On August 8, 2026, the NAGUILIAN WATER DISTRICT implemented the first phase of the upgrade of the IMELDA Pumping Station. The upgrade focused on increasing water availability in preparation for the El Niรฑo phenomenon.

The first phase of the upgrade involved the replacement of the existing 15 HP submersible pump and motor with a 30 HP submersible pump and motor and the upgrading from the old 3" discharge line to a 4" discharge line. The activity significantly improved the production capacity of the IMELDA Pumping Station, increasing its output from approximately 1 MLD to 2 MLD.

Initial testing following the upgrade showed that pressure at the discharge line increased from 17 PSI to 30 PSI, with improved pressure being sustained even during peak hours.

However, NWD is not yet able to fully maximize the capacity of the well, as the second phase of the upgrade, which involves improvements to the stationโ€™s electrical system, could not yet be undertaken due to inclement weather. Once the second phase is completed, NWD expects a further improvement in water pressure and overall pumping station performance.

While a notable increase in pressure has already been observed, the NWD Technical Team is continuously monitoring the effects of the upgrade, particularly in higher elevated barangays. The NWD Technical Team is also continuously evaluating and formulating additional measures to further improve water supply and pressure in these areas.

The Naguilian Water District is continuously monitoring the effects of Tropical Depression LUIS and the operations of all its pumping stations through its in-house developed Supervisory Control and Data Acquisition (SCADA) System, designed and built by the NWD Technical Team.

All pumping stations are being monitored remotely through a CCTV system, while their operational performance is continuously tracked and monitored by our SCADA system to ensure reliable water supply operations.

This advisory is being issued after receiving reports that some members of the public have mistakenly associated NWD with water supply issues involving these private water utilities. We respectfully request the public to verify information and direct concerns to the appropriate water service provider.

While NWD has active water service connections serving some concessionaires in Ballay, Bauang, La Union, we wish to clarify that NWD has no existing water distribution pipelines extending to Acao, Bauang, La Union. The said area is served by our neighboring water utility, the Metro San Fernando Water District. Consequently, NWD is neither responsible for nor involved in the water distribution system serving Ballay and Acao.

NWD also acknowledges that some of our own concessionaires continue to experience intermittent water supply interruptions due to the ongoing effects of the El Niรฑo phenomenon, which has significantly affected the yield of several of our water sources. We understand the inconvenience this has caused and assure the public that addressing these challenges remains one of our highest priorities.

As part of our El Niรฑo mitigation efforts, our water delivery truck is currently dedicated to serving barangays within the Naguilian Water District service area that are experiencing water shortages. This temporary measure will continue while the District implements various projects and interventions to secure additional water sources, improve system reliability, and ensure a more stable water supply for affected communities.
