𝑴𝑶𝑰𝑺𝑬𝑺 𝑷𝑨𝑫𝑰𝑳𝑳𝑨 𝑫𝑹𝑨𝑭𝑻𝑺 𝑻𝑯𝑬 3-𝒀𝑬𝑨𝑹 𝑷𝑶𝑷𝑺 𝑷𝑳𝑨𝑵 𝑭𝑶𝑹 2026-2028

Pursuant to Section 16 of Republic Act. No. 7160, also known as "Local Government Code of 1991," local government units (LGUs) are mandated to ensure and maintain peace and order within their respective areas of jurisdiction. Section 116 of the said law also states that a Peace and Order Council (POC) shall be established in every province, city, and municipality. Executive Order No. 773, Series of 2009, entitled "Further Reorganizing the Peace and Order Council, particularly Section 3(b), states that sub-national councils shall recommend measures which will improve or enhance peace and order and public
safety in their respective areas of responsibility, including anti-insurgency measures.

Mayor Ella Celestina D. Garcia-Yulo, Chairperson of MPOC and Vice Mayor Pimpoy Yulo , Vice Chairperson of MPOC requested DILG MLGOO Joy Valla to provide technical assistance in the formulation of the Peace and Order and Public Safety Plan(POPS Plan) of the Municipality of Moises Padilla to the Technical Working Group (TWG) lead by MPDC Engr. Isidro Marquez with active participation of our CSO Representative Dan Paraba and Interfaith Representative Pastor Dan Manoyon.

DILG MLGOO Caesar Y. Abkilan facilitated the drafting of the 3-year POPS Plan together with DILG LGU FP Michelle Jungco last September 25,2025.

September 8-10,2025| LGU of Moises Padilla under the administration of Mayor Ella Celestina D. Garcia-Yulo and Vice Mayor Pimpoy Yulo conducted CDRA Training-Workshop facilitated by the Office of the Mayor with Resource Speakers from DILG, LGOOVII Maria Fatima Daiz, LGOO III Crisanto Costelo and LGOO III Dexter Monserate participated by MPDO, MAO, MEO,Municipal Assessor’s Office, MSWDO, MDRRMO.

The Moises Padilla CDRA TWG was able to present the Step 1-Step 5 Outputs to the LCE Ella Celestina D. Garcia-Yulo.

This is a big step towards risk-informed Comprehensive Development Plan and Comprehensive Land Use Plan for the development of Moises Padilla.

Under the leadership of Mayor Ella Celestina D. Garcia-Yulo and VM Pimpoy Yulo, Municipal Engineer Agnes Glia T. Gayona-Mabag together with the DILG PDMU Engineers Mark Hel Gabiota and Jason Fernando with presence of DILG MLGOO Caesar Y. Abkilan Jr. conducted site validation to 2 LGSF-SBDP recipients at 2.5 Million each to be implemented by the LGU.

Barangay Crossing Magallon identified their priority project a Farm-to-Market Road in Hda. San Julian. PB Jimmy Borromeo together with the Barangay Council assisted in the site validation. Barangay 7 Poblacion headed by PB Nancy Semillano prioritized Farm-to-Market Road in Sition Caburutan.

PDMU Engineers also provided technical assistance for documentary completion in SUBAYBAYAN Portal to 6 LGSF-GEF Beneficiaries at 1 Million each. Barangay 1 Poblacion completed their MRF with Glass Pulverizer and Barangays Macagahay, Inolingan, Odiong and Quintin Remo already completed their Farm-to-Market Road project. While Barangay Crossing rehabilitation of Multi-Purpose Building project 75% completion.

Ang ini nga CSO Conference nagalaom gid nga mahatagaan sang ihibalo ang mga interesado nga organisasyon, asosasyon, NGOs, CSOs sang ila mga diretso kag mga bahin sa pang-gobyerno basi sa Article II, Section 23 of the 1987 Philippine Constitution. Diri man gina diskusyon ang mga documents nga gina require para sa accreditation.

Naga-encourage gid si VM Pimpoy sa mga asosasyon, organisasyon kag CSOs nga mag partisipar agud may yara nga representati ang mga pumuluyo ilabi mga mangunguma, kababayin-an, senior, PWD, kabataan kag iban pa nga sector sang aton komunidad.

Vice Mayor Felix Mathias Segundo “PIMPOY” Yulo III meets with the DILG MLGOO Caesar Y. Abkilan Jr., Secretary to the Sangguniang Bayan Maria Theresa Grajales, CSO Desk Office Designate Michelle Jungco, Liga ng mga Barangay President Francis Bernard Garcia for the upcoming CSO Conference and Accreditation this August pursuant to DILG MC 2025-060 https://www.dilg.gov.ph/PDF_File/issuances/memo_circulars/dilg-memocircular-2025627_b6ffd6cde1.pdf

VM Yulo encourages associations, organizations, NGOs and CSOs to actively participate and involve in people’s participation initiative PPAs through local accreditation and eventually accreditation in the Provincial Government. MLGOO Sir Abkilan emphasizes the key role of the Office of Sangguniang Bayan for the said accreditation and selection of the CSOs to Local Special Bodies.

Meanwhile, Liga President PB Garcia also expresses the Barangays active support in ensuring the involvement of associations, organizations, NGOs and CSOs in the conference and accreditation.

Mayor Ella also present in the meeting, reminds the associations, organizations, NGOs and CSOs the importance of accreditation to have opportunity to partner with local government in implementing programs, projects and activities.

The CSO Conference is set on August 5, 2025; submission of requirements on August 6-18 and accreditation proper on August 19-31,2025.

Cluster Head Maria Fatima Daiz together with MLGOO Caesar Abkilan Jr. facilitates the State of Local Governance Report(SLGR) cm Executive Briefing of the Muncipality of Moises Padilla under the strong leadership of Mayor Ella Celestina D. Garcia-Yulo and Newly Elected Vice Mayor Felix Mathias “Pimpoy” Yulo,attended by the Honorable Members of the Sangguniang Bayan together with the Department Heads, PNP COP PMAJ Gepilango, BFP Representatives and CSO Representative Warren Perolino.

The SGLG is a program that recognizes and incentivizes LGUs for their good performance, particularly in areas like financial administration, disaster preparedness, and social protection. The SGLG framework and assessment tools are integrated into the SLGR and Executive Briefing.

These briefings are a way to present the findings of the SLGR to local officials and stakeholders, ensuring they are informed about the LGU's performance and can take appropriate action.

In essence, the legal and institutional framework for the SLGR and Executive Briefing in Moises Padilla, Negros Occidental, is built upon the Local Government Code of 1991, the DILG's oversight role, and the LGPMS, which is the core assessment tool for evaluating local governance performance.

This is a jumpstart activity for the term 2025-2028 of the new set of officials for the direction, priority and vision of the administration minding the gaps and issues identified from the previous term.

Mayor Ella emphasizes to the Department Heads and LGU Officials to revisit from time-to-time the area of governance that needed improvement.
