The Bicol State College of Applied Sciences and Technology (BISCAST), through the Administrative Services Office, successfully conducted the Procurement Planning and Budget Utilization for Fiscal Year (FY) 2026 on Monday, 19 January 2026, via Google Meet. The activity formed part of the preparation and submission of the Project Procurement Management Plan (PPMP) for FY 2026.
The activity was conducted under the leadership and support of Dr. Carlie P. Nacario, SUC President II and Mr. Abbas F. Villalon, Vice President for Administration and Finance (VPAF).
The activity was led by the Administrative Services Unit under Ms. Josefa B. Boncacas, OIC–Director for Administrative Services, with the theme “Institutional Capacity Building for Effective Procurement Planning and Budget Utilization for FY 2026 and the mandatory use of new forms”, emphasizing compliance with current procurement policies, with the support of Mr. Frank M. Porcil – Procurement Officer, Ms. Dona Marie A. Carillo – Budget Officer III and the Information and Communications Technology (ICT) Unit headed by Mr. Arnel L. Balbuena.
During the activity, Ms. Dona Marie A. Carillo – Budget Officer III discussed the FY 2026 budget allocation of each department, while the Procurement Unit emphasized the mandatory adoption of the updated procurement forms aligned with GPPB–TSO Advisory No. 002, Series of 2026, dated 13 January 2026. Mr. Jerome Trinidad discussed the proper conduct of updated market scoping, Ms. Cyrah A. Abundabar presented the preparation of Technical Specifications and Terms of Reference, and Mr. Terence Bihag highlighted the common errors in drafting Technical Specifications. Meanwhile, Mr. Frank M. Porcil focused on the preparation of the PPMP and the corresponding procurement timelines. Each resource speaker shared their expertise to ensure a comprehensive discussion
The discussions underscored the importance of strict compliance with the New Government Procurement Act (Republic Act No. 12009) and its Implementing Rules and Regulations (IRR) to ensure that procurement activities are legally compliant, transparent, efficient, and responsive to current government procurement standards. It was also emphasized that “successful procurement activities begin with proper and well-defined market scoping, accurate technical specifications, and clear terms of reference.”
Overall, the activity successfully enhanced the participants understanding of RA 12009 and its IRR, particularly on their application to procurement planning and PPMP preparation for FY 2026, thereby promoting transparency, efficiency, accountability and adherence to updated government procurement policies.
