Benchmarking Urban Innovation in Mandaluyong City

Continuing our local governance benchmarking journey, Mr. Reuel Oliver and I visited Mandaluyong City Hall to study their approach to the Underground Cabling Project.

Unlike Quezon City’s Co-Build setup, Mandaluyong City implements their underground wiring system directly through the city government's general fund, offering a valuable alternative model for urban infrastructure development as we advance our own initiatives in Naga City under the watch of Mayor Leni Robredo.

We extend our deepest gratitude to the City Planning and Development Office, particularly Assistant Department Head Mr. Gaspar F. Alcazar and Project Development Officer Engr. Raymart Palma, for a comprehensive presentation and walkthrough of their Integrated Underground Wiring System (IUWS) framework

We are likewise deeply thankful for the assistance extended by Mandaluyong City Councilor Benjie Abalos, the current National President of the Philippine Councilors League.

Cross-city collaborations and diverse funding models like this provide critical perspectives as we work to eliminate urban decay from "spaghetti wires" and build safer, more resilient cities!

The HEARING OF THE COMMITTEE ON PUBLIC UTILITIES on August 28, 2026 was presided by Committee Chair Councilor Jessie R. Albeus, with NCPC representative Jeffrey Bro Emman Ramos.

The sole item on the agenda was the request of the City Events, Protocol, and Public Information Office (CEPPIO) for the amendment of City Ordinance No. 2022-064, otherwise known as the “Underground Cabling Ordinance of Naga City.” The proposed amendment seeks to revise the provision designating CEPPIO as the Secretariat of the Underground Cabling Task Force. CEPPIO explained that the functions of the Secretariat necessarily involve sustained technical, engineering, regulatory, and utility coordination, including underground infrastructure planning, road and right-of-way management, permitting processes, compliance with engineering standards, coordination with telecommunications and utility service providers, project monitoring, and the preparation and maintenance of technical records. These responsibilities, however, are not aligned with CEPPIO’s mandate, organizational structure, personnel complement, and technical capacity.

The Committee on Land Use convened a committee hearing presided over by Committee Chair Councilor Jessie R. Albeus. Also present for the committee were Councilors Elmer S. Baldemoro and Francisco M. Mendoza, NCPC representative Ms. Ampie Vergara, and Liga representative PB Ruben Limbo.

The sole item on the agenda was the request for the reclassification of certain parcels of land within the vicinity of the New Balatas Development Site, from agricultural use to residential, commercial, or industrial purposes. This request was accompanied by a communication from the City Mayor, seeking the comments and recommendations of both the City Planning and Development Office (CPDO) and the Sangguniang Panlungsod (SP).

The City Government of Naga and the entire Nagueño community mourn the profound loss of a dedicated healer, a steadfast leader, and a beloved public servant—Dr. Vito "Butch" Chung Borja II.

For 33 remarkable years, Dr. Borja stood at the forefront of local healthcare as Naga City’s City Health Officer. To countless residents, he was much more than a doctor; he was truly the Doktor kan Masa—always compassionate, approachable, and deeply committed to the health and well-being of every family, especially the marginalized. His tireless leadership and steady courage shone brightest during the unprecedented challenges of the COVID-19 pandemic, where he risked his own well-being to safeguard our city.

Driven by a lifelong calling to serve, his dedication did not end with his retirement from medicine. He answered a higher civic duty and was elected as City Councilor in May 2025, bringing his invaluable perspective, wisdom, and heart for public welfare into the halls of the Sangguniang Panlungsod.
His passing leaves an irreplaceable void in the City Government of Naga and in the hearts of all who had the privilege of working alongside him, calling him a colleague, or knowing him as a friend.

Rest in peace, Dr. Butch. Your legacy of selfless service, profound compassion, and unwavering dedication to the people of Naga will forever be remembered and cherished.
