League of Filipino Students - UP Visayas The UP Visayas chapter of the leading anti-imperialist and national liberation movement of the Filipino youth. Fighting US Imperialism since 1977!

The League of Filipino Students is a national democratic mass organization that is dedicated in forging the broadest anti-imperialist unity among the Filipino youth. The League consistently struggles with the Filipino people for national democracy as part of the anti-imperialist struggle worldwide. We recognize that Imperialism gravely violates the sovereignty of nations across the globe and subju

gates the world under the global capitalist crisis through neoliberal globalization and rampant military intervention. The League initiates campaigns and activities that aim to unify the Filipino people in the struggle for national liberation and democracy. We hold educational discussions, study groups, academic fora and various other activities that raise our social and political consciousness in the desire to serve the Filipino people. We strive for the development of a nationalist, scientific, and mass-oriented culture which is integral in the overall struggle against Imperialism. It is of utmost significance that we learn directly from the basic masses, the Filipino workers and peasants, in recognition that the Filipino people must unite for the triumph of national liberation. We take part in mass campaigns and protest actions that live up to the militant tradition of the Filipino youth’s historic role in effecting genuine social change. The chronic crisis of Philippine society highlights the need for the intensification of an anti-imperialist and national democratic mass movement. Our nation’s neocolonial relationship with U.S. Imperialism has long impeded national progress yet continues to serve the interests of the ruling elite and their foreign counterparts at the expense of the Filipino people. The feudal base of the Philippine economy has plunged our nation into greater depths of poverty and oppression hindering the growth of national industries while providing profit and resources for foreign corporations. Our government is but a lackey to Imperialist interests, corrupt and profit-driven, while employing fascism to silence dissent. It is in the face of these challenges that the League of Filipino Students calls on all Iskolar ng Bayan and the youth to join in the people’s struggle against Imperialism towards the realization of genuine liberation and national democracy. The triumph of the people’s democratic revolution rests on the Filipino youth’s ability to rise above our generation’s challenges. In the words of Jose Maria Sison: “Only through militant struggle can the best in youth shall emerge.”

Shut down Pax Silica!

Makigbato! Join Panay People’s SONA!

As Pres. Bongbong Marcos Jr. addresses the state again with accomplishments and plans that are both built on imperialist exploitation disguised as progress and protection, the League of Filipino Students - Panay calls on the Filipino masses to see through the sugarcoated lies and understand the true goal of Marcos Jr.'s regime--to sell out the Philippines to imperialist powers in exchange for money and power.

Four years into Marcos Jr.'s administration, and he has delivered nothing but boasts of modernization and comfort for the country, at the expensive cost of the livelihood and well-being of the Filipinos. His regime's push for the implementation of Pax Silica, promoted by the United States as an advancement for artificial intelligence and supply chain security, and its expansive use of land in New Clark City, occupying a staggering 1,600 hectares, is in exchange for the displacement and loss of livelihood of the farming communities and Indigenous people in the area. Pax Silica does not aim to develop or liberate Filipino society, it aims to dominate our resources, land, and people for the U.S.'s own gain---to dominate the global tech and AI industry in their feud against China. In other words, the United States will be using the Philippines as a pawn in their wars, endangering the Filipino land and people in the process. Marcos Jr. is not merely a bystander as this unfolds--he is the main catalyst in selling out the Philippines.

Marcos Jr.'s complicity in the U.S. imperialism did not start with Pax Silica, but rather from the very start of his term when he reaffirmed to expand U.S. military presence in the Philippines, specifically adding four more bases in Luzon to be indefinitely used and stayed at by the U.S. army under the Enhanced Defence Cooperation Agreement (EDCA). With the 9 declared "EDCA sites" and at least eight more undeclared or secret US military bases in the country, it has now become very evident of how the US sees the Philippines as its big military equipment for the war it feeds against China.

Marcos Jr. may say that these bases are agreed upon to counter aggression by China, their true purpose is to ensure that the Philippines remains a tool in the U.S. imperialist pursuits and plans in the Asia-Pacific. Marco Rubio, U.S. Secretary of State, who is currently discussing Pax Silica initiatives with Marcos Jr., plans to open an additional U.S. military base in the Philippines. The United States' greed and domination knows no bounds and cannot be satiated even when we have given up an enormous amount of resources to them. Behind the mask of strengthening security for the Filipinos with the help of these U.S. military camps, is just the intensification of U.S. military control amongst Filipinos, allowing them to exploit and use us in their wars of aggression towards their own enemies.

They will push, and they will lie, saying that these initiatives will bring us opportunities towards development and progress, but what they are truly bringing the Philippines is war. War that will endanger our lands, resources, livelihoods, and well-being---they will have victory at the expense of our loss. The imperialist U.S. can get away with their exploitation of us because of their money and machinery, but what will Filipinos be left with once these imperialist powers have exhausted us?

Let us remember that with Marcos Jr. being on the presidential seat for 4 years, not once had he addressed the intensified militarization in communities that disrupts the livelihood of the people. Not once had he answered the peoples demands for basic commodities but continues on giving free passes for US troops to enjoy shelter, food, and other basic commodities that should have been concentrated towards the Filipino people. Not once had he resolved the issue on Tuition and Other Fees Increase (TOFI) and lack of education funding.

For four years, Marcos Jr. showed us that he is not and will never be for the people.
It is high time for us to advance our demands and struggles against the imperialist control of the US and its lapdog, Marcos Jr.

We call on the youth to join the struggle of our rights and welfare inside and outside the university! Shut the Pax now! Marcos singilin! Duterte panagutin! Lahat ng sangkot, dapat managot! Join Panay Peoples SONA!

aking lupang sinilangan,
tahanan ng aking lahi;
pinapanday ako ng katotohanan:
ang bigat ng pasanin ng masang niyuyurakan.

Dahil mahal ko ang Pilipinas,
aaklas ako laban sa mga pasistang naghahari,
wawasakin ko ang tanikala ng imperyalismo at kawalang-katarungan;
tutuparin ko ang tungkulin ng isang anak ng bayan:
naglilingkod, nag-aaral, at lumalaban nang walang alinlangan.

Iaalay ko ang aking buhay, pangarap, at pagsisikap,
sa bansang Pilipinas

¡Hola!

Can you say "Happy Fil-Am Frienship Day!"?

No? Very good! This should not be celebrated because we are not friends with the United States! For more than 8 decades, the US imperialist has been acting like a parasite controlling our country and leeching off of our resources for their own benefit while the Filipinos suffer.

Have you heard recently what the US wants to do with our 4,000 acres of land?

The US along with other imperialist countries announced the formation of the Pax Silica, which is a US-led imperialist alliance designed to secure critical materials for Artificial Intelligence to boost their military hegemony. Alarmingly, the Philippines is being integrated into this alliance with plans to convert 1,600 hectares of local land into an "Industrial Hub." This is a clear manifestation of how the US exploits our national resources to fuel its wars.

To further raise awareness on this issue and to amplify our call on "SWIPER TRUMP, NO SWIPING!", join What Does the Pax Say?: A Forum Discussion on Pax Silica this July 4!

See you!

YOUTH AND STUDENTS FIGHT BACK AGAINST IMPERIALIST WARMONGERING!

The League of Filipino Students-Panay vehemently condemns the Armed Forces of the Philippines (AFP) for weaponizing the Iloilo Science and Technology University (ISAT-U) Miagao campus as a landing and evacuation site for the first Inter-Agency Territorial Defense Operations Exercise (ITDOex) in the Visayas. Through these aggressive maneuvers, the Marcos regime is actively dragging the Philippines into the volatile geopolitical crossfire between the United States and China—and in doing so, converting our sacred zones of peace into de facto staging grounds for war.

These joint military exercises blatantly violate International Humanitarian Law (Rules 22-24) and Article X of Republic Act 7610, which strictly mandates that schools must never be converted into military facilities. Yet, the documented trail of military transgressions across the provinces of Cagayan, Zambales, Palawan, Ilocos Norte—and now, right here in Iloilo—proves otherwise. This widespread militarization exposes the Marcos administration’s utter disregard for domestic and humanitarian laws designed to protect civilian lives, most especially the youth.

Our schools are sanctuaries of peace, critical thinking, and learning. They must never be reduced to tactical drop-off points or playgrounds for fascist and imperialist state forces!

We call on the student body and the Filipino youth to fiercely resist this imperialist intrusion and expose the state's hypocrisy. While the Marcos regime pours billions into war machinery under the guise of "national defense" by increasing the AFP's budget to P427.3B for the year 2026, it systematically starves our schools. The glaring disparity between defense spending and our severely underfunded educational system—which continues to suffer from massive classroom shortages, low teacher salaries, and subpar facilities—unmasks the regime's true priorities. This is a clear, undeniable picture of a government that prioritizes the machinery of death over the welfare and future of its people.

Our schools are zones of peace, not staging grounds for imperialist wars!
Defend academic freedom! Militarization out of our schools now!

The first Inter-Agency Territorial Defense Operations Exercise (ITDOex) in the Visayas will be hosted in Iloilo on June 16–17, 2026. This large-scale military drill and simulation, involving both military personnel and civilians, is set to take place in the municipalities of Miag-ao and San Joaquin.

We raise serious concerns and strongly oppose this activity due to the dangers it poses to our communities, environment, and the welfare of our people. Our concerns include the following:

𝐃𝐈𝐒𝐑𝐔𝐏𝐓𝐈𝐎𝐍 𝐎𝐅 𝐂𝐎𝐌𝐌𝐔𝐍𝐈𝐓𝐘 𝐋𝐈𝐅𝐄, 𝐋𝐎𝐒𝐒 𝐎𝐅 𝐋𝐈𝐕𝐄𝐋𝐈𝐇𝐎𝐎𝐃, 𝐀𝐍𝐃 𝐏𝐎𝐓𝐄𝐍𝐓𝐈𝐀𝐋 𝐒𝐀𝐅𝐄𝐓𝐘 𝐑𝐈𝐒𝐊𝐒

ITDOex involves the deployment of howitzer artillery in coastal communities and the use of live-fire exercises. In similar exercises previously conducted in other regions, the military sets up Howitzer cannons in coastal areas and fire live rounds towards the open ocean. While the military has assured the public of safety measures, the increased presence of lethal weaponry and armed personnel continues to pose a direct threat to local residents and creates risks of accidents, including the possibility of misfires that could endanger nearby communities and civilians. The conduct of this exercise will disrupt the daily lives and livelihoods of local residents, particularly fisherfolk whose fishing activities will be suspended during the operation. This loss of access to fishing grounds will directly affect the income and economic security of many families in Miag-ao and San Joaquin.

𝐄𝐍𝐕𝐈𝐑𝐎𝐍𝐌𝐄𝐍𝐓𝐀𝐋 𝐃𝐄𝐒𝐓𝐑𝐔𝐂𝐓𝐈𝐎𝐍 𝐀𝐍𝐃 𝐓𝐇𝐑𝐄𝐀𝐓𝐒 𝐓𝐎 𝐌𝐀𝐑𝐈𝐍𝐄 𝐁𝐈𝐎𝐃𝐈𝐕𝐄𝐑𝐒𝐈𝐓𝐘

The firing of live artillery rounds in coastal areas threatens the marine environment, especially considering that parts of Miag-ao and San Joaquin are designated Marine Protected Areas. Such activities may result in chemical pollution, physical damage to marine habitats, and long-term impacts on marine biodiversity.

𝐖𝐀𝐑-𝐌𝐎𝐍𝐆𝐄𝐑𝐈𝐍𝐆 𝐀𝐍𝐃 𝐌𝐈𝐋𝐈𝐓𝐀𝐑𝐈𝐙𝐀𝐓𝐈𝐎𝐍

ITDOex is a continuation of the AFP's war-mongering posture, carried out at the behest of the United States. Through the establishment of US Military facilities under Enhanced Defense Cooperation Agreement (EDCA), repeated military exercises like Balikatan, and the deployment of advanced military technologies under initiatives such as Pax Silica, the Philippines is increasingly being drawn into the geopolitical rivalry between the United States and China. The Filipino people have nothing to gain from involvement in foreign geopolitical conflicts and stand to lose from becoming entangled in power struggles that do not serve the interests of the nation. We refuse to become collateral damage in conflicts driven by foreign interests.

While communities regularly participate in disaster preparedness programs to address recurring natural calamities, the conduct of military simulations within civilian communities raises serious questions about the government's direction and whether it is preparing the public for the possibility of a war.

As such, we strongly oppose the hosting of ITDOex in Iloilo.

We therefore demand an immediate end to these military exercises. We call for the removal of US imperial presence from our land and waters, and we urge the Marcos administration to prioritize diplomacy and not military escalation, in its relations with neighboring nations as the path toward lasting peace, regional stability, and genuine national security.

OFFICIAL STATEMENT OF THE 46TH UPV USC ON THE RED-TAGGING INCIDENT DURING THE RECENT UPV ROTC GRADUATION CEREMONY IN JAMINDAN, CAPIZ

In the recently concluded graduation ceremony of the Reserve Officers’ Training Corps (ROTC) held at the 3rd Infantry Division at Jamindan, Capiz, students reported that the program included red-tagging of students and baseless accusations of recruitment by legal progressive formations and organizations. These organizations have long been instrumental in arousing awareness among youth, students, workers, and peasants on societal issues towards mobilizing them for societal change. It has long been asserted that red-tagging threatens their constitutional right to security, life, and safety. Through these tactics, the ROTC is utilized as a propaganda scheme of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) to instill fear and doubts in students, rather than provide them with critical perspectives on the state and invoke genuine nationalism.

This is only one of their many tactics to dull the critical thinking skills of scholars. As seen in their long history of violence and oppression, they do not hesitate to file sedition cases to student activists and may even resort to indiscriminate massacres of civilians and people. Occurring only 20 days after the death of UP Diliman Education and Research Councilor Alyssa Alano and the injustice of the Toboso 19 massacre, the military has yet again shown their true colors of serving the interests of the corrupt state, rather than serving the people. We reiterate that genuine service to the people is not by firing bullets at them and intimidation but rather learning their realities through immersion and integration with the basic masses.

The 46th UP Visayas University Student Council strongly condemns the manipulative means of the 3rd Infantry Division to undermine the genuine calls of mass organizations and deceive students into believing otherwise. Such acts only serve the interests of hacienderos and big-time CEOs of corporations that hoard the land and fail to address the roots of armed struggles. We denounce all acts of red-tagging and terror grooming of the state to students, as it only perpetuates the system of oppression, landlessness, and hunger that the basic masses face. Instances such as the recent graduation ceremony strengthen the reasons why the military is not welcome on our campuses. We once again raise the call to end all deals and partnerships with the military and deinstitutionalize their involvement with the University of the Philippines, the national state university that is mandated to serve the people.

The 46th UPV USC is calling on the UPV Administration for their swift response to the red-tagging incidents of last Saturday. The incident is yet again another reminder on the importance and necessity of the Committee on Academic Freedom and Human Rights (CAFHR) to convene at the soonest possible time. The university's decisive will to end collaborations with the military is now urgent more than ever if they truly wish to condemn all acts of red-tagging and military intimidation.

The League of Filipino Students - Panay strongly demands justice and accountability from the systemic neglect, plunder, and violence orchestrated against the Filipino people. The blood of the nation is on the hands of Vice President Sara Duterte and Senator Bato Dela Rosa- clearer and bloodier than ever, their crimes must not slip away from justice, nor our demands should remain unanswered. We demand to be given the dignity, for these bureaucrat capitalists to face us directly bearing the full weight of the injustice and damage inflicted upon us.

As such, we bolster the calls, the impeachment of VP Sara Duterte, and the arrest of Sen. Bato Dela Rosa, so he may be turned over to the International Criminal Court (ICC).

The Dutertes have consistently parroted their narratives, brushing off calls for accountability and labelling them as mere "political noise." Despite obvious evidence presented before us, VP Sara Duterte remains as a perverse perpetrator, adamant in blatant refusal to answer for her questionable decisions and disdain for public accountability. We demand for VP Sara Duterte to take responsibility under her reckless leadership. We call on for the impeachment of VP Sara Duterte.

We also demand for the arrest of Sen. Bato Dela Rosa, as a key actor during the war on drugs, EJKs, and the crimes against humanity. He must face the full weight of his inhumanity to the victims and families and robbed of dignity and justice.

We, the League of Filipino Students - Panay call on the studentry, community members, and the Filipinos across the country to bolster these demands. We must remain vigilant and carry forward the struggle against corruption and the abuse of public trust. Our outrage must turn into action. Let us unite in demanding an end to corruption!

Impeach Sara Duterte!
Jail Bato Dela Rosa!
Let accountability prevail!

LOOK GUYS OH! | Bilang bahagi ng paghahanda para sa paggunita ng Mayo Uno, nagsagawa ng educational discussion ang LFS-UPV na pinamagatang, "𝓦𝓱𝔂 𝓓𝓸 𝓣𝓱𝓮𝔂 𝓦𝓸𝓻𝓴 𝓦𝓸𝓻𝓴 𝓦𝓸𝓻𝓴?: 𝘈𝘯 𝘌𝘥𝘶𝘤𝘢𝘵𝘪𝘰𝘯𝘢𝘭 𝘋𝘪𝘴𝘤𝘶𝘴𝘴𝘪𝘰𝘯 𝘰𝘯 𝘵𝘩𝘦 𝘗𝘳𝘰𝘭𝘦𝘵𝘢𝘳𝘪𝘢𝘵 𝘔𝘰𝘷𝘦𝘮𝘦𝘯𝘵 𝘢𝘯𝘥 𝘵𝘩𝘦 𝘚𝘶𝘨𝘢𝘳 𝘞𝘰𝘳𝘬𝘦𝘳𝘴 𝘪𝘯 𝘕𝘦𝘨𝘳𝘰𝘴", noong ika-29 ng Abril 2026 upang talakayin ang kalagayan ng mga maralitang lungsod at manggagawa sa industriya ng asukal.

Pinangunahan nina G. Gabriel John Gagno at Bb.
