ETS-MinSeCamp Hosted Cooking Competition as Post-Nutrition Month Celebration with ALS Students

The Alternative Learning System (ALS) students of the Education and Training Section (ETS) of the New Bilibid Prison–Minimum Security Camp (NBP-MinSeCamp), headed by CO1 Ruth C Tutor, participated in a cooking competition as part of the celebration of Nutrition Month on 27 August 2026.

The event brought together 12 eager participants divided into four (4) teams with three (3) participants each. To keep the focus entirely on skill and culinary intuition, ETS personnel provided all the necessary cooking utensils and a shared pantry of ingredients, allowing each group to select only what they needed for their dishes. The centerpiece of the competition came with a creative twist: each team was given chicken as the main ingredient but was challenged to conceptualize, develop, and execute their own unique recipe from scratch.

Evaluating the entries were 4 judges from the NBP–MinSecamp offices: CO1 Alma Maguinsay and CO1 Melinda Maldonado from the office of the Reformation Coordinator, CO1 Karen Arciaga from Work and Livelihood Section and CO1 Marivic Esmarialino from the office of the Behavior Modification Section. The panel graded each dish based on taste, creativity and originality, presentation and plating, and sanitation and cleanliness.

After an intense hour of preparing, simmering, and plating their dishes, the judges delivered their final verdict: Team Red emerged as the winner with “Adobong Tagalog,” followed by Team Green in second place with “Adobo sa Gata,” Team Yellow in third place with “Just Adobo,” and Team Blue in fourth place with “Adobo Na, Menudo Pa.”

Following the main event, the spirit of camaraderie continued into the afternoon. ETS personnel hosted a feeding program, serving hot macaroni soup to all participating ALS students and other Persons Deprived of Liberty (PDL).

Under the guidance of the Director General, GENERAL GREGORIO PIO P CATAPANG JR., AFP (RET), CESE, CCLH, NBP Superintendent C/SSUPT GARY A GARCIA, RCrim, MSCA, Camp Commander C/CINSP ROY S VIVO, and the key officials of NBP-MinSeCamp, ETS will continue to conduct activities that promote camaraderie and healthy competition.

SRPPF Opens Rapid Tactical Operations Course

On 24 August 2026, the Learning and Development Section (LDS) of the San Ramon Prison and Penal Farm (SRPPF), headed by C/INSP RODEL V ROMERO, conducted the Opening Ceremony of the Rapid Tactical Operations Course (RTOC) at the SRPPF Parade Ground.

The 45-day training aims to strengthen the tactical capability, operational readiness, discipline, and teamwork of participating Bureau of Corrections (BuCor) personnel. A total of 29 Non-Commissioned Officers participated in the course, composed of 10 personnel from Iwahig Prison and Penal Farm (IPPF), 10 from Davao Prison and Penal Farm (DPPF), eight (8) from San Ramon Prison and Penal Farm (SRPPF), and one (1) from the National Headquarters (NHQ). Of the total participants, three (3) are female and 26 are male.

The ceremony began with the singing of the Philippine National Anthem and the Invocation, followed by the Welcome Remarks of C/CINSP NONIE C FORRO, Deputy Superintendent for Security and Operations. The participants were then formally presented, after which C/SSUPT LUCIO C GUEVARRA, Superintendent, delivered the Declaration of Opening, officially marking the commencement of the training.

The participants subsequently underwent Reception Rites consisting of eight (8) stations, featuring various physical and tactical exercises designed to develop their strength, endurance, agility, coordination, discipline, and teamwork.

DR. DALMACIO L. CARINGAL, Director of the Directorate for Personnel Education and Training Services (DPETS), served as the Keynote Speaker. In his address, he emphasized the importance of discipline, professionalism, teamwork, competence, and continuous training in enhancing the operational readiness and effectiveness of BuCor personnel.

The 45-day RTOC provides the participants with an opportunity to further develop their tactical skills, physical readiness, discipline, and teamwork, preparing them to effectively perform their duties and responsibilities.

Under the guidance of the Director General, GENERAL GREGORIO PIO P CATAPANG JR., AFP (Ret.) CESE, CCLH, and the leadership of C/SSUPT LUCIO C GUEVARRA, SRPPF continues to demonstrate the commitment of the BuCor to developing highly trained, disciplined, competent, and operationally ready personnel in support of its mandate and mission.

Education and Training Section ng LRP, Nagsagawa ng Pangwakas na Seremonya para sa Buwan ng Wika 2026

Noong ika-27 ng Agosto 2026, matagumpay na isinagawa ng Education and Training Section (ETS) sa ilalim ng Tanggapan ng Repormasyon ng Leyte Regional Prison (LRP) ang pagwawakas na seremonya para sa pagdiriwang ng Buwan ng Wika 2026 sa Alternative Learning System (ALS) Building sa loob ng Maximum Security Camp (MaxSeCamp).

Inorganisa ng seksiyon ang nasabing aktibidad upang tipunin ang mga tauhan ng LRP at ang mga Persons Deprived of Liberty (PDL) para bigyang-pugay ang mga kalahok sa timpalak at ipamalas ang mga pangkulturang talento na nalinang sa buong buwan ng Agosto. Ang pagdiriwang ngayong taon ay nakasentro sa temang, "Wikang Filipino at AI: Kasangkapan sa Pananaliksik at Tulay sa Yaman ng Impormasyon," na nagbibigay-diin sa ugnayan ng makabagong teknolohiya at ng pambansang pamana.

Kasunod ng mga tradisyunal na pambungad na seremonya, naghatid ng panimulang pananalita si CO1 Maria Fe R Mendoza, ALS In-charge at MaxSeCamp College Coordinator, upang opisyal na buksan ang programa. Tampok din sa unang bahagi ng programa ang isang pagbabalik-tanaw sa iba't ibang gawaing pangliterasya at pangkultura na isinakatuparan sa buong buwan sa ilalim ng pangangasiwa ng seksiyon.

Ipinamalas sa pangunahing bahagi ng programa ang mga natatanging pangkulturang pagtatanghal, kabilang ang Sabayang Bigkas at ang Modernong Balagtasan na inihandog ng mga nakakuha ng unang puwesto sa patimpalak. Agad namang sinundan ang pagtatanghal sa Balagtasan ng isang awitin mula sa isang PDL para sa mga dumalo.

Naging sentro naman ng ikatlong bahagi ng okasyon ang paggawad ng mga parangal. Opisyal na ipinamahagi ang mga Sertipiko ng Pagkilala sa mga naging kalahok at katunggali sa Buwan ng Wika. Pagkatapos ng pormal na paggawad, naghandog ang mga piling mag-aaral na PDL ng isang pagtatanghal ng tradisyunal na sayaw na Maglalatik.

Nagwakas ang seremonya sa pamamagitan ng isang mensahe ng pasasalamat mula kay CO1 Jeorgette G Kierulf, ETS Administrative Staff. Naghatid naman ng pangwakas na pananalita si CO2 Noli Ann C Billo, Acting Deputy Superintendent for Reformation at Chief of Reformation Office. Sa kanyang talumpati, nagbahagi si CO2 Billo ng mga makasaysayang kaalaman tungkol sa pambansang wika at binigyang-diin ang malalim na kahalagahan ng pagdiriwang ng Buwan ng Wika sa pagpapanatili at pagpapatibay ng kultura at pagkakakilanlan ng Pilipino.

Pormal na nagtapos ang programa sa pamamagitan ng pangkalahatang pagkuha ng larawan, kung saan naging maayos ang daloy ng lahat ng nakaiskedyul na aktibidad ayon sa pagkakasunod-sunod ng programa.

CIW–Mandaluyong Strengthens PDL Peer Mentorship Ahead of Theater Arts Programs

The Correctional Institution for Women (CIW)–Mandaluyong strengthened its reformative learning initiatives through a series of preparatory activities held on 27 August 2026 for 78 student-participants and 14 Persons Deprived of Liberty (PDL) Mentors/Performance Development Assistants (PDAs) ahead of the implementation of its Theater Arts and Musical Theater programs.

An orientation on the Student Guidelines and Code of Conduct was conducted for the student-participants, PDL Mentors/PDAs, and concerned Sports and Recreation personnel. The session outlined institutional policies, disciplinary standards, and behavioral expectations under the newly drafted Code of Conduct, underscoring accountability, professionalism, mutual respect, and responsible participation.

The students were further briefed on the distinction between Theater Arts and Musical Theater, providing clarity on their respective learning tracks. To support their participation, notebooks and ballpens were distributed to participants. Mr. Marck Nery of DreamLab Studio organized the students into six (6) groups, each with a designated PDL Mentor/PDA to provide guidance, supervision, and peer support throughout the sessions.

A team-building and preparatory seminar for the 14 PDL mentors/PDAs was conducted on 25 August 2026. Spearheaded by Mr. Nery, in coordination with the Sports and Recreation personnel, the activity fostered rapport, collaboration, and a shared instructional framework among the mentors before the commencement of classes.

Through team-building activities and experience-sharing sessions, the mentors articulated their coaching experiences, motivations, and expectations in undertaking their instructional roles. Each mentor was likewise provided with a Teacher’s Kit containing essential instructional materials and teaching aids to enhance preparedness and support effective session delivery.

These preparatory activities reflect CIW-Mandaluyong’s commitment to structured learning, purposeful engagement, and peer-led development as vital instruments of reformation. Beyond technical instruction, the initiatives nurture discipline, leadership, accountability, confidence, and constructive interpersonal relations.

The initiative was made possible through the steadfast support and guidance of C/CINSP ELSA M MARTORILLAS, Deputy Superintendent for Reformation, and the dedicated personnel of the Sports and Recreation Program, under the overall leadership of CT/SINSP LARIZA V MARTIN, Acting Superintendent.

CIW, Circle of Hope Community Services Forge Partnership to Support Women PDL

The Correctional Institution for Women (CIW)–Mandaluyong City and Circle of Hope Community Services, Inc. formalized their partnership through a Memorandum of Agreement (MOA) signing held on 28 August 2026 at the Superintendent’s Lounge of the CIW-Mandaluyong City.

The partnership aims to strengthen cooperation between the two organizations in implementing programs and activities that support the health, welfare, reformation, and development of women Persons Deprived of Liberty (PDL).

The activity was attended by key CIW officials led by CT/SINSP LARIZA V MARTIN, Acting Superintendent; C/CINSP ELSA M MARTORILLAS, Deputy Superintendent for Reformation; CT/SINSP KRISTINE B CENAL, DMD, Chief of the Infirmary; and C/SINSP NANCY P PUN-AD, Chief of the Legal Service and Maximum-Security Camp Commander. Infirmary personnel and representatives of Circle of Hope Community Services, Inc. also participated in the event.

CT/SINSP MARTIN opened the program by welcoming the Circle of Hope representatives and CIW personnel. In her remarks, she underscored the value of partnerships with stakeholders in expanding and improving programs and services for women PDL.

Mr. Michael Shimamoto, Executive Director of Circle of Hope Community Services, Inc., delivered an inspirational message emphasizing compassion, service, cooperation, and commitment in working with individuals under correctional care. He also highlighted the importance of creating opportunities that contribute to their welfare and personal development.

The partnership was further discussed by Dr. Joanna Herrera, Chairperson and Co-Founder of Circle of Hope Community Services, Inc. She presented an overview of the collaboration, including its objectives, proposed activities, areas of cooperation, and the respective commitments of both parties under the MOA.

The formal signing of the agreement marked the establishment of the partnership between CIW and Circle of Hope Community Services, Inc., paving the way for joint initiatives and mutually beneficial programs for the women PDL. A photo opportunity followed the signing, bringing together CIW officials, personnel, and Circle of Hope representatives to document the occasion.

The activity concluded with closing remarks from CT/SINSP CENAL, wherein she thanked Circle of Hope Community Services Inc., CIW officials, and personnel for their participation and emphasized the importance of sustained collaboration with stakeholders in advancing initiatives that promote the health, welfare, rehabilitation, and overall well-being of women PDL.

The MOA signing reflects CIW’s continuing efforts to build meaningful partnerships with organizations that can contribute to the delivery of programs and services aimed at supporting the rehabilitation and reintegration of women under its care.

The Bureau of Corrections (BuCor) joins the family, friends, and colleagues of CO1 Mark Lester G. Yadao, member of Class 22-2022 “MAKSIL-DASIG,” in mourning his passing.

With sorrow, we honor the life and service of a dedicated member of the Bureau who answered the call to corrections service with commitment, discipline, and a strong sense of duty.

The Bureau extends its deepest sympathies and heartfelt condolences to the bereaved family and loved ones of CO1 Yadao. May they find strength, comfort, and peace in the memories of his life and his service.

The Bureau of Corrections (BuCor) mourns with profound sorrow the untimely passing of CO1 Ralph Laurence O. Hiponia, a distinguished member of the Corrections Officer Custodial Basic Course (COCBC) Class 2024-02 DASIG-TIKAS.

CO1 Hiponia will be remembered for his dedication, commitment, and steadfast service as a correctional officer. Throughout his service, he exemplified the values of duty, discipline, integrity, and professionalism in fulfilling his responsibilities in the correctional service.

The Bureau, together with his colleagues and fellow members of COCBC Class 2024-02 DASIG-TIKAS, extend our deepest sympathies to his bereaved family and loved ones. Philippine Navy and Philippine Air Force Conduct Information Drive on West Philippine Sea for COBRC Class 2026-01 “SAMBISIG” NHQ/NBP

The Philippine Navy (PN) and Philippine Air Force (PAF) conducted an Information Drive on the West Philippine Sea (WPS) at the Corrections National Training Institute (CNTI), Bureau of Corrections, (BuCor) providing relevant knowledge and awareness of significant maritime and national security concerns affecting the country on 26 August 2026.

A total of two hundred fifty-seven (257) Custodial Officer Basic Recruit Course (COBRC) CL 2026-01 "SAMBISIG" NHQ/NBP Trainees together with CNTI personnel actively participated in the aforementioned activity. The activity was formally opened by an opening prayer led by CTSO2 Henry Bagaoisan, Chief, Administrative Section, CNTI, followed by the singing of the Philippine National Anthem. Thereafter, CTSO3 Christian D Cruz, Chief, Academic Affairs Division, CNTI, delivered the welcome remarks, followed by a special message from 1LT MC FELIXES F CATAYLO, Director, CMO, 520TH Airbase Group, PAF.

The Information Drive was facilitated by CDR LADY CHATTERLY I ALVARO-SUMBELING, Acting Commanding Officer, ISAU, CMOG-PN, who discussed the geographical significance of the WPS, its importance to the country, and the various islands and maritime features located within the area. The discussion particularly highlighted the Kalayaan Island Group (KIG) and its islands, namely Pag-asa, Lawak, Patag, Likas, Kota, Panata, and Parola, as well as other significant maritime features.

To further enrich the trainees’ understanding of the subject matter, a video presentation on the WPS was shown during the activity, providing additional visual information on the area and its significance to the country. This was followed by an interactive Question-and-Answer (Q&A) session, allowing the participants to actively participate, raise relevant questions, and gain further insights from the resource person.

MR. DALMACIO CARINGAL, Officer-in-Charge, CNTI, gave his message, emphasizing the importance of the activity in broadening the trainees’ awareness of significant national issues and strengthening their sense of responsibility, patriotism, and commitment to the country.

C/SINSP ALLAN A ROSALES, Deputy Director, CNTI, and Commandant, Applied Training Division (ATD), delivered the closing remarks. He highlighted that the WPS is not only a matter of geography but a matter of national identity, security, and sovereignty. In protecting it, we are protecting the Philippines itself. His message also underscored the importance of national awareness and collective responsibility in safeguarding the country’s interests, formally concluding the program.

The activity emphasized the importance of the WPS in relation to national security, territorial integrity, maritime interests, marine resources, environmental protection, and the livelihood of Filipino fisherfolk. It also served as an avenue for the trainees to develop a deeper appreciation of their role as future Corrections Officers (COs) in understanding and supporting significant national concerns.

The successful conduct of the activity forms part of the continuing efforts of BuCor Director General, GENERAL GREGORIO PIO P CATAPANG JR., AFP (Ret), CESE, CCLH, whose leadership continues to promote discipline, awareness, and excellence among BuCor personnel and trainees.

The activity served as a platform for learning and patriotism, strengthening the understanding of the participants on issues concerning the country’s maritime interests and national security. It highlights the importance of equipping future COs with knowledge and awareness that extend beyond their professional duties and reinforce their commitment to service and country.

The information drive by the PN and PAF stands as a testament to the continuing cooperation among government institutions in promoting national awareness and fostering a stronger sense of patriotism, responsibility, and commitment to the country.

3rd Quarter Social Pension and 2nd Quarter Milestone Payout for Elderly PDL at SPPF

The Sablayan Prison and Penal Farm (SPPF), in collaboration with the Department of Social Welfare and Development (DSWD) MIMAROPA Regional Office and the Office of Senior Citizens Affairs (OSCA), successfully conducted the financial payout for Senior Persons Deprived of Liberty (PDL) on 26 August 2026.

The joint initiative covered the National Social Pension Payout for the third quarter of 2026 covering the period of July to September, alongside the Milestone Beneficiaries Payout for the second quarter of 2026 covering the period of April to June. Led by DSWD representative Mr. Franz Hermilao and officials from the Provincial Government Office, the distribution provided direct social protection to eligible elderly PDL residing within the facility.

A total of 17 registered Senior Citizen PDL received their National Social Pension stipend of Php 3,000.00 each. The beneficiaries comprised 12 individuals from the Central Prison Camp (CPC), two (2) from the San Isidro Sub-Prison Camp (SISPC), and three (3) from the Siburan Sub-Prison Camp. Simultaneously, four (4) milestone beneficiaries aged 70 received an individual milestone stipend of Php 1,000.00. These financial grants are explicitly intended to assist the recipients with their medical care, basic sustenance, and other essential daily needs.

The successful ex*****on of the event was facilitated through the field assistance and administrative coordination of C/CINSP REDENTOR S ROQUE, Vice Chairman of the Focal Point on Senior Citizens, PWDs, and Differently Abled Persons Committee, together with its committee members.

The Focal Point on Senior Citizens, PWDs, and Differently Abled Persons Committee extended its appreciation to C/SSUPT ROGER O BONCALES, Superintendent of SPPF, for his steadfast leadership, administrative support, and continued dedication to promoting the welfare, dignity, and social protection of Senior PDL.

CCF Biyahe Jail Ministry Holds Fellowship Outreach at CIW-Mandaluyong

The Christ's Commission Fellowship (CCF) Biyahe Jail Ministry conducted a Fellowship Outreach on 26 August 2026 at the Stage Area of the Maximum-Security Camp (MaxSeCamp), Correctional Institution for Women (CIW)-Mandaluyong City, in celebration of the 80th birthday of Ms. Deona Lynn Tanchi.

The activity was attended by around 300 Persons Deprived of Liberty (PDL) and opened with a performance by the Sports and Recreation Dancers, followed by the welcome remarks of CT/SINSP LARIZA V MARTIN, Acting Superintendent. A Praise and Worship session led by Ms. Jireh de Jose followed, giving participants an opportunity to worship and reflect. PDL participants also showcased their talents through various performances.

The fellowship featured personal testimonies from invited speakers, Ms. Kuh Ledesma and Ms. Brenda del Rio. Ledesma shared reflections on forgiveness, personal accountability, and allowing God to work in one’s life, while del Rio delivered a message based on Jeremiah 29:11, encouraging the participants to remain hopeful and trust in God’s plans despite their circumstances.

The activity was conducted under the supervision of the Moral and Spiritual Program, led by its Chief, CO2 Marites F Feola, with the support of C/CINSP ELSA M MARTORILLAS, Deputy Superintendent for Reformation.

The fellowship provided the PDL participants with an opportunity to worship, reflect, and receive encouragement, reinforcing the values of faith, hope, forgiveness, and positive change as part of their holistic rehabilitation.

Under the leadership of CT/SINSP MARTIN, the CIW continues to support programs that promote the spiritual, emotional, and personal development of women PDL.
