True leadership is built at the grassroots, refined by legislative discipline, and driven by an unwavering dedication to the people. Today, we witness a beautiful convergence of governance, advocacy, and provincial pride.

We are deeply honored as Hon. Mimie Melqui Orbita officially crosses thresholds into the provincial heart of governance for a formal Courtesy Visit with the Honorable Vice Governor and the esteemed members of the Sangguniang Panlalawigan of Zamboanga del Sur!

Standing before this august body, our Queen Universe Philippines Zamboanga del Sur 2026 does not just speak as a national candidate she speaks as a fellow worker in public service.

As the Sitting Barangay Kagawad of Barangay Makugihon, Hon. Mimie beautifully highlights the shared grit, the daily sessions, and the grassroots realities that connect local governance to the national stage.

In a powerful display of policy-driven leadership, Kagawad Mimie highlighted a recent legislative milestone: the unanimous passage of Barangay Ordinance No. 03, Series of 2026 a landmark measure comprehensively PROHIBITING ALL FORMS OF DISCRIMINATION while mandating equality, inclusivity, and mutual respect as an unshakeable legal shield protecting our PWDs, elderlies, women, and children.

Furthermore, in a stunning display of self-sufficiency, Team Mimie Orbita officially presented artisanal peanut butter and community village goods crafted directly by our local KALIPI Headed by President Mercy Itac Tuwal and Rural Improvement Club (RIC) Headed by President RICA Siarot women.

Explicitly making it clear that her national campaign is entirely self-funded, Kagawad Mimie requested no provincial financial allocation. Instead, she generously offers her national platform as an institutional megaphone to draw national commerce, market links, and economic visibility back to our local municipalities!

To formally acknowledge the driving force behind the success of this monumental visit and strategic alignment, we would like to express our deepest, heartfelt gratitude to the key individuals and offices whose unwavering dedication made this momentous day possible.

A special thank you goes to our dynamic tourism team Tourism Head Tiffany Cabardo and Justine Candia for their visionary leadership, coordination, and relentless hard work in bridging our cultural and national advocacies with provincial governance.

Barangay Makuguihon, Molave, Zamboanga del Sur proudly presents our very own, Hon. M Mimie Melquisedec Del Mar Orbita, as she steps onto the national stage of Queen Universe Philippines 2026.

To ensure total transparency and address the official actions of this local government unit, we are sharing two landmark documents passed by the council:

Miss Mimie’s journey is far from just aesthetics (dili lang kini basta pa-gwapa-gwapa). It is an objective legislative mission born from real, hands-on experience. Having served on the frontline as our former VAWC Desk Officer, she felt, handled, and witnessed the struggles of the vulnerable first-hand before turning over the desk to the current designated officer.

Her local ordinance serves as the baseline for a proposed national framework a blueprint for a Republic Act (National Anti-Discrimination and Inclusivity Act).

Why Do We Need This Law If We Already Have Existing National Laws?To keep our community and observers objectively informed, here is how this proposal differs from existing mandates:

Beyond General Human Rights: While general human rights declarations provide a broad philosophical framework, they often lack immediate, accessible penal mechanisms at the neighborhood level.

Beyond the Safe Spaces Act (Anti-Bastos Law): The Anti-Bastos Law specifically targets gender-based sexual harassment in public and online spaces. It does not penalize systemic discrimination based on economic status, age, ethnicity, religious beliefs, or physical abilities.

The Grassroots Difference: The National Anti-Discrimination and Inclusivity Act bridges these gaps. It is designed specifically for grassroots public protection. It provides ordinary citizens in every barangay a localized, fast-tracked legal remedy against all forms of prejudice, ensuring that no person is denied public services, employment, or dignity at the village level.

Republic Act No. 7160 (Local Government Code of 1991), specified her leadership over local committees, and detailed the formal, temporary handover of her duties to her Co-Vice Chairperson to ensure seamless public service while she is on the national stage.

The ancient philosophers taught us that justice is not found in grand legal books, but in how safely the common citizen lives in their neighborhood. True inclusivity is not selective; it encompasses all forms of humanity.

As a professional, objective, and quiet worker for the people, Hon. Mimie, alongside the entire Sangguniang Barangay, stands firm in the belief that public service is an enduring duty.
