SYNOPSIS: At 3:00 PM today, the center of the eye of Typhoon "CARINA" was estimated based on all available data at 395 km North of Itbayat, Batanes (24.3N, 122.3E) with maximum sustained winds of 175 km/h near the center and gustiness of up to 215 km/h. It is moving Northwestward at 20 km/h.
FORECAST:
Batanes will be Stormy due to TY Carina. (Possible flooding of landslides due to heavy to intense rains. Minor to moderate threat to lives and properties due to strong winds).
The northern portion of Cagayan including Babuyan Islands and the northern portion of Ilocos Norte will have rains with gusty winds due to TY Carina. (Possible flash floods or landslides due to moderate to heavy with at intense rains. Minimal to minor threat to lives and properties due to strong winds).
Ilocos Region, Zambales, Bataan, Abra, Benguet, and Occidental Mindoro will have monsoon rains with scattered rains and thunderstorms due to Southwest Monsoon.(Possible flooding or landslides due to scattered to widespread rains)
Metro Manila, Abra, Benguet, Zambales, Bataan, Tarlac, Pampanga, Bulacan, Rizal, Occidental Mindoro, and the rest of Ilocos Region will have occasional rains due to Southwest Monsoon.(Possible flash floods or landslides due to moderate to intense rains)
The rest of Cordillera Administrative Region, Nueva Ecija, and the rest of CALABARZON will have occasional rains due to Southwest Monsoon.(Possible flash floods or landslides due to moderate to intense rains)
Western Visayas, Negros Island Region, and the rest of Luzon will have cloudy skies with scattered rains and thunderstorms due to Southwest Monsoon. (Possible flash floods or landslides due to moderate to heavy rains)
The rest of the country will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms due to Southwest Monsoon. (Possible flash floods or landslides during severe thunderstorms)
Moderate to Strong winds from Northwest to Southwest will prevail over Luzon and Visayas with moderate to rough seas (2.1 to 4.0 meters).
Moderate to Strong winds from South to Southwest will prevail over Mindanao with moderate to rough seas (1.2 to 2.8 meters).
