Demonstrating responsive and people-centered governance, our service-driven Municipal Mayor, Edgar R. Capuchino, immediately acted upon the request of residents for the installation of street lighting at Junction Ferry, Naguilian, Isabela.

Today, the Local Government Unit of Naguilian successfully completed the installation of the said street lighting along the area.

This project aims to enhance visibility, improve public safety and security, and provide greater convenience for motorists, commuters, and residents who pass through the area, especially during nighttime hours.

This accomplishment serves as another clear example of how the concerns of our constituents are translated into concrete actions and tangible results, reflecting the LGU’s commitment to efficient, responsive, and effective public service.

The Local Government Unit of Naguilian, through the leadership of our service-driven Municipal Mayor, Edgar R. Capuchino, acquired a brand-new Garbage Truck to further strengthen the municipality’s solid waste management program and improve the delivery of essential public services.

The newly acquired vehicle was blessed this morning by Fr. Ofelio Capuchino, who offered prayers for its safe operation and for all personnel who will utilize it in serving the people of Naguilian.

Through programs and projects that address the needs of the people, the LGU remains steadfast in its mission of building a cleaner, greener, and more progressive Naguilian. May this new addition to our service fleet continue to serve as a symbol of our collective commitment to environmental stewardship and genuine public service.

During today’s Flag Raising Ceremony, two prestigious recognitions were formally conferred upon the Local Government Unit of Naguilian under the leadership of our service-driven Municipal Mayor Hon. Edgar R. Capuchino, reflecting its unwavering commitment to excellence, integrity, and quality public service.

First, the Civil Service Commission Isabela Field Office, headed by Atty. Josephine V. Tabbu-Balubal OIC Director together with Atty. Joanne C. Baquiran, formally awarded the Accreditation Award for successfully meeting Maturity Level 2 stabdards to the Municipal Government of Naguilian.

This recognition, pursuant to CSC Resolution No. 2600584 dated April 22, 2026, was granted for the Municipality’s successful management and implementation of its process-defined Recruitment, Selection, Placement, and Performance Management Systems under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM). Likewise, it recognizes the LGU’s faithful observance of Civil Service laws, rules, and regulations in the issuance of appointments and implementation of various human resource programs. The recognition likewise extends to HRMA Mrs. Ervilinda Balmori and the HRMPSB chaired by Mrs. Marilou L. Abara.

Secondly, the prestigious PhALGA Excellence Award was formally bestowed upon Rommel L. Garcia in recognition of his outstanding dedication, competence, and exemplary contribution in the field of local government accounting and public financial management.

Earlier today, our Municipal Officials, headed by our service-driven Municipal Mayor, Hon. Edgar R. Capuchino, together with the officials and residents of Barangay Sunlife led by Punong Barangay Hon. Rodelio Reyno, formally inaugurated the newly constructed Day Care Center funded by the Municipal Government of Naguilian.

The new facility is expected to greatly benefit the children of Barangay Sunlife by providing them with better opportunities to learn, grow, and develop at an early age. Through initiatives like this, the Municipality continues to invest in the future of every child and strengthen the foundation of our community.
