Ang Pambansang Museo ng Pilipinas-Ilocos ay kaisa ng National Historical Commission of the Philippines (NHCP) sa pagdiriwang ng Buwan ng Kasaysayan (National History Month) sa bisa ng Proklamasyon Blg. 339, s. 2012, na may temang โ€œHinubog ng Bayan, Dinuyan ng Alon (Shaped by the Nation, Cradled by the Waves)โ€ ngayong taon.

Muling binubuhay ng nasabing tema ang ating kamalayan tungkol sa ating bansa bilang isang arkipelago. Ipinapaalala nito na ang pagka-Filipino ay hindi lamang hinubog sa ibabaw ng luntiang mga bundok at kapatagan, kundi pati na rin sa agos at palo ng asul na karagatan. Sumasalamin din ito sa sinaunang bihasang paglalayag at pakikipagkalakalan ng ating mga ninuno gamit ang mga balangay. Bahagi ng pagiging duyan ng alon ang pagharap sa mga banta na nagmumula sa dagat. Sa loob ng ilang dantaong kasaysayan, ang ating mga baybayin ay naging saksi sa mga nakabubuting ugnayan, gayundin sa mga madidilim na yugto ng pananalakay, panunupil, at pamimirata.

Dito nagkaroon ng natatanging papel ang mga bantayan o tanggulan (๐˜ธ๐˜ข๐˜ต๐˜ค๐˜ฉ๐˜ต๐˜ฐ๐˜ธ๐˜ฆ๐˜ณ) noong panahon ng Kastila. Ang mga estrukturang ito, na hanggang ngayon ay nakatayo pa rin sa mga baybayin ng Ilocos, ay nagsilbing unang linya ng depensa ng kapuluan. Ang karagatan, na siyang daan ng komunikasyon at kalakalan, ay siya ring daan ng mga mananalakayโ€”mula sa mga piratang Moro hanggang sa iba pang dayuhang kapangyarihan.

Ang mga bantayan o tanggulan ay hindi lamang binubuo ng mga bato at semento; ang mga ito ay simbolo ng lakas, pagsisikap, at talino ng sambayanan. Sa pamamagitan ng paggamit ng mga lokal na materyales gaya ng mga batong-buhay, koral, at puti ng itlog bilang pampatibay, nagawang makapagtayo ng mga Pilipino ng matatayog na kuta upang ipagtanggol ang kanilang mga komunidad.

Sa mga panahong hindi pa malawak ang ating kaalaman sa teknolohiya, lalo na sa larangan ng komunikasyon, ang mga bantayan o tanggulan ang nagsilbing "mata" sa malawak na karagatan. Sa oras na makita ng mga tagapagbantay ang mga papalapit na kalabang sasakyang-pandagat sa abot-tanaw ng alon, agad silang nagbibigay ng babala sa pamamagitan ng pagpapatunog ng kampana, pagpapasiklab ng apoy, o pagpapausok. Ang maagang babalang ito ay nagbigay-daan upang ang mga mamamayan sa dalampasigan ay makalikas, makapagtago o makapaghanda para sa labanan.

Makikita sa larawan ang isa sa mga pinakamatandang estrukturang naipatayo sa Narvacan, Ilocos Surโ€”ang Narvacan Watchtower na matatagpuan sa Barangay Sulvec, kung saan tinatawag din itong โ€œBaluarteโ€ ng mga residente. Itinayo ito noong huling bahagi ng ika-16 na siglo upang magsilbing bantayan laban sa pagpasok ng mga pirata at mangangalakal. Noong 2015, kinilala at itinala ng Pambansang Museo ng Pilipinas ang Narvacan Watchtower bilang isang Pambansang Kayamanan sa Kultura (National Cultural Treasure).

Ang eksibisyong ๐˜•๐˜ข๐˜ช๐˜ฑ๐˜ข๐˜ด๐˜ฅ๐˜ฆ๐˜ฌ ๐˜ˆ ๐˜›๐˜ข๐˜ธ๐˜ช๐˜ฅ: ๐˜›๐˜ฉ๐˜ฆ ๐˜‹๐˜ฆ๐˜ง๐˜ฆ๐˜ฏ๐˜ด๐˜ช๐˜ท๐˜ฆ ๐˜ˆ๐˜ณ๐˜ค๐˜ฉ๐˜ช๐˜ต๐˜ฆ๐˜ค๐˜ต๐˜ถ๐˜ณ๐˜ฆ ๐˜ฐ๐˜ง ๐˜๐˜ญ๐˜ฐ๐˜ค๐˜ฐ๐˜ด sa Gallery 4 ng Old Carcel Museum sa Pambansang Museo ng Pilipinas-Ilocos sa Vigan ay nagtatampok sa mga makasaysayang bantayan, parola, at mga simbahan ng Ilocosโ€”mga estrukturang nagsisilbing patunay sa mga pinagdaanan at katatagan ng mga Ilocano.

Ang paggunita sa Buwan ng Kasaysayan sa ilalim ng temang ito ay isang hamon na muling gisingin ang ating kamalayang pandagat. Ang mga bantayan o tanggulan na patuloy na hinahampas ng mga mababagsik na alon ngunit nananatiling nakatayo ay sumisimbolo sa ating lahing Filipino-matatag, mapagmatyag, at may malalim na ugnayan sa dagat. Pinatutunayan nito na kahit gaano kalakas ang alon at unos na dumarating, tayo ay patuloy na magbabantay, magtatanggol, at maglalayag bitbit ang mga aral ng nakaraan.

In accordance with Executive Order No. 22-ECS, Series of 2026, all tourism-related activities in all tourism sites and destinations across the Municipality of Narvacan are temporarily suspended due to the prevailing weather conditions brought about by the Southwest Monsoon (Habagat).

The continuous heavy rainfall has caused increased water levels, strong water currents, and unsafe conditions in various areas, including waterfalls, rivers, coastal areas, mountain and hiking areas, and other tourist destinations.

All tourists, visitors, tourism establishments, operators, tour guides, and concerned individuals are enjoined to strictly observe the suspension and refrain from visiting or conducting tourism-related activities in tourist areas until further notice.

๐Ÿ“Œ Tourism activities shall resume only when weather and environmental conditions have sufficiently improved and the concerned authorities determine that it is safe to do so.

The Municipality of Narvacan, Ilocos Sur, through Executive Order No. 22-ECS, Series of 2026, has issued guidelines for the temporary suspension of tourism-related activities during adverse or hazardous weather conditions.

The suspension may be implemented based on PAGASA weather warnings, Tropical Cyclone Wind Signals, heavy rainfall, flooding, landslides, strong winds, dangerous sea conditions, and recommendations from concerned authorities.

All tourism establishments, operators, tour guides, and concerned individuals are enjoined to strictly comply with the suspension and prioritize the safety of tourists, visitors, tourism workers, and the general public.

The Municipal Tourism Office, together with Hon. Richard Gomez, Barangay Kagawad of Barangay San Antonio, had the privilege of meeting and interviewing Mr. Aurelio C. Montero, a 76-year-old Bayog craft artisan and native of Sitio Cachola, Barangay San Antonio, Narvacan, Ilocos Sur.

Born on November 27, 1949, Mr. Montero learned the art of Bayog weaving at the age of 16 under the guidance of his uncle, Juan Gamilla of Barangay Margaay. For six decades, he has preserved this remarkable tradition by handcrafting Baki, Kuribot (or Lagpit), and Alatโ€”indigenous woven products that reflect the ingenuity and cultural identity of the people of Narvacan.

Each piece serves a unique purpose in the community. The Baki is traditionally used as a nesting basket for hens to lay and hatch their eggs. The Kuribot (or Lagpit) is commonly used for gathering weeds and grass for livestock or as a storage basket for household items. Meanwhile, the Alat is exclusively used by local fisherfolk to carry their daily catch.

Mr. Montero sells the Alat and Kuribot for โ‚ฑ300 each, while the smaller Baki costs โ‚ฑ50. His customers are mostly neighbors and residents of nearby barangays such as Nanguneg and San Pedro, with whom he has maintained yearlong relationships. With no defined peak season, he weaves only when orders come in and works as a carpenter during quieter times to support his livelihood.

When asked about passing on the craft, Mr. Montero shared that while one of his sons has also developed skills in other forms of craftsmanship, Bayog weaving has remained his own lifelong specialty. His story highlights the importance of documenting and preserving this traditional knowledge so that future generations may continue to appreciate this unique part of Narvacanโ€™s cultural heritage.

As we continue to document and celebrate Narvacanโ€™s cultural heritage, stories like Mr. Monteroโ€™s remind us that our traditions endure through the people who keep them alive. May his dedication inspire future generations to value, preserve, and carry forward the rich craftsmanship that defines our local identity.
