𝗔𝗰𝗿𝗼𝘀𝘀 𝘁𝗵𝗲 𝗪𝗮𝘁𝗲𝗿, 𝗕𝗲𝘆𝗼𝗻𝗱 𝘁𝗵𝗲 𝗪𝗲𝗮𝘁𝗵𝗲𝗿

By the time the boat reached Barangay Gogon, the sun had already turned the sea into a sheet of white glare. For the Department of Agrarian Reform (DAR) field team, the nearly two-hour journey from mainland Caramoan was only the beginning of three demanding days that would test both endurance and resolve.

From July 21 to 23, the team moved from one farming community to another, carrying land titles, Certificates of Condonation with Release of Mortgage (CoCRoM), survey equipment, and stacks of documents. By afternoon, the heat settled heavily over the fields. Then, almost without warning, dark clouds rolled in, drenching footpaths and turning open work sites into muddy ground. Travel became slower, surveys more difficult, and every task required extra patience.

Still, the work continued.

The operation delivered land titles and CoCRoM certificates that erased ₱2,110,045.01 in agrarian-related debt, while a land survey covering 16.0507 hectares advanced documentation for eight agrarian reform beneficiaries. The team also reorganized the Barangay Agrarian Reform Committee (BARC), electing Dominador Fernando as chairperson, and mediated land-squatting disputes through dialogue, helping preserve peace within the community.

Leading the mission was newly installed Municipal Agrarian Reform Program Officer Seigfred Sadia, joined by Agrarian Reform Program Technologists John Carlo Polagne and Jay-Ar Casim, Technical Support Staff Ian Presentacion and Alwin Balbin, and a survey team.

“The distance and the weather were part of the job,” Sadia reflected. “What mattered was making sure people received the services they had been waiting for, he said.”

In places like Gogon, government service is measured not only by documents signed or hectares surveyed, but by the willingness to cross rough seas, endure unforgiving weather, and keep showing up.

Long after the rain cleared, that quiet commitment remained the story the community was most likely to remember.

NAGA CITY — Umabot sa ₱1,339,076 ang kabuuang benta ng 30 agrarian reform beneficiaries organizations o ARBOs na tinutulungan ng Department of Agrarian Reform (DAR) Camarines Sur II sa Feria de Camarines featuring UMA Usbong 2026, mas mataas sa ₱1,166,062 na naitala noong nakaraang taon.

Binuksan noong Hulyo 30 at tumakbo hanggang Agosto 3 ang trade fair sa Robinsons Place Naga.

Pinangunahan ito ng Department of Trade and Industry (DTI), katuwang ang DAR Camarines Sur I at Camarines Sur II, at dinaluhan ng mga kinatawan ng mga kalahok na ARBO, Micro, Small, and Medium Enterprises (MSMEs), at ilang State Universities at Colleges sa probinsiya.

Nagsilbing pamilihan at promotional platform ang aktibidad para sa mga produktong pagkain, agrikultural, at handicraft. Nagbigay rin ito ng market linkage, product exposure at direktang pakikipag-ugnayan nila sa mga mamimili.

Ayon kay Engr. Rodel C. Martirez, OIC-Provincial Agrarian Reform Program Officer II ng DAR-Camarines Sur II, ipinapakita ng pagtaas ng benta ang lumalawak na merkado at tumitibay na tiwala ng mga mamimili sa kalidad ng mga produkto ng ARBO.

“Ang bawat pagkakataong maipakita at maibenta ng ating mga magsasaka ang kanilang mga produkto ay nagbubukas ng mas maraming oportunidad para sa kanilang kabuhayan,” ani Martirez.

Dagdag niya, patuloy na susuportahan ng DAR ang pagpapalawak ng merkado at pagpapaunlad ng kanilang mga negosyo.

Bukod sa mataas na benta, nag-uwi rin ng mga parangal ang ilang ARBO.

Kinilala ang Tribal Farmers and Workers Association (TFWA) ng Sagñay bilang UMA Usbong at UMA Arangkada Awards: Most Promising MSME at Most Innovative Non-Food Product.

Nanalo ang Del Rosario Multipurpose Cooperative (DRMPC) ng Pili sa UMA Angat Award: Best Product Packaging, habang nakuha naman ng Dominanao Selverio Estate Agriculture Cooperative (DOSEACO) ng Ocampo ang UMA Ani Award recipient para sa Top Sales.

Naging first runner-up sa Search for CARPreneur 2026 ang NARRA Settlement Tinambac Agriculture Cooperative.

Inaasahang magbubukas ang mga pagkilalang ito ng mas maraming oportunidad sa kita, merkado at mas matatag na kabuhayan para sa mga magsasakang benepisyaryo ng repormang agraryo.

TIGAON, CAMARINES SUR – Thirty farmers from the Sagurong Creek Irrigators Association, Inc. (SCIA) are now better equipped to improve their livelihoods after completing the Farmer Field School (FFS), gaining knowledge of modern, climate-resilient farming practices and basic entrepreneurship skills.

The graduation ceremony, held on July 29 in Barangay May-anao, marks the completion of 16 training sessions conducted through the collaborative efforts of the Department of Agrarian Reform (DAR) Camarines Sur II, the Local Government Unit of Tigaon through the Municipal Agriculture Office (MAO), the Agricultural Training Institute (ATI), the Department of Agriculture Regional Field Office V (DA-RFO 5), and East-West Seed Philippines.

Leading the ceremony, Officer-in-Charge Provincial Agrarian Reform Program Officer II Engr. Rodel C. Martirez emphasized that the program goes beyond teaching farming techniques by preparing beneficiaries to become more self-reliant and market-oriented.

"Ang commitment namin sa inyo ay matulungan kayong maging kooperatiba upang makapagnegosyo at mas mapalago pa ang inyong kabuhayan," Martirez said.

Representing DA-RFO 5, Christian Jed O. Delfino congratulated the graduates for their dedication throughout the training.

"Ang graduation na ito ay hindi lamang selebrasyon ng inyong mga natutuhan, kundi simbolo rin ng inyong dedikasyon, disiplina, at determinasyon na patuloy na matuto at mapalakas ang ating agrikultura," he said.

Barangay Captain Marcelo N. Villafuerte Jr., East-West Seed Philippines representative Noe Marquina, and DAR Agrarian Reform Program Technologist France Sweden E. Israel also commended the participants for their commitment and active participation throughout the training.

To recognize their achievements, all graduates received certificates of completion, while special awards were presented to participants who excelled in punctuality, participation, resourcefulness, leadership, presentations, and group garden management.

As a significant boost to the association's livelihood initiatives, SCIA also received a transport vehicle worth P300,000 to support the delivery and marketing of their agricultural produce, mainly rice and vegetables. The assistance is expected to improve the organization's mobility, reduce transport expenses, and strengthen market access for its members.

The Farmer Field School is one of the interventions under the Partnership Against Hunger and Poverty (PAHP), a convergence program that seeks to address food insecurity and rural poverty by enhancing farmers' capacities, improving agricultural productivity, and strengthening partnerships among government agencies and local stakeholders.

𝗡𝗦𝗧𝗖 𝗪𝗶𝗻𝘀 𝟭𝘀𝘁 𝗥𝘂𝗻𝗻𝗲𝗿-𝗨𝗽 𝗶𝗻 𝗖𝗔𝗥𝗣𝗿𝗲𝗻𝗲𝘂𝗿 𝟮𝟬𝟮𝟲

The NARRA Settlement Tinambac Agriculture Cooperative (NSTC) of Tinambac, Camarines Sur, won 𝟭𝘀𝘁 𝗥𝘂𝗻𝗻𝗲𝗿-𝗨𝗽 in the 𝗦𝗲𝗮𝗿𝗰𝗵 𝗳𝗼𝗿 𝗖𝗔𝗥𝗣𝗿𝗲𝗻𝗲𝘂𝗿 𝟮𝟬𝟮𝟲. The awarding was held during the five-day Feria de Camarines featuring Uma Usbong at Robinsons Place Naga.

Ms. Jaynelyn C. Borbe, the cooperative’s general manager, received the award on behalf of the group. It was their first recognition since the cooperative was established in 2023 and became fully accredited in 2025.

The cooperative, headed by Chairman Jemar A. Selpo, earned the award for its delicious 𝗠𝗼𝗹𝗶𝗱𝗼, which comes in five flavors: 𝘴𝘦𝘴𝘢𝘮𝘦, 𝘱𝘦𝘢𝘯𝘶𝘵, 𝘱𝘪𝘯𝘦𝘢𝘱𝘱𝘭𝘦, 𝘴𝘪𝘭𝘪, and 𝘭𝘢𝘯𝘨𝘬𝘢. Aside from Molido, the group also produces nutritious and refreshing 𝗰𝘂𝗰𝘂𝗺𝗯𝗲𝗿 𝗷𝘂𝗶𝗰𝗲 made from cucumbers grown on their own farms.

The cooperative’s members also grow various kinds of 𝘃𝗲𝗴𝗲𝘁𝗮𝗯𝗹𝗲𝘀 on their own land. The harvested vegetables are purchased by the cooperative and sold in local markets and direct buyers, helping provide additional income and market opportunities for its members.

NAGA CITY — Farmer-entrepreneurs participating in this year’s Feria de Camarines featuring UMA Usbong strengthened their cyber awareness and digital financial literacy during a seminar led by the Department of Agrarian Reform Camarines Sur II on August 1 at Robinsons Place Naga.

The session gathered agrarian reform beneficiaries, farmers’ organizations and cooperative members who use digital platforms to grow their enterprises and manage financial transactions.

Police Capt. Kimberley M. Bance-Gonzales, legal officer of the Naga City Police Office, discussed common cyber scams, reporting procedures and assistance available through the Philippine National Police Anti-Cybercrime Unit.

She urged participants to be cautious of fraudulent messages, suspicious links, and schemes seeking personal or banking information.

Bance-Gonzales also explained the Anti-Financial Account Scamming Act, or AFASA, which strengthens measures against financial account fraud, online scams, and other cyber-enabled crimes.

Drawing from her previous experience as a Department of Trade and Industry Negosyo business counselor, she shared practical ways to use digital payment and financial platforms safely. The guidance focused on securing transactions, protecting business accounts, and responding to suspected fraud.

Engr. Aiza B. Mendez, officer in charge of DAR’s Support Services Division, said digital tools allow farmers to reach wider markets but also expose them to new risks.

“As you incorporate technology into your business ventures, keep in mind that it not only presents greater opportunities but also introduces risks,” Mendez said.

She added that the training supports DAR’s efforts to develop resilient, competitive and digitally prepared farmer organizations and cooperatives.

𝗧𝗵𝗲 𝗕𝗿𝗼𝗼𝗺 𝗠𝗮𝗸𝗲𝗿 𝗼𝗳 𝗦𝗮𝗻 𝗥𝗮𝗺𝗼𝗻

The 𝗵𝗮𝗻𝗱𝗹𝗲 is the first thing people notice about the brooms made by Jemar Selpo Sr. Smooth, firm, and naturally straight, it is unlike the ordinary wooden or plastic handles found on most brooms at the market. It is made from 𝗹𝗮𝗯𝗻𝗶𝗴, a mountain plant growing among the coconut trees on his farm in Barangay San Ramon, Tinambac.

It gives each 𝘀𝗮𝗺𝗵𝗼𝗱—the Bicolano term for 𝘸𝘢𝘭𝘪𝘴 𝘵𝘢𝘮𝘣𝘰—a character of its own. Buyers run their hands along the handle before examining the tightly bound grass below. Some return to buy because the broom feels durable; others recommend it to neighbors. Slowly, Jemar’s workmanship has built a reputation.

Before 𝗹𝗮𝗯𝗻𝗶𝗴 became part of his livelihood, however, Jemar had to search for it. He traveled into the hills of Tinambac to gather young sprouts and then planted them on his three-hectare farm. The plants took about a year to mature, offering no quick reward, only the promise of a steady supply later.

It is an example of patience, reflected in how the 54-year-old farmer approaches both farming and broom-making: finding what is available, studying how it can be used, and giving it time to grow.

Before sunrise, he is outside, moving between coconut trees, vegetables, and fruit-bearing plants. Farming remains the main source of income for Jemar, his wife, and their five children, while broom-making provides modest support.

He learned the craft by watching a local maker, asking questions, and practicing each step until he could produce a broom himself. He later sought permission from the barangay to grow 𝘀𝘂𝗴𝗯ó, the grass used for the broom, on unused vacant land.

“The land should not remain idle,” he said. “My family depends on what we can grow here.”

That belief came from his farmer parents, who taught him that hard work must be matched by attentiveness—to soil, weather, and opportunity.

Those lessons remain visible across Jemar’s farm, little is wasted: 𝘀𝘂𝗴𝗯ó becomes broom grass, 𝗹𝗮𝗯𝗻𝗶𝗴 becomes handles, 𝗰𝗼𝗰𝗼𝗻𝘂𝘁𝘀 provide income, and 𝗳𝗿𝘂𝗶𝘁 𝘁𝗿𝗲𝗲𝘀 and 𝘃𝗲𝗴𝗲𝘁𝗮𝗯𝗹𝗲𝘀 fill the remaining spaces.

His brooms are sold at the Tinambac market and supplied to a regular trader. His product has appeared at trade fairs, including Feria de Camarines: Uma Usbong this year.

His work now extends beyond his own household. For the past three years, he has served as chairman of the 𝗡𝗔𝗥𝗥𝗔 𝗦𝗲𝘁𝘁𝗹𝗲𝗺𝗲𝗻𝘁 𝗔𝗴𝗿𝗶𝗰𝘂𝗹𝘁𝘂𝗿𝗲 𝗖𝗼𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝘃𝗲, a role that has added meetings, decisions and the concerns of other farmers to his daily responsibilities.

Yet his routine remains closely tied to the land.

Jemar is still waiting for the land title as an agrarian reform beneficiary. Yet he has not waited to make his land productive. Across the farm, his commitment is visible—in the crops, the cultivated materials, and the brooms carrying a piece of San Ramon far beyond the village. (𝘎𝘊𝘉/𝘋𝘈𝘙𝘊𝘚𝘶𝘳2)
