DOST Ilocos Region - RSTL The Regional Standards and Testing Laboratory (RSTL) provides valuable analytical testing to MSMEs. The RSTL has three (3) laboratories namely:

DOST-I has been the leading government agency in providing analytical testing and calibration services in Northern Luzon. The Regional Standards and Testing Laboratory (RSTL) provides valuable support to Small and Medium Enterprises (SMEs) in terms of product quality testing for local and export products. Its operation has greatly improved this past few years through the acquisition of state-of-th

e-art laboratory equipment and facilities and the adoption of quality management system. The RSTL offers various testing and calibration services to the community whether public, private, corporation, research or academic institutions. The RSTL is gearing to become ISO 17025 certified, the highest badge of recognition for testing and calibration services. Being an ISO 17025 certified laboratory means that the results of tests and analyses performed are internationally acceptable. At present, the Chemical and Microbiological Laboratories are ISO 17025 certified. Chemical/Physical Testing

ANALYTICAL AND TESTING SERVICES
The Regional Standards and Testing Laboratory (RSTL) based at the Department of Science and Technology Regional Office No. 1 is a service laboratory equipped to perform tests on food/feed stuff, water and wastewater. It has the capability to:
determine the physical, chemical and microbiological properties and quality of food/feeds stuff, water and wastewater or effluents. provide consultation services to clients on science and technology. initiate inter-agency collaboration on science and technology. The test procedures being used are in accordance with the international standard methods. The RSTL is technically managed by a licensed chemist, supported by one (1) competent analyst. It is a non-profit government service laboratory. Functions:
Food/water quality and safety testing
Product registration
Consumer protection
Assist government agencies in their regulatory functions
Provide services to researchers in the region in their R & D studies

The Chemical/Physical Analytical Testing Laboratory conducts proximate analysis of various products and raw materials such as food, feeds, pharmaceuticals and other allied products/samples, vitamins and food additives determination in foods and physical and chemical tests for water/wastewater. The Microbiological Analytical Testing Laboratory performs tests such as heterotrophic plate count, aerobic plate count (APC/SPC), coliform count, e. coli count, salmonella detection, staphylococcus aureus detection, mold and yeast count to test the sustainability of food products and potability of water for human consumption. Procedures in Requesting for Analytical and Testing Services
1. Secure request forms. Request forms are available at the laboratory personnel.
2. Fill-up the request form and present it to the laboratory personnel for assessment of testing fees.
3. Proceed to the cashier's office (Room 205) for payment.
4. Present receipt of payment to the laboratory personnel for issuance of client's stub.
5. Result of analysis can be claimed on the due date as indicated on the client's stub.

โ€‹Pursuant to Malacaรฑang Memorandum Circular No. 128, classes at all levels shall adopt an alternative learning mode, unless otherwise directed by the Local Chief Executives.

Moreover, government offices are directed to implement alternative work arrangements.

This is in view of PAGASA's Heavy Rainfall Warnings due to the Southwest Monsoon.

To strengthen laboratory capabilities and support the advancement of the Philippine salt industry, the Department of Science and Technology Ilocos Region - Regional Standards and Testing Laboratory (DOST Ilocos Region RSTL) hosted a two-day laboratory immersion program for personnel of the Accelerating Salt Research and Innovation (ASIN) Center on May 27โ€“28, 2026, at the DOST Ilocos Region office in the City of San Fernando, La Union.

The activity, made possible through the leadership and support of Regional Director Teresita A. Tabaog, aligns with the One in Accelerating Salt Innovations (OneASIN) a flagship initiative of Director Tabaog to advance the local salt industry and also in line with the Department of Science and Technology's Niche Centers in the Regions for Research and Development (NICER) Program for Salt. These initiatives aim to strengthen regional capacities in research, laboratory testing, and innovation, ultimately enhancing the competitiveness and sustainability of the Philippine salt industry.

The immersion program featured discussions, demonstrations, and hands-on training on key laboratory operations, including laboratory management systems, sample receiving and collection procedures, testing protocols and safety practices, chemical storage and waste management, and glassware and equipment maintenance.

RSTL personnel shared their expertise to support the ASIN Centerโ€™s efforts to strengthen its technical and operational capabilities. Ms. Lena C. Rosario, RCh, discussed laboratory management systems and accreditation requirements, while Mr. Hero D. Galamgam, PFT, facilitated a session on sample receiving procedures. Meanwhile, Mr. Jairus Angelo V. Tanagon, RCh, and Engr. Carmela T. de Vera, RChE, conducted laboratory analysis sessions for salt samples, demonstrating established testing methods and best laboratory practices.

Through the immersion program, ASIN Center personnel gained practical knowledge and hands-on experience that will contribute to the enhancement of laboratory operations and research activities in support of the salt industry. The activity also strengthened collaboration between DOST Ilocos Region RSTL and the ASIN Center, reinforcing their shared commitment to advancing research, innovation, and quality assurance initiatives for the continued development of the Philippine salt industry.
