The 59th Regular Session of the 19th Sangguniang Bayan of Montevista was held this morning, August 17, 2026, where the members of the Sanggunian discussed various legislative matters concerning peace and order, culture and arts, personnel compensation, barangay youth development, and local fiscal administration.

Among the initial matters referred to the different committees was the proposed resolution granting authority to Municipal Mayor Hon. Cyrex L. Basalo, RN, to sign, for and on behalf of the Municipal Government of Montevista, a Memorandum of Agreement (MOA) with the Philippine National Police (PNP) Montevista regarding the implementation of the PNP P.A.T.R.O.L. Plan 2023.

Also referred to the Committee on Tourism and Beautification, chaired by Hon. Alice B. Binalangbang, was the proposed resolution to adopt the Municipal Culture and Arts Development Plan 2026–2028, which seeks to strengthen the municipality’s programs and initiatives in culture and the arts.

Meanwhile, the Sanggunian also took up the endorsement concerning Local Circular Budget No. 172 and the implementation of the third tranche of the updated salary schedule for local government personnel, pursuant to Executive Order No. 64, s. 2024.

BARANGAY YOUTH PROGRAMS HIGHLIGHTED

A significant part of the session focused on the Committee Reports concerning the Supplemental Barangay Youth Investment Program (SBYIP) and Supplemental Budgets of various barangays.

These include the Supplemental SBYIP of Barangay San Vicente amounting to ₱106,646.72, Barangay San Jose amounting to ₱177,300.00, Barangay Bankeron Norte amounting to ₱102,343.44, and Barangay Camantangan amounting to ₱23,077.82.

The committee reports on the corresponding supplemental budgets of the Sangguniang Kabataan (SK) of the said barangays were also presented, with favorable recommendations for the passage of resolutions from the concerned committees, namely the Committee on Budget and Appropriations, Committee on Ways and Means and Economic Enterprise, and Committee on Youth, Sports, Games and Amusements, within their respective jurisdictions.

Also included in the committee reports were the Supplemental Budget No. 01, CY 2026, of Barangay Mayaon, amounting to ₱725,301.42, as well as the proposed authorization for the Municipal Treasurer to collect Barangay Clearance Fees for business-related transactions and to remit the collections through the eTRACS system.

RESOLUTIONS ADVANCED TO SECOND READING

Following the presentation of the committee reports, the Second Reading of various draft resolutions was conducted, including resolutions confirming the Supplemental Barangay Youth Investment Programs of Barangays San Vicente, San Jose, Bankeron Norte, and Camantangan, as well as the Supplemental Budgets of their respective SKs.

Also taken up on Second Reading was the draft resolution confirming the Supplemental Budget No. 01, CY 2026 of Barangay Mayaon, and the resolution authorizing the Municipal Treasurer to collect Barangay Clearance Fees through the eTRACS system.

The Sangguniang Bayan continues to process and review legislative measures to ensure that the municipality’s programs, policies, and financial measures remain responsive to the needs of the people and are implemented in accordance with existing laws, rules, and regulations governing local government.

SANGGUNIANG BAYAN MEMBERS PUSHES KEY DEVELOPMENT PROGRAMS AND PEOPLE-CENTERED LEGISLATION👏❤️

The Sangguniang Bayan members of Montevista demonstrated its commitment to responsive governance during its 56th Regular Session July 20, 2026, where several significant ordinances, resolutions, and development measures were deliberated to strengthen public services and accelerate local development.

Among the key actions taken were the approval of Supplemental Investment Programs and Supplemental Budgets for various barangays, helping support priority infrastructure and community development initiatives.

The Council likewise endorsed resolutions authorizing the Municipal Mayor to enter into agreements with the Provincial Government of Davao de Oro to implement the Drug Intervention and Rehabilitation Program, reinforcing the municipality's commitment to public health and community welfare.

To further improve peace and order, the Council also approved measures to donate utility security motorcycles to barangays, enhancing emergency response and public safety.

The session also covered the proposed Firecrackers Ordinance amendment, the establishment of the Motorized Tricycle Operators Permit (MTOP) Local Code, and the declaration of the Municipal Plaza as an Environment-Friendly Public Plaza, reflecting the municipality's commitment to sustainable and inclusive governance.

54th Regular Session of the 19th Sangguniang Bayan

The Sangguniang Bayan of Montevista convened its 54th Regular Session on July 13, 2026, at the Municipal Session Hall, deliberating on several measures aimed at strengthening local governance, improving public services, and supporting community development.

During the session, members conducted the First Reading and Referral of several proposed measures, particularly various Supplemental Budgets and Supplemental Investment Programs (SIPs) submitted by different barangays, including Tapia, Prosperidad, New Cebulan, New Visayas, and Banlag.

Among the proposed measures referred to the appropriate committees were:
Supplemental Budget No. 01 of Barangay Tapia;
Supplemental Budget No. 01 of Barangay Prosperidad;
Supplemental Investment Program No. 01 of Barangay New Cebulan;
Supplemental Budget No. 01 of Barangay New Cebulan;
Supplemental Budget No. 02 of Barangay Banlag;
Supplemental Investment Program No. 01 of Barangay New Visayas;
Supplemental Budget No. 01 of Barangay New Visayas.

The Sanggunian likewise received endorsements from the Office of the Municipal Mayor seeking authority to:
Enter into a Memorandum of Agreement with the Provincial Government of Davao de Oro for the implementation of rehabilitation and intervention programs for treatment and rehabilitation;

Enter into a Memorandum of Understanding with the University of the Philippines for the implementation of the ASSIST Project aimed at improving early childhood development in geographically isolated and disadvantaged areas (GIDAs);

Sign a Memorandum of Understanding with the University of the Philippines for the installation of a 300-watt solar street lighting system in selected sitios.
The body also referred to committee several proposed ordinances and resolutions, including:

A proposed ordinance prohibiting indiscriminate disposal of waste into rivers and waterways and banning illegal hunting of wildlife within the municipality;
Amendments to the Municipal Firecracker Ordinance;
Adoption of the Safe Spaces ("Bawal Bastos") Ordinance;

A resolution supporting the renewal of NORDECO's franchise;

A resolution denying the Provincial Government's application for the transfer of ownership of the Provincial Capitol property.

Committee reports were likewise presented recommending the approval of various barangay supplemental budgets and investment programs after committee review.

The Sanggunian also received progress reports from the Municipal Engineering Office and the Department of Public Works and Highways (DPWH) regarding ongoing infrastructure projects within the municipality.

Sangguniang Bayan of Montevista Enacts Curfew Ordinance for Minors.

Demonstrating its commitment to protecting the welfare, safety, and well-being of the youth, the Sangguniang Bayan of Montevista has officially enacted Municipal Ordinance No. 318, Series of 2026, establishing curfew hours for minors within the Municipality of Montevista.

The ordinance, authored by Hon. Roel C. Abucejo, aims to safeguard minors from potential harm, delinquency, and unsafe environments while promoting responsible parenting and community participation in protecting children.

Under the ordinance, minors are prohibited from loitering or staying in public places during the following curfew hours:
🕙 10:00 PM – 5:00 AM (Sunday to Thursday)
🕚 11:00 PM – 5:00 AM (Friday, Saturday, and Holidays)

The ordinance provides exemptions for minors who are accompanied by their parents or legal guardians, attending or traveling to and from school, work, or official activities, involved in emergency situations, participating in authorized public or religious events, or those with valid identification and justifiable reasons as determined by authorized officers.

Parents and legal guardians are likewise reminded of their responsibility to ensure that minors under their care comply with the provisions of the ordinance. Establishments found allowing minors to remain within their premises during curfew hours may also face corresponding penalties.

Sangguniang Bayan of Montevista Enacts Public Decency and Proper Attire Ordinance.

In its continuing effort to uphold public order, decency, and community standards, the Sangguniang Bayan of Montevista has officially enacted Municipal Ordinance No. 317, Series of 2026, otherwise known as the Municipal Public Decency and Proper Attire Ordinance of 2026.

The ordinance, authored by Hon. Roel C. Abucejo, prohibits individuals from appearing topless or half-naked in public places and from wearing attire that exposes private body parts or is considered inconsistent with public decency.

The measure applies to public areas such as streets, sidewalks, parks, plazas, public markets, terminals, school premises, government buildings, and other places accessible to the general public.

Authorized personnel, including members of the Philippine National Police (PNP), Municipal Public Safety and Traffic Management Officers, Barangay Officials, Barangay Tanods, and other personnel designated by the Municipal Mayor, are authorized to enforce the ordinance in accordance with due process and existing laws.

Violators shall be subject to the penalties prescribed under the ordinance.

Sangguniang Bayan of Montevista Passes Ordinance Prohibiting the Drinking of Alcoholic Beverages in Public Places.

As part of its efforts to strengthen public safety, peace, and order, the Sangguniang Bayan of Montevista has officially enacted Municipal Ordinance No. 316, Series of 2026, prohibiting the drinking of liquor and other intoxicating beverages in public places within the municipality.

The ordinance, authored by Hon. Roel C. Abucejo, prohibits the consumption of alcoholic beverages in public places, the possession of open containers intended for public consumption, and loitering in public areas while under the influence of alcohol when such acts cause disturbance, nuisance, or inconvenience to others.

Violators may be apprehended by authorized personnel and shall be subject to the penalties provided under the ordinance.

Sangguniang Bayan of Montevista Enacts Ordinance Regulating the Use of Videoke Machines and Amplified Audio Devices.

In its continuing commitment to promote peace, order, and the general welfare of the community, the Sangguniang Bayan of Montevista has officially enacted Municipal Ordinance No. 315, Series of 2026, regulating the use of videoke machines and other amplified audio devices within the municipality.

The ordinance, authored by Hon. Roel C. Abucejo, provides that videoke machines and other sound-amplifying devices may only be used from 8:00 A.M. to 10:00 P.M., except during duly authorized events approved by the local government.

It also prohibits excessive or unreasonable noise that disturbs residents or disrupts public peace and order. Authorized personnel are empowered to apprehend violators, who shall be subject to the penalties prescribed under the ordinance.

Through this measure, the Sangguniang Bayan aims to strike a balance between the public's enjoyment of entertainment and every resident's right to a peaceful and quiet environment.
