The 59th Regular Session of the 19th Sangguniang Bayan of Montevista was held this morning, August 17, 2026, where the members of the Sanggunian discussed various legislative matters concerning peace and order, culture and arts, personnel compensation, barangay youth development, and local fiscal administration.
Among the initial matters referred to the different committees was the proposed resolution granting authority to Municipal Mayor Hon. Cyrex L. Basalo, RN, to sign, for and on behalf of the Municipal Government of Montevista, a Memorandum of Agreement (MOA) with the Philippine National Police (PNP) Montevista regarding the implementation of the PNP P.A.T.R.O.L. Plan 2023.
Also referred to the Committee on Tourism and Beautification, chaired by Hon. Alice B. Binalangbang, was the proposed resolution to adopt the Municipal Culture and Arts Development Plan 2026–2028, which seeks to strengthen the municipality’s programs and initiatives in culture and the arts.
Meanwhile, the Sanggunian also took up the endorsement concerning Local Circular Budget No. 172 and the implementation of the third tranche of the updated salary schedule for local government personnel, pursuant to Executive Order No. 64, s. 2024.
BARANGAY YOUTH PROGRAMS HIGHLIGHTED
A significant part of the session focused on the Committee Reports concerning the Supplemental Barangay Youth Investment Program (SBYIP) and Supplemental Budgets of various barangays.
These include the Supplemental SBYIP of Barangay San Vicente amounting to ₱106,646.72, Barangay San Jose amounting to ₱177,300.00, Barangay Bankeron Norte amounting to ₱102,343.44, and Barangay Camantangan amounting to ₱23,077.82.
The committee reports on the corresponding supplemental budgets of the Sangguniang Kabataan (SK) of the said barangays were also presented, with favorable recommendations for the passage of resolutions from the concerned committees, namely the Committee on Budget and Appropriations, Committee on Ways and Means and Economic Enterprise, and Committee on Youth, Sports, Games and Amusements, within their respective jurisdictions.
Also included in the committee reports were the Supplemental Budget No. 01, CY 2026, of Barangay Mayaon, amounting to ₱725,301.42, as well as the proposed authorization for the Municipal Treasurer to collect Barangay Clearance Fees for business-related transactions and to remit the collections through the eTRACS system.
RESOLUTIONS ADVANCED TO SECOND READING
Following the presentation of the committee reports, the Second Reading of various draft resolutions was conducted, including resolutions confirming the Supplemental Barangay Youth Investment Programs of Barangays San Vicente, San Jose, Bankeron Norte, and Camantangan, as well as the Supplemental Budgets of their respective SKs.
Also taken up on Second Reading was the draft resolution confirming the Supplemental Budget No. 01, CY 2026 of Barangay Mayaon, and the resolution authorizing the Municipal Treasurer to collect Barangay Clearance Fees through the eTRACS system.
The Sangguniang Bayan continues to process and review legislative measures to ensure that the municipality’s programs, policies, and financial measures remain responsive to the needs of the people and are implemented in accordance with existing laws, rules, and regulations governing local government.
