The Municipal Government of Moncada, headed by Mayor RB Aquino, Vice Mayor Jessie "Jess" Aquino, the Sangguniang Bayan Members, and the whole of LGU Moncada, extends its deepest condolences and heartfelt sympathies to the bereaved family, loved ones, and the entire community of Barangay Aringin on the passing of Punong Barangay Leonardo Caliboso, Sr.

We honor his dedicated service, leadership, and unyielding commitment to the welfare of his constituents. His contributions to the progress of Barangay Aringin and the Municipality of Moncada will always be remembered.

COMMITTEE ON SOCIAL WELFARE | AUGUST 14, 2026

The Committee on Social Welfare of the Sangguniang Bayan of Moncada conducted a committee hearing on August 14, 2026, presided over by Coun. Leslie G. Lopez, Chairperson.

The Committee deliberated on two Executive Requests involving proposed MOAs with the National Authority for Child Care (NACC) for child adoption and alternative child care programs, and with Rehoboth Children’s Home, Inc. for residential care and protection of disadvantaged children.

Serving as the invited resource person was Ms. Crystal Faith Dantes, Acting Municipal Social Welfare and Development Officer (MSWDO), who provided updates and clarifications on the implementation, funding, and existing cases under these programs.

Following deliberation, the Committee conditionally approved both requests, subject to the submission of the required funding and appropriation documents.

A continued commitment to strengthening child protection and social welfare services in Moncada. # # #

32ND REGULAR SESSION | 12TH SANGGUNIANG BAYAN OF MONCADA

The 12th Sangguniang Bayan of Moncada convened its 32nd Regular Session for CY 2026 at the SB Session Hall, with Vice Mayor Jessie E. Aquino presiding over the session.

Among the key measures approved during the Calendar of Business were:

Resolution No. 2026-12-070 – Officially establishing and institutionalizing the Don Benito Sweet Potato Processing Center and authorizing the necessary measures for its FDA licensing/accreditation and compliance with other regulatory requirements. The initiative seeks to strengthen local agri-processing, support farmers and MSMEs, and further develop Moncada’s sweet potato-based products.

Resolution No. 2026-12-071 – Authorizing the Municipal Government of Moncada, through Mayor Ramon Benito M. Aquino, to enter into a Memorandum of Agreement with DSWD Field Office III for the implementation of selected community-based Social Technologies for senior citizens and persons with disabilities.

Resolution No. 2026-12-072 – Confirming on review Barangay San Pedro Ordinance No. 08, Series of 2026, or the “Plastic Palit Bigas Ordinance of 2026,” as valid and within the conferred powers of the Sangguniang Barangay, supporting community-based environmental protection and waste reduction.

Municipal Ordinance No. 2026-007 – Approving amendments to Municipal Ordinance No. 13, Series of 2020, strengthening road safety regulations by prescribing additional penalties for motorcycles and tricycles operating without functional headlights, tail lights, brake lights, signal lights, and side mirrors, while recognizing the applicability of higher penalties under national laws and LTO regulations.

The Sanggunian also continued its legislative work on several proposed measures, including the proposed ordinance requiring business establishments to post emergency hotline numbers in visible locations, the responsible use of portable electronic gadgets in schools, regulations on trucks and heavy vehicles carrying loose materials, and other matters concerning public safety, education, social welfare, agriculture, trade, and local governance. # # #
