𝑪𝑶𝑴𝑷𝑶𝑺𝑻𝑬𝑳𝑨, 𝑫𝒂𝒗𝒂𝒐 𝒅𝒆 𝑶𝒓𝒐– Where water flows, farms flourish. In the farming community of Mangayon, Compostela, a new stream of opportunity is flowing toward local farmers as the Department of Agrarian Reform (DAR) turned over 𝘁𝘄𝗼 𝘀𝗲𝘁𝘀 𝗼𝗳 𝘀𝘂𝗿𝗳𝗮𝗰𝗲 𝘄𝗮𝘁𝗲𝗿 𝗽𝘂𝗺𝗽𝘀 to the 𝗠𝗮𝗻𝗴𝗮𝘆𝗼𝗻 𝗜𝗿𝗿𝗶𝗴𝗮𝘁𝗼𝗿𝘀 𝗔𝘀𝘀𝗼𝗰𝗶𝗮𝘁𝗶𝗼𝗻, 𝗜𝗻𝗰. (𝗠𝗜𝗔) during a Turnover and Acceptance Ceremony held on August 20, 2026, at the IA Building in Mangayon, Compostela, Davao de Oro.

The assistance was provided under the Sustainable Livelihood Support component of the Climate Resilient Farm Productivity Support Program (CRFPSP-SLS), which aims to strengthen the productivity and resilience of agrarian reform communities through appropriate livelihood and farm support interventions.

The two sets of surface water pumps are expected to improve water access for the association's farmer-members, particularly in areas where irrigation remains a challenge. With a more reliable source of water, farmers can better sustain their agricultural activities, improve farm productivity, and enhance their livelihood opportunities.

During the ceremony, 𝗠𝗜𝗔 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁 𝗔𝗻𝘁𝗼𝗻𝗶𝗼 𝗚. 𝗩𝗶𝗹𝗹𝗮𝗿𝗶𝗻 received the symbolic key and formally accepted the assistance on behalf of the association.

The activity was attended by DAR officials and personnel, including 𝐒𝐮𝐩𝐞𝐫𝐯𝐢𝐬𝐢𝐧𝐠 𝐀𝐠𝐫𝐚𝐫𝐢𝐚𝐧 𝐑𝐞𝐟𝐨𝐫𝐦 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 𝐎𝐟𝐟𝐢𝐜𝐞𝐫 (𝐒𝐮𝐀𝐑𝐏𝐎) 𝐉𝐞𝐚𝐧 𝐓. 𝐃𝐮𝐦𝐚𝐧𝐝𝐚𝐧 from the DAR Regional Office XI. Also present were 𝐎𝐈𝐂-𝐂𝐀𝐑𝐏𝐎 𝐏𝐫𝐞𝐜𝐲 𝐋. 𝐌𝐚𝐧𝐥𝐚, 𝐌𝐀𝐑𝐏𝐎 𝐄𝐧𝐠𝐫. 𝐉𝐨𝐞𝐬𝐢𝐭𝐨 𝐀. 𝐕𝐢𝐬𝐚𝐲𝐚 of DARMO Compostela, and DAR Provincial Office personnel.

The turnover of the two surface water pumps highlights DAR's continuing commitment to complement agrarian reform with productivity-enhancing support. By helping ensure better access to water, the Department enables farmer organizations to strengthen their agricultural activities and build more sustainable sources of income.

For the farmers of Mangayon, the project represents more than just new equipment—it signals a stronger flow of water, stronger farms, and greater opportunities for their families and community.

As water reaches more fields, the promise is clear: where water flows, farms flourish, and livelihoods grow.

𝑵𝑬𝑾 𝑩𝑨𝑻𝑨𝑨𝑵, 𝑫𝒂𝒗𝒂𝒐 𝒅𝒆 𝑶𝒓𝒐 – The Department of Agrarian Reform (DAR) continues to strengthen livelihood opportunities for agrarian reform beneficiaries (ARBs) in New Bataan through the provision of egg-layer projects to agrarian reform beneficiary organizations (ARBOs) under the 𝐒𝐮𝐬𝐭𝐚𝐢𝐧𝐚𝐛𝐥𝐞 𝐋𝐢𝐯𝐞𝐥𝐢𝐡𝐨𝐨𝐝 𝐒𝐮𝐩𝐩𝐨𝐫𝐭 𝐜𝐨𝐦𝐩𝐨𝐧𝐞𝐧𝐭 𝐨𝐟 𝐭𝐡𝐞 𝐂𝐥𝐢𝐦𝐚𝐭𝐞 𝐑𝐞𝐬𝐢𝐥𝐢𝐞𝐧𝐭 𝐅𝐚𝐫𝐦 𝐏𝐫𝐨𝐝𝐮𝐜𝐭𝐢𝐯𝐢𝐭𝐲 𝐒𝐮𝐩𝐩𝐨𝐫𝐭 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 (𝐂𝐑𝐅𝐏𝐒𝐏-𝐒𝐋𝐒).

The assistance was turned over during a Turnover and Acceptance Ceremony held on August 19, 2026, at Prk. 9, Baclog, Katipunan, New Bataan, Davao de Oro.

The turnover ceremony was spearheaded by personnel from the DAR Provincial Office, led by 𝗢𝗜𝗖-𝗣𝗔𝗥𝗣𝗢 𝗜 𝗚𝗶𝗹𝗯𝗲𝗿𝘁𝗼 𝗢. 𝗖𝗮𝗷𝘂𝗹𝗮𝗼,𝗢𝗜𝗖-𝗖𝗔𝗥𝗣𝗢 𝗣𝗿𝗲𝗰𝘆 𝗟. 𝗠𝗮𝗻𝗹𝗮, and 𝗠𝗔𝗥𝗣𝗢 𝗔𝗻𝗮 𝗞. 𝗥𝗼𝗺𝗮𝗻𝗶𝗹𝗹𝗼𝘀 of DARMO New Bataan. The assistance aims to establish a sustainable poultry enterprise that will provide PAFAMUPCO with an additional source of income while creating livelihood opportunities for its members.

The activity was attended by officials and personnel from the 𝐃𝐀𝐑 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐎𝐟𝐟𝐢𝐜𝐞 𝐗𝐈, led by 𝗔𝘀𝘀𝗶𝘀𝘁𝗮𝗻𝘁 𝗥𝗲𝗴𝗶𝗼𝗻𝗮𝗹 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿 𝗳𝗼𝗿 𝗔𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝗼𝗻 (𝗔𝗥𝗗𝗔) 𝗖𝗹𝗮𝘂𝗱𝗶𝗼 𝗔. Representing the Local Government Unit of New Bataan were 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝗔𝗳𝗳𝗮𝗶𝗿𝘀 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗢𝗳𝗳𝗶𝗰𝗲𝗿 𝗠𝗮𝘅𝗶𝗺𝗼 𝗔. 𝗦𝗶𝗻𝗼𝗻, representing 𝗠𝘂𝗻𝗶𝗰𝗶𝗽𝗮𝗹 𝗠𝗮𝘆𝗼𝗿 𝗛𝗼𝗻. 𝗔𝘁𝘁𝘆. 𝗠𝗮𝗿 𝗕𝗶𝗮𝗻𝗰𝗮 𝗖𝘂𝗮𝗹𝗶𝗻𝗴-𝗕𝗿𝘂𝗮, and 𝗠𝘂𝗻𝗶𝗰𝗶𝗽𝗮𝗹 𝗩𝗶𝗰𝗲 𝗠𝗮𝘆𝗼𝗿 𝗛𝗼𝗻. 𝗘𝗹𝗳𝗮 𝗣. 𝗗𝗶𝗴𝗮𝘆𝗻𝗼𝗻, together with a representative from the Barangay Local Government Unit of Katipunan, 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗞𝗮𝗴𝗮𝘄𝗮𝗱 𝗣𝗲𝗿𝗹𝗶𝘁𝗮 𝗖𝗮𝗴𝘂𝗺𝗯𝗮𝘆.

𝗣𝗔𝗙𝗔𝗠𝗨𝗣𝗖𝗢 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻 𝗥𝗼𝗺𝗲𝗹 𝗧. 𝗦𝗲𝗳𝘂𝗲𝗻𝘁𝗲𝘀, together with the cooperative's Board of Directors and members, received the assistance on behalf of the organization.

Through the CRFPSP-SLS, DAR aims to complement land distribution with sustainable livelihood interventions that enable ARBs and their organizations to establish productive enterprises, increase income, and become more resilient to economic challenges.

The provision of egg-layer projects to PAFAMUPCO reflects DAR's continuing commitment to turning agrarian reform gains into productive livelihood opportunities and stronger, self-reliant agrarian communities.

The assistance was provided under the 𝗦𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗹𝗲 𝗟𝗶𝘃𝗲𝗹𝗶𝗵𝗼𝗼𝗱 𝗦𝘂𝗽𝗽𝗼𝗿𝘁 𝘂𝗻𝗱𝗲𝗿 𝘁𝗵𝗲 𝗖𝗹𝗶𝗺𝗮𝘁𝗲 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝘁 𝗙𝗮𝗿𝗺 𝗣𝗿𝗼𝗱𝘂𝗰𝘁𝗶𝘃𝗶𝘁𝘆 𝗦𝘂𝗽𝗽𝗼𝗿𝘁 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 (𝗖𝗥𝗙𝗣𝗦𝗣-𝗦𝗟𝗦). Each set consists of cages and 48 ready-to-lay chickens, providing NUVIARCO with a total of six production units to support its livelihood and income-generating activities.

The activity was attended by DAR personnel headed by 𝗢𝗜𝗖-𝗣𝗔𝗥𝗣𝗢 𝗜 𝗚𝗶𝗹𝗯𝗲𝗿𝘁𝗼 𝗢. 𝗖𝗮𝗷𝘂𝗹𝗮𝗼, together with 𝗿𝗲𝗽𝗿𝗲𝘀𝗲𝗻𝘁𝗮𝘁𝗶𝘃𝗲𝘀 𝗳𝗿𝗼𝗺 𝘁𝗵𝗲 𝗟𝗼𝗰𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗨𝗻𝗶𝘁 (𝗟𝗚𝗨) 𝗼𝗳 𝗠𝗮𝘄𝗮𝗯 and 𝗡𝗨𝗩𝗜𝗔𝗥𝗖𝗢 𝗺𝗲𝗺𝗯𝗲𝗿𝘀 𝗮𝗻𝗱 𝗯𝗲𝗻𝗲𝗳𝗶𝗰𝗶𝗮𝗿𝗶𝗲𝘀.

In his acceptance message, 𝗡𝗨𝗩𝗜𝗔𝗥𝗖𝗢 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻 𝗝𝗲𝗿𝗿𝘆 𝗖. 𝗦𝗮𝗯𝗮𝘆 expressed his gratitude to DAR for the continued support extended to the cooperative and its agrarian reform beneficiaries (ARBs).
Sabay recalled the significant changes experienced by the ARBs through the government's agrarian reform programs, particularly the issuance of individual land titles in 2021.

“𝑮𝒓𝒂𝒃𝒆𝒏𝒈 𝒑𝒂𝒈𝒑𝒂𝒔𝒂𝒍𝒂𝒎𝒂𝒕, 𝒔𝒂𝒖𝒏𝒂 𝒉𝒂𝒏𝒈𝒕𝒐𝒅 𝒌𝒂𝒓𝒐𝒏. 𝑵𝒊𝒂𝒅𝒕𝒐𝒏𝒈 2021, 𝒏𝒂𝒅𝒂𝒘𝒂𝒕 𝒏𝒂𝒎𝒐 𝒂𝒏𝒈 𝒂𝒎𝒐𝒏𝒈 𝒊𝒏𝒅𝒊𝒗𝒊𝒅𝒖𝒂𝒍 𝒏𝒈𝒂 𝒕𝒊𝒕𝒖𝒍𝒐, Sabay shared, noting that the ARBs now have land they can truly call their own.

He said that the benefits of agrarian reform have gone beyond land ownership, as the improved livelihood opportunities have helped make life easier for ARBs and their families. “𝑻𝒖𝒏𝒈𝒐𝒅 𝒔𝒂 𝒑𝒓𝒐𝒈𝒓𝒂𝒎𝒂, 𝒂𝒏𝒈 𝒎𝒈𝒂 𝒌𝒊𝒏𝒂𝒃𝒖𝒉𝒊 𝒔𝒂 𝒎𝒈𝒂 𝑨𝑹𝑩𝒔 𝒏𝒂𝒉𝒊𝒎𝒐𝒏𝒈 𝒎𝒂𝒔 𝒉𝒂𝒚𝒂𝒉𝒂𝒚. Atol sa tulo ka adlaw nga mentoring, gihisgutan ang maayong pagdumala sa kooperatiba, mga pamaagi sa pagpugong sa sayop nga paggamit sa pondo, pagdumala sa savings ug pautang, pagkolekta sa bayranan, pagpalig-on sa mga polisiya, pagpangita og dugang nga kapital, ug pag-monitor sa operasyon. Giandam usab ang one-year microfinance recovery plan alang sa LIFICO.

Gihatagan usab og importansya ang pagpalig-on sa kaugalingong kapital sa kooperatiba pinaagi sa mga panginabuhian sa mga miyembro ug mga negosyo nga dumalahan sa ARBO. Makatabang kini sa pagpadayon sa operasyon ug pag-atubang sa posibleng mga problema sa pinansya.

Ang results feedback session nahimong higayon dili lamang sa pag-ila sa mga maayong nahimo sa mga ARBOs, apan usa usab ka sinugdanan aron ilang mapalig-on pa ang ilang systems, management practices, ug sustainability.

Ang Nuevo Iloco CIS, nga gidumala sa MIIA, adunay kapasidad nga makahatag ug irigasyon sa 1,200 ka ektarya nga umahan. Sa wala pa kini grabeng nadaot tungod sa shearline niadtong 2023, nakaserbisyo kini sa 700 ka ektarya nga humayan ug high valued crops.

Atol sa inspeksyon, gipasabot sa mga ahensya ang kamahinungdanon sa panaghiusa ug panagtinabangay aron mapadali ang rehabilitasyon sa irrigation system. Ilang gipasiugda nga ang pagpaayo niini makatabang sa pagpalambo sa produksyon sa agrikultura, pag-andam sa mga umahan batok sa epekto sa kalamidad ug pagbag-o sa klima, ug pagsiguro sa igo nga suplay sa pagkaon sa komunidad.

𝑵𝑨𝑩𝑼𝑵𝑻𝑼𝑹𝑨𝑵, 𝑫𝒂𝒗𝒂𝒐 𝒅𝒆 𝑶𝒓𝒐 – 𝗧𝗵𝗲 𝗗𝗲𝗽𝗮𝗿𝘁𝗺𝗲𝗻𝘁 𝗼𝗳 𝗔𝗴𝗿𝗮𝗿𝗶𝗮𝗻 𝗥𝗲𝗳𝗼𝗿𝗺 (𝗗𝗔𝗥) 𝗗𝗮𝘃𝗮𝗼 𝗱𝗲 𝗢𝗿𝗼, together with national government agencies, local government units, and community stakeholders, 𝗰𝗼𝗻𝗱𝘂𝗰𝘁𝗲𝗱 𝗮 𝘀𝗶𝘁𝗲 𝘃𝗶𝗲𝘄𝗶𝗻𝗴 𝗮𝗻𝗱 𝗰𝗼𝗼𝗿𝗱𝗶𝗻𝗮𝘁𝗶𝗼𝗻 𝗺𝗲𝗲𝘁𝗶𝗻𝗴 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗦𝗪𝗜𝗣 𝗜 𝗘𝗰𝗼-𝗣𝗮𝗿𝗸 today, 𝗔𝘂𝗴𝘂𝘀𝘁 𝟰, 𝟮𝟬𝟮𝟲, 𝗶𝗻 𝗣𝘂𝗿𝗼𝗸 𝟰, 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗠𝗮𝗴𝘀𝗮𝘆𝘀𝗮𝘆, 𝗡𝗮𝗯𝘂𝗻𝘁𝘂𝗿𝗮𝗻, to advance its development into a sustainable eco-tourism and livelihood destination.

The activity was convened by the 𝗡𝗮𝗯𝘂𝗻𝘁𝘂𝗿𝗮𝗻 𝗔𝗴𝗿𝗮𝗿𝗶𝗮𝗻 𝗥𝗲𝗳𝗼𝗿𝗺 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝗠𝘂𝗹𝘁𝗶-𝗣𝘂𝗿𝗽𝗼𝘀𝗲 𝗖𝗼𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝘃𝗲 (𝗡𝗔𝗥𝗖𝗠𝗣𝗖) in coordination with 𝗗𝗔𝗥, the 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗼𝗳 𝗠𝗮𝗴𝘀𝗮𝘆𝘀𝗮𝘆, the 𝗠𝘂𝗻𝗶𝗰𝗶𝗽𝗮𝗹 𝗟𝗼𝗰𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗨𝗻𝗶𝘁 𝗼𝗳 𝗡𝗮𝗯𝘂𝗻𝘁𝘂𝗿𝗮𝗻, the 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗔𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗼𝗿'𝘀 𝗢𝗳𝗳𝗶𝗰𝗲–𝗧𝗼𝘂𝗿𝗶𝘀𝗺 𝗮𝗻𝗱 𝗜𝗻𝘃𝗲𝘀𝘁𝗺𝗲𝗻𝘁 𝗗𝗶𝘃𝗶𝘀𝗶𝗼𝗻, the 𝗗𝗲𝗽𝗮𝗿𝘁𝗺𝗲𝗻𝘁 𝗼𝗳 𝗟𝗮𝗯𝗼𝗿 𝗮𝗻𝗱 𝗘𝗺𝗽𝗹𝗼𝘆𝗺𝗲𝗻𝘁 (𝗗𝗢𝗟𝗘), the 𝗕𝘂𝗿𝗲𝗮𝘂 𝗼𝗳 𝗙𝗶𝘀𝗵𝗲𝗿𝗶𝗲𝘀 𝗮𝗻𝗱 𝗔𝗾𝘂𝗮𝘁𝗶𝗰 𝗥𝗲𝘀𝗼𝘂𝗿𝗰𝗲𝘀 (𝗕𝗙𝗔𝗥), and the 𝗕𝘂𝗿𝗲𝗮𝘂 𝗼𝗳 𝗦𝗼𝗶𝗹𝘀 𝗮𝗻𝗱 𝗪𝗮𝘁𝗲𝗿 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 (𝗕𝗦𝗪𝗠).

Originally established as the 𝗦𝗺𝗮𝗹𝗹 𝗪𝗮𝘁𝗲𝗿 𝗜𝗺𝗽𝗼𝘂𝗻𝗱𝗶𝗻𝗴 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝗜 (𝗦𝗪𝗜𝗣 𝗜) under the 𝗔𝗴𝗿𝗮𝗿𝗶𝗮𝗻 𝗥𝗲𝗳𝗼𝗿𝗺 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝗶𝗲𝘀 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 (𝗔𝗥𝗖𝗗𝗣) on 𝗡𝗼𝘃𝗲𝗺𝗯𝗲𝗿 𝟮𝟵, 𝟮𝟬𝟬𝟭, the project was awarded to the former 𝗡𝗮𝗯𝘂𝗻𝘁𝘂𝗿𝗮𝗻 𝗔𝗴𝗿𝗮𝗿𝗶𝗮𝗻 𝗥𝗲𝗳𝗼𝗿𝗺 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝗜𝗻𝘁𝗲𝗴𝗿𝗮𝘁𝗲𝗱 𝗖𝗼𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝘃𝗲 (𝗡𝗔𝗥𝗖𝗜𝗖𝗢), 𝗻𝗼𝘄 𝗡𝗔𝗥𝗖𝗠𝗣𝗖. Implemented by DAR and BSWM with funding support from the World Bank, the facility was built to improve irrigation and water resource management for agrarian reform communities before evolving into today's SWIP I Eco-Park.

During the meeting, participating agencies agreed to establish a unified development framework through the creation of a Multi-Agency Technical Working Group (TWG), designation of agency focal persons, and formulation of an initial action plan covering site validation, environmental assessment, technical inspection, and identification of funding and investment opportunities.

The initiative underscores DAR's commitment to maximizing agrarian reform investments through sustainable rural development and strategic partnerships. Once fully developed, SWIP I Eco-Park is envisioned to become a model community-managed eco-tourism destination that will generate livelihood opportunities, promote environmental conservation, and improve the quality of life of agrarian reform beneficiaries and the surrounding communities.
