Duty-Bearers Streamlining on Child Rights-Based Protocol Flowchart ๐Ÿ›๏ธ๐Ÿ“œ

The Naga City Childrenโ€™s Affairs Office (CAO), as the arm of the NCCWPC in capacitating children duty-bearers organized the streamlining activity on the Naga City Child-Rights Based Protocol Flowchart in Responding and Handling Cases of CAR and CICL on August 12-13, 2026.

The activity aimed to:
โœ… Clarify specific roles, accountabilities, and referral pathways among frontline duty-bearers.
โœ… Introduce updated admission policies for the Naga City Childrenโ€™s Home.
โœ… Present key data on local CICL cases and school safety enforcement mechanisms.
โœ… Foster a unified, rights-based approach prioritizing restorative justice and the best interests of the child.

Participating agencies across the 3 batches included representatives from the PNP Women and Children Protection Desk (WCPD) headed by PMaj Rechilda Matias, City Social Welfare and Development Office (CSWDO), and Barangay Councils for the Protection of Children (BCPC) from all 27 barangays.

Ang tema ngayong taon ay mula mismo sa tinig ng mga bata. ๐Ÿ’™

Sa pamamagitan ng MakabaTanong online survey at National Childrenโ€™s Monthโ€“Childrenโ€™s Brainstorming Session (NCM-CBS), ibinahagi ng mga bata ang kanilang mga karanasan, saloobin, at mga usaping higit na nakaaapekto sa kanilang buhay. Kabilang sa kanilang mga binigyang-diin ang lumalaking panganib na dulot ng mga bagyo, baha, lindol, armadong tunggalian, at iba pang krisis.

Ipinapaalala sa atin ng mga bata: kailangan nilang maging handa, ligtas, protektado, at may boses sa panahon ng emergency.

The Department of the Interior and Local Government (DILG), Department of Education (DepEd), and Early Childhood Care and Development Council (ECCDC) have formally signed the Implementing Rules and Regulations (IRR) of Republic Act No. 12199, setting in motion stronger and more coordinated early childhood care and development services across the country.

DILG Secretary Jonvic Remulla and DepEd Secretary Sonny Angara, both ex-officio Co-Chairpersons of the ECCDC, joined ECCDC Vice-Chairperson and Executive Director Dr. Teresita Inciong in signing the IRR, strengthening the government's commitment to give Filipino children the care and support they need during the most critical years of development.

Signed into law by President Ferdinand R. Marcos Jr. in 2025, RA 12199 or the Early Childhood Care and Development Systems Act strengthens the country's ECCD system to address gaps in healthcare, nutrition, early childhood education, safety, security, and social services for children aged five and below.

The IRR establishes clear responsibilities across national government agencies and local government units (LGUs), recognizing that effective early childhood development begins in communities.

Under the new rules, every province, city, and municipality is mandated to establish an ECCD office to oversee local programs and service delivery. LGUs are also directed to maintain functional childcare facilities, including Day Care Centers, Childminding Centers, and Health Stations, while developing childcare programs in workplaces and communities.

Local governments are likewise tasked to provide funding for ECCD programs through available local funds, the Special Education Fund, and the Gender and Development Fund, while pursuing partnerships to expand services and reach more children.

For its part, the DILG will oversee LGU compliance with RA 12199 and provide capacity development support to strengthen local implementation.

The Department will also facilitate the integration of ECCD into the assessment criteria of the Seal of Good Local Governance (SGLG), reinforcing early childhood development as a measure of responsive and effective local governance.

Also present during the signing were DILG Assistant Secretary Atty. Jesi Howard Lanete, EDCOM 2 Representatives Roman Romulo and Jude Acidre, ECCD Council members, and other government officials and partners.

Together with DepEd, ECCDC, and LGUs nationwide, the DILG will continue to push reforms that give every Filipino child a stronger start in life, because the quality of government is measured not only by what it builds today, but by how well it prepares the next generation for tomorrow.

The city government is targeting 19,194 children aged 6 to 59 months for vaccination during the Measles-Rubella Supplemental Immunization Activity (MR-SIA) from August 10 to 28, based on the Department of Healthโ€™s projected target population for the city. Mayor Leni Robredo appealed to parents to bring their children to the nearest barangay health center or designated vaccination site, stressing that measles and rubella are preventable through safe, and effective vaccines.

Robredo said there should be no room for complacency in protecting Naga's children from vaccine-preventable diseases, particularly measles, which can cause serious complications and even death. โ€œThere is no reason for any child in Naga to suffer from measles when a safe and effective vaccine is available,โ€ the mayor said, urging families to take advantage of the free immunization campaign.

According to Dr. Ronnel Mejaro, National Immunization Program Medical Coordinator of the City Health Office 1, children should receive the supplemental measles-rubella vaccine even if they have already completed their routine immunization, as the additional dose strengthens protection and helps prevent outbreaks. Eligible children will also receive Vitamin A supplementation, which boosts the immune system, supports healthy growth, promotes good vision, and helps keep the skin, lungs, intestines, and other body tissues healthy.

The City Health Office emphasized that protecting children from measles is a shared responsibility among parents, health workers, barangay officials, volunteers, and the local and national governments. The Philippine Pediatric Society has expressed support for the nationwide campaign, while the Department of the Interior and Local Government has directed barangays to actively assist in informing families and encouraging them to participate.

City Health Office records show that Naga has recorded only a few suspected measles cases in recent yearsโ€”two in 2021, two in 2022, three in 2023, four in 2024, one in 2025, and two suspected cases so far this year. Health officials said these isolated cases did not develop into community outbreaks, underscoring the importance of sustained vaccination and disease surveillance. Parents and guardians are encouraged to have all eligible children vaccinated during the August 10โ€“28 MR-SIA to help keep every childโ€”and the entire communityโ€”protected. I via Jason B.
