The 45TH REGULAR SESSION of the 15th Sangguniang Panlungsod was presided over by Vice Mayor and Presiding Officer Hon. Gabriel H. Bordado Jr. City Councilors present were Hon. Elmer S. Baldemoro, Hon. Jessie R. Albeus, Hon. Ghiel G. Rosales, Hon. Vito C. Borja II, Hon. Gilda Gayle R. Abonal-Gomez, Hon. Wilfredo Jude A. Diokno, Hon. Francisco M. Mendoza, Hon. Allan Reiz C. Macaraig, Hon. David Casper Nathan A. Sergio, and Liga ng mga Barangay President Hon. Ma. Corazon M. Peñaflor, and Sangguniang Kabataan Federation President Hon. Jefson Romeo B. Felix.
The 15th Sangguniang Panlungsod formally and warmly welcomed back Councilor Vito C. Borja II. After an extended period of recovery and rehabilitation following an accidental slip and fall, Doc Butch’s return marks a moment of gratitude and joy for the council, the City Government of Naga, and the community he serves.
During the privilege hour, Councilor Felix proudly commended Naga City’s City Youth Officials (CYO) Program, highlighting its vital role in shaping future leaders. Himself a product of the initiative, Felix served as City Youth Vice Mayor in 2023 before being elected Sangguniang Kabataan Chair of Barangay Sta. Cruz, and later rising to SK Federation President, which granted him the Ex-Officio seat in the 14th and 15th Sangguniang Panlungsod.
Reflecting on his journey, he emphasized that the CYO Program “allows youth officials to see government up close, understand the weight of public service, and experience leadership not only as a title, but as a responsibility.” Councilor Felix concluded his address by introducing and warmly welcoming the new batch of City Youth Officials, who will soon take their seats as counterparts of the City Mayor, City Vice Mayor, and Councilors, continuing the tradition of empowering Naga’s youth through hands-on governance and civic responsibility.
At today’s session, the Council approved two significant ordinances. The first ordinance restores the official use of the name Santonja Street, designating it as the thoroughfare adjacent to the Archbishop of Caceres’ Palace and the Universidad de Sta. Isabel, beginning at the junction of Elias Angeles Street, traversing Peñafrancia Avenue, continuing across Colgante Bridge, and ending at the junction of Blumentritt Street.
The second ordinance repeals the effectivity of City Ordinance No. 2023 052, entitled “An Ordinance establishing a medical scholarship in the City of Naga, providing guidelines, appropriating funds, and for other purposes.” This repeal was deemed necessary to re-prioritize fiscal resources in favor of supporting regular indigent tertiary scholars, ensuring that limited funds are directed toward sustaining broader access to higher education.
The Committee Reports were presented by their respective Committee Chairs or Co-Chairs: Councilor Albeus for Housing and Settlements, Land Use, Public Utilities, and Games and Amusement; Councilor Sergio for Culture and the Arts, and Education; Councilor Abonal-Gomez for Health and Nutrition; Councilor Rosales for Blue Ribbon and Administrative Cases; Councilor Areiz for the joint committee hearing of Information Technology with Culture and the Arts; and Councilor Baldemoro for the joint committee hearing of Appropriations with Health and Nutrition.
