the Animal Welfare Act (AWA) for the PNP personnel of La Union, held at the DA-RFO I Conference Room.
The training aimed to promote collaboration among the PNP, DA-RFO I, BAI-AHWD, LGUs, and other stakeholders by strengthening inter-agency cooperation in addressing animal welfare concerns at the local and provincial levels.
One of the key topics discussed was the Animal Welfare Law. Dr. Sheng Ordinario highlighted the five domains of animal welfare, which are designed to systematically identify different forms of welfare issues, including nutrition, health, environment, mental state, and behavior.
The training also aimed to equip PNP officers in La Union with the knowledge and skills necessary to effectively respond to cases of animal abuse and neglect in accordance with Republic Act No. 8485, or the Animal Welfare Act of 1998, as amended by RA 10631. This law mandates the humane treatment of all animals and penalizes acts that cause them unnecessary pain or suffering.
The training emphasized that the PNP played a frontline role in safeguarding animal welfare by ensuring that reports of abuse or cruelty are taken seriously and acted upon promptly. They were expected to collaborate closely with LGUs, DA-RFO I, the Bureau of Animal Industry (BAI), and other stakeholders to ensure that animal welfare laws are effectively implemented at the grassroots level.
Ultimately, the training empowered the PNP not only as law enforcers but also as advocates of humane treatment for animals, reflecting a broader commitment to community safety, ethical responsibility, and the One HealthโOne Welfare principles. #
