For farmers in Davao de Oro, land is more than a piece of propertyโit is a source of livelihood, security, and hope for a better future. Guided by this commitment, the Department of Agrarian Reform (DAR) Davao de Oro delegation participated in the four-day ๐ฃ๐ฟ๐ผ๐ท๐ฒ๐ฐ๐ ๐ฆ๐ฃ๐๐๐ง ๐ฃ๐ฟ๐ผ๐ฏ๐น๐ฒ๐บ-๐ฆ๐ผ๐น๐๐ถ๐ป๐ด ๐ฎ๐ป๐ฑ ๐๐ผ๐ป๐๐๐น๐๐ฎ๐๐ถ๐ผ๐ป ๐๐ถ๐๐ต ๐๐ถ๐๐ถ๐น ๐ฆ๐ผ๐ฐ๐ถ๐ฒ๐๐ ๐ข๐ฟ๐ด๐ฎ๐ป๐ถ๐๐ฎ๐๐ถ๐ผ๐ป๐ (๐๐ฆ๐ข๐) held from ๐ ๐ฎ๐ ๐ฎ๐ฑ ๐๐ผ ๐ฎ๐ด, ๐ฎ๐ฌ๐ฎ๐ฒ, ๐ฎ๐ ๐๐ต๐ฒ ๐๐ฝ๐ผ ๐ฉ๐ถ๐ฒ๐ ๐๐ผ๐๐ฒ๐น ๐ถ๐ป ๐๐ฎ๐๐ฎ๐ผ ๐๐ถ๐๐.
Led by ๐ฅ๐ฒ๐ด๐ถ๐ผ๐ป๐ฎ๐น ๐๐ถ๐ฟ๐ฒ๐ฐ๐๐ผ๐ฟ ๐๐ผ๐๐ฒ๐ฝ๐ต ๐. ๐ข๐ฟ๐ถ๐น๐น๐ฎ, the activity sought to address bottlenecks in land distribution and accelerate the parcelization of Collective Certificates of Land Ownership Award (CCLOAs) into individual land titles for Agrarian Reform Beneficiaries (ARBs). For many years, numerous farmers held only collective land titles, limiting their ability to establish individual ownership over their specific landholdings.
Through the Support to Parcelization of Lands for Individual Titling (Project SPLIT), DAR continues to transform collective titles into individual Certificates of Land Ownership Award (CLOAs). However, legal, technical, and administrative challenges have often delayed the process. During the consultation, participants collectively identified procedural delays, legal issues, and operational challenges encountered in the implementation of Project SPLIT. These concerns were promptly addressed through the presentation of updated operational guidelines and policy directions, helping eliminate administrative barriers and strengthen coordination among stakeholders.
Armed with clearer strategies and improved processes, the Davao de Oro delegation returned to their respective municipalities better equipped to accelerate the issuance of individual land titles. The outcomes of the consultation bring more Agrarian Reform Beneficiaries a step closer to securing legal ownership of their landโempowering farming families, strengthening tenure security, and paving the way for a more stable and prosperous future for generations to come.
