A benchmarking activity in day care centers is a collaborative learning process where educators and administrators visit peer institutions to observe, evaluate, and adapt best practices. It helps identify performance gaps and discover actionable solutions to improve early childhood development. The activity typically follows a structured framework to ensure successful knowledge sharing and center improvements. The main purpose of the activity is to Identify Best Practices,discover new teaching methodologies, classroom management techniques, and daily routines that enhance child development.
The Child Development Workers from Municipality Of Tigbauan visited the different Child Development Centers from the Municipality of Mina specifically Nasirum Child Developmen t Center, Tolarucan Child Development Center and National Child Development Center.
Cezar Ian S. Solivio OIC-MSWDO together with the CDW Association President Ma. Felne M. Almirante personally assisted and explained the programs and services as well as best practices from the different Child Development Centers visited.
With the guidance from HON. REY P. GRABATO,developmental efforts for Children’s Sector is actualized. A testament to the LGU’s commitment for a Child Friendly community paving the way for empowered Minanhons of the Future.

The 3K Module 0 session under the Walang Gutom Program was successfully conducted over two days across multiple clustered barangays. Sessions were held in Barangay Tumay, Barangay Janipaan East, the Senior Citizens Building, and Barangay Talibong Pequeño, with participation from various barangays. The activity was facilitated by PDO II Cec Concepcion Casama and WGP Focal Person Marjhu Tabares.

All sessions covered the basics of the Walang Gutom Program, administration of pre- and post-tests for Module 0, and participant registration using KoboCollect. The activity was carried out smoothly with active participation, ensuring effective delivery of the program requirements.

The Walang Gutom Program Food Redemption Activity, conducted on April 27, 2026, was successfully implemented with full participation from all 185 identified beneficiaries, achieving a 100% turnout. This initiative reflects the government’s continued commitment to addressing food insecurity and ensuring the timely delivery of essential support to vulnerable sectors. The activity was attended by key local officials, including Executive Assistant V Lydia E. Grabato, Hon. Marilou Porquez, Chairman Committee on Social Services, and Kagawads on Social Services, whose presence underscored strong institutional support and the importance of collaborative governance in advancing social protection initiatives.

Program implementers and technical personnel, including PDO II/CEC Concepcion Casama and Van Riza Jane Bangha-on,OIC-MSWDO Aeyuhn Solivio, and WGP Focal person Mar Jhu, along with DSWD staff ensured the orderly, transparent, and efficient distribution of food assistance in accordance with established guidelines. The activity was carried out smoothly reflecting effective coordination among stakeholders and strong community engagement. The full attendance of beneficiaries further demonstrated successful mobilization efforts, reinforcing the commitment of the local government and partner agencies to sustain responsive and inclusive social welfare programs.

A total of 181 TODA drivers from Mina, Iloilo recently received ₱5,000 each in cash assistance to help ease the impact of increasing fuel prices.

The distribution activity was led by DSWD FO6 Provincial Coordinator Iloilo Province, Anthony Laruan, assisted by OIC Municipal Social Welfare and Development Officer Cezar Ian S. Solivio and the MSWDO team of LGU Mina. The payout was held at the Mina Evacuation Center.

The activity was also made possible through the support of Mayor Hon. Rey P. Grabato, the Licensing Office, and the Sangguniang Bayan members headed by Vice Mayor Hon. John Michael Defensor, who provided guidance to ensure the efficient and timely delivery of assistance

Beneficiaries were carefully assessed and required to complete all necessary documents, ensuring that the assistance reached the rightful recipients through a transparent and organized process.

To bring together young individuals from different barangays for leadership development, team-building, and meaningful learning experiences, the Municipality of Mina hosted a three-day Summer Youth Camp held at the Mina National High School gymnasium from April 21 to 23.
Spearheaded by Ms. Crystal Garcia, Peace Corps volunteer, with the support of the Municipal Social Welfare and Development Office, MYLO officers, and 4Ps parent leaders, the opening program was attended by Hon. Luda G. Ahumada, Sangguniang Bayan Member; Dr. Lea P. Huelgas, Principal IV; guest speakers; students; and youth participants invited to the event.
The program officially opened with a message from Dr. Lea P. Huelgas, who highlighted the importance and purpose of the camp for the youth.
“Your purpose here is the compass that guides your decisions,” she stated.
On the first day, speakers including Emile O. Oralde, RSW – Provincial Link; Katherine Joy Lamprea, RSW, Director III – DSWD Assistant Regional Director for Operations; MGen. Michael G. Samson, Commanding General; and Connel Rose Canto, SWO II, delivered discussions on “The Voice of Inspiration,” “The Path Forward,” “Safety and Security,” and NAS Sessions.
The Summer Youth Camp 2026 serves as a vital platform for empowering the youth of Mina, equipping them with knowledge, skills, and values, fostering personal growth and community involvement.

The Pantawid Pamilyang Pilipino Program (4Ps) DSWD Municipal Links successfully conducted the Set 14 Validation and Registration on April 16, 2026, at the Brgy. Amiroy Covered Gym.

A total of 93 potential family beneficiaries from 22 barangays participated in the activity. Through the validation process, families underwent thorough assessment based on the latest CBMS data and were oriented on their roles and responsibilities, particularly on compliance with health and education conditionalities key foundations in improving the well-being and future of their children.

An orientation and discussion were also facilitated by OIC MSWDO Cezar Ian S. Solivio, who addressed issues and concerns related to the 4Ps program and introduced the assigned 4Ps LGU Link, Mariah Nina Danicah Deza, who will assist in overseeing program implementation at the local level.

The activity was made successful through the support of Punong Barangay Hon. Paterno Graciosa and the Barangay Officials of Amiroy, for the use of the covered gym, which provided a comfortable venue for the participants.

This initiative reflects the continued commitment of the government to ensure inclusive, responsive, and effective delivery of social protection programs for Filipino families.

Under the Emergency Cash Transfer (ECT) Program, a total of 397 beneficiaries both severely and slightly affected received financial assistance to help recover.

The distribution was facilitated by the DSWD “Angels in Red Vests,” under the Assistant Regional Director for Operations Katherine Joy M. Lamprea, ensuring that assistance was delivered efficiently and to the rightful recipients. Beneficiaries were also guided and assisted by their respective Barangay Kagawad on Social Services, with the support of Sangguniang Bayan Member and Committee Chair on Social Services, Hon. Marilou Q. Porquez and guidance and leadership of Municipal Mayor Hon. Rey P. Grabato.

Special thanks are extended to the Mina MDRRMO and the Mina Rural Health Unit for their assistance and for remaining on standby to provide immediate response to beneficiaries requiring medical attention.

The much-anticipated release of the Defensor Scholarship grants was successfully carried out on April 14, 2026, at the Pototan Astrodome. This milestone marked the culmination of months of preparation and coordination, bringing relief and renewed motivation to student-beneficiaries supported by the program, which was facilitated by Scholarship Focal of the Municipality of Mina, Mar Jhu , and OIC MSWDO Aeyuhn Solivio.

Despite the large number of attendees, the distribution was carried out efficiently through the coordinated efforts of the organizing team, support staff, and local facilitators.

A notable highlight was the evident relief and gratitude among beneficiaries, as the financial assistance will help cover tuition, learning materials, and other academic needs. All grants were successfully released to the rightful claimants, with no major issues recorded demonstrating effective planning and implementation.

The Mina Gender and Development Focal Point System (GFPS) Executive Committee and Technical Working Group (TWG), under the leadership and support of Hon. Rey P. Grabato, Municipal Mayor, officially convened to begin the planning and budgeting process for the 2027 Gender and Development (GAD) Program.

The meeting provided a platform to review previous GAD initiatives, identify existing and emerging gender issues, and assess gaps across sectors. The team worked on formulating strategic, gender-responsive Programs, Projects, and Activities (PPAs) aligned with national policies, ensuring inclusivity and evidence-based planning.

Priority interventions and budget allocations were carefully considered to address inequalities, empower marginalized groups, and strengthen gender mainstreaming efforts. Through this initiative, the GFPS aims to develop a responsive 2027 GAD Plan and Budget that promotes equity, inclusivity, and empowerment for all.
