By the time the boat reached Barangay Gogon, the sun had already turned the sea into a sheet of white glare. For the Department of Agrarian Reform (DAR) field team, the nearly two-hour journey from mainland Caramoan was only the beginning of three demanding days that would test both endurance and resolve.
From July 21 to 23, the team moved from one farming community to another, carrying land titles, Certificates of Condonation with Release of Mortgage (CoCRoM), survey equipment, and stacks of documents. By afternoon, the heat settled heavily over the fields. Then, almost without warning, dark clouds rolled in, drenching footpaths and turning open work sites into muddy ground. Travel became slower, surveys more difficult, and every task required extra patience.
Still, the work continued.
The operation delivered land titles and CoCRoM certificates that erased โฑ2,110,045.01 in agrarian-related debt, while a land survey covering 16.0507 hectares advanced documentation for eight agrarian reform beneficiaries. The team also reorganized the Barangay Agrarian Reform Committee (BARC), electing Dominador Fernando as chairperson, and mediated land-squatting disputes through dialogue, helping preserve peace within the community.
Leading the mission was newly installed Municipal Agrarian Reform Program Officer Seigfred Sadia, joined by Agrarian Reform Program Technologists John Carlo Polagne and Jay-Ar Casim, Technical Support Staff Ian Presentacion and Alwin Balbin, and a survey team.
โThe distance and the weather were part of the job,โ Sadia reflected. โWhat mattered was making sure people received the services they had been waiting for, he said.โ
In places like Gogon, government service is measured not only by documents signed or hectares surveyed, but by the willingness to cross rough seas, endure unforgiving weather, and keep showing up.
Long after the rain cleared, that quiet commitment remained the story the community was most likely to remember.
