Still learning, still growing, still serving. Because a good leader never stops being a student. 😊

And to my fellow Mayors, my idols, maraming salamat po for the little talks. I’m honored po na makasama kayo!

And as this summit ends, I am going home with a takeaway that good governance is not about being in power, it’s about using that power with purpose, integrity, and accountability.

MONCADA, TARLAC β€” The Municipality of Moncada has strengthened its local response to sexually transmitted infections (STIs), HIV, and AIDS with the signing of Municipal Ordinance No. 2026-011, or the β€œMoncada HIV/AIDS and STI Ordinance of 2026,” by Mayor Ramon Benito M. Aquino.

Enacted by the Sangguniang Bayan on September 15, 2026, the ordinance establishes a comprehensive local framework for the prevention and control of STIs, HIV, and AIDS, while strengthening education, testing, treatment, counseling, confidentiality, and community-based support.

A key provision of the ordinance is the creation of the Moncada Local HIV/AIDS and STI Council (MLHASC), a multi-sectoral body that will serve as the municipality’s primary coordinating mechanism for HIV/AIDS and STI programs. The Council will bring together representatives from the local government, health sector, education, social welfare, youth, women, persons with disabilities, law enforcement, civil society, business, academe, and other relevant sectors.

The ordinance also strengthens Balai Moncalinga as the LGU-operated HIV/AIDS and STI Hub under the Municipal Health Office. It provides for personnel, diagnostic and testing services, counseling, case management, treatment and referral services, including access to antiretroviral therapy (ART) for persons living with HIV and pre-exposure prophylaxis (PrEP) for eligible clients.

It further emphasizes informed consent, confidentiality, anonymity, privacy, and non-discrimination in HIV testing and related services. HIV testing shall require written informed consent, while pregnant women and tuberculosis patients are to be offered testing without making such testing mandatory.

The measure also institutionalizes STI, HIV, and AIDS education and awareness programs in schools, government and private offices, health facilities, barangays, and other community settings. It provides for community mobilization, capability-building, youth-oriented activities, and participation in annual awareness observances such as the Candlelight Memorial and World AIDS Day.

For entertainment establishments and workers in similar occupations, the ordinance requires regular medical counseling, seminars, and screening through Balai Moncalinga or accredited facilities. It likewise provides safeguards concerning the employment of minors, prohibited activities, health information, and compliance with applicable privacy requirements.

Violations involving covered entertainment establishments may carry fines and/or imprisonment depending on the number of offenses, with possible revocation of business permits after due process and investigation.

Authored and sponsored by Coun. Janius John C. Yasay, Chairperson of the Committee on Health, the measure forms part of Moncada’s continuing efforts to strengthen its local health system through preventive, accessible, confidential, and coordinated services for STI and HIV/AIDS concerns.

Through Municipal Ordinance No. 2026-011, the local government reinforces its commitment to providing accurate health information, accessible services, and coordinated support while protecting the rights, privacy, and dignity of individuals seeking care.

MONCADA, TARLAC β€” Access to emergency contact information in schools and business establishments across Moncada is set to become more systematic following the signing of Municipal Ordinance No. 2026-010, or the β€œPublic Safety Information Posting Ordinance of Moncada,” by Mayor Ramon Benito M. Aquino on September 21, 2026.

The ordinance requires all public and private schools and business establishments operating in the municipality, including sari-sari stores, gasoline stations, restaurants, retail shops, banks, clinics, pharmacies, offices, resorts, hardware stores, and other commercial, industrial, and agricultural establishments, to prominently display updated emergency hotline numbers within their premises.

The required emergency contact list includes the Moncada Rescue/MDRRMO, Municipal Health Office, Municipal Information Office, Bureau of Fire Protection, Philippine National Police, barangay emergency contact, Cong. Enrique Henry M. Cojuangco Memorial District Hospital, TARELCO I, and Moncada Water District. Posters must be A4 size or larger, legible, visible, accessible, and maintained in updated condition.

The ordinance also sets specific posting requirements based on the type and size of the establishment. Schools and large business establishments are required to display posters in relation to their emergency evacuation plans, while others must place them in conspicuous and accessible areas such as entrances, lobbies, cashier areas, front desks, or customer waiting areas.

Compliance will be monitored by the concerned municipal offices and partner agencies, including the Business Permits and Licensing Office, Municipal Disaster Risk Reduction and Management Office, Municipal Engineer’s Office, BFP, PNP, and, for schools, the appropriate DepEd offices and school authorities.

The ordinance provides corresponding measures for non-compliance. Business establishments and private schools may be issued written warnings for a first offense, followed by fines of β‚±1,000 for a second offense and β‚±2,500 for third and subsequent offenses, subject to the other measures provided under the ordinance. Public schools are subject to a separate compliance and referral process, with no monetary penalties imposed under the ordinance.

Municipal Ordinance No. 2026-010 was authored and sponsored by Coun. Jayvee B. Natividad, Chairperson of the Committee on Trade and Industry, and co-sponsored by Coun. Constante Nestor A. Favis, Chairperson of the Committee on Public Safety. It was enacted by the Sangguniang Bayan on September 15, 2026 and subsequently approved by Mayor Aquino on September 21, 2026.

The measure is part of the LGU’s continuing efforts to strengthen public preparedness by making essential emergency information readily accessible where people live, work, study, and seek services. By ensuring that emergency numbers are visible and available within schools and establishments, the ordinance provides a practical mechanism for faster access to the appropriate responders during emergencies.
