FISCAL GOAL: FROM TOP 1 IN DELINQUENCY TO TOP 10 IN RPT COLLECTION PERFORMANCE

The Association of Municipal Treasurers of Iloilo (AMTI), Inc. conducted a seminar-workshop entitled
“DRIVING FISCAL EFFICIENCY: A Two-Day Seminar-Workshop on LGU Financial Profiles and Tax Compliance in Iloilo last August 13-14, 2026 at Smallville 21 Hotel, Smallville Complex, Diversion Road, Iloilo City.

The central message of the seminar is that fiscal efficiency begins with understanding the municipality’s financial condition and using reliable data to make better decisions.

One of the significant matters identified from the real property tax compliance data presented during the seminar is that the Municipality of Miagao is the Top 1 with the highest number of Real Property Tax (RPT) delinquencies among the Municipalities in the Province of Iloilo.

This finding presents a serious fiscal challenge for the Municipality. However, it should also be viewed as a significant opportunity for revenue improvement.

The goal, therefore, should not simply be to reduce the number of delinquent properties. But, the municiplaity should strategically convert these delinquent accounts into actual collections and position Miagao to become one of the Top 10 Municipalities in RPT collection performance in the succeeding year.

Mayor Richard Garin dedicated his recognition as one of Iloilo Province’s top-performing and most trusted municipal mayors to the hardworking department heads, employees, and residents of Miagao, describing the award as “an embodiment of our solidarity and sense of community.”

Mayor Garin ranked third overall in the RPMD Foundation Inc.’s “Boses ng Bayan” Index of Governance (IOG) Survey, which assessed municipal mayors across Iloilo Province based on governance performance and public trust.

In his message during the Flag Raising Ceremony on July 13, 2026, Garin said the distinction belongs to the men and women of the Municipal Government of Miagao, whose sustained commitment and collective effort have helped translate the town’s development agenda into concrete results.

He thanked the department heads and municipal employees for their diligence in implementing programs and initiatives that have improved public service delivery, and he expressed appreciation to the people of Miagao for their continued confidence in the local government’s projects and initiatives.

The survey measured mayors against key governance indicators, including leadership and administrative competence, fiscal management, social service delivery, peace and order, infrastructure development, disaster preparedness and response, environmental governance, digitalization, transparency and accountability, and responsiveness to constituents.

These performance metrics were combined with public trust ratings to determine each mayor’s overall Index of Governance score.

Mayor Garin said the recognition is both a validation of the local government’s accomplishments and a mandate to further strengthen programs and services for every Miagaowan.
