In line with its continuing efforts to enhance quality assurance and technical capability in laboratory operations, the Department of Science and Technology (DOST) Provincial Science and Technology Office (PSTO)–Biliran conducted a two-day activity titled “𝑹𝒆𝒐𝒓𝒊𝒆𝒏𝒕𝒂𝒕𝒊𝒐𝒏 𝒐𝒇 𝒕𝒉𝒆 𝑹𝒆𝒈𝒊𝒐𝒏𝒂𝒍 𝑺𝒕𝒂𝒏𝒅𝒂𝒓𝒅𝒔 𝒂𝒏𝒅 𝑻𝒆𝒔𝒕𝒊𝒏𝒈 𝑳𝒂𝒃𝒐𝒓𝒂𝒕𝒐𝒓𝒚 (𝑹𝑺𝑻𝑳) 𝑸𝒖𝒂𝒍𝒊𝒕𝒚 𝑴𝒂𝒏𝒂𝒈𝒆𝒎𝒆𝒏𝒕 𝑺𝒚𝒔𝒕𝒆𝒎 (𝑸𝑴𝑺) 𝒂𝒏𝒅 𝑹𝒆𝒇𝒓𝒆𝒔𝒉𝒆𝒓 𝑻𝒓𝒂𝒊𝒏𝒊𝒏𝒈 𝒐𝒏 𝑵𝒐𝒏-𝑨𝒖𝒕𝒐𝒎𝒂𝒕𝒊𝒄 𝑾𝒆𝒊𝒈𝒉𝒊𝒏𝒈 𝑰𝒏𝒔𝒕𝒓𝒖𝒎𝒆𝒏𝒕𝒔 (𝑵𝑨𝑾𝑰) 𝒂𝒏𝒅 𝑻𝒆𝒔𝒕 𝑴𝒆𝒂𝒔𝒖𝒓𝒆” on 𝐎𝐜𝐭𝐨𝐛𝐞𝐫 𝟐𝟕–𝟐𝟖, 𝟐𝟎𝟐𝟓, at the 𝐏𝐒𝐓𝐎 𝐁𝐮𝐢𝐥𝐝𝐢𝐧𝐠, 𝐁𝐢𝐏𝐒𝐔 𝐂𝐨𝐦𝐩𝐨𝐮𝐧𝐝, 𝐍𝐚𝐯𝐚𝐥, 𝐁𝐢𝐥𝐢𝐫𝐚𝐧.

The activity served as a key preparatory step toward the establishment of the PSTO–Biliran Metrology and Calibration Satellite Laboratory, targeted to open before the end of 2025. It aimed to strengthen the personnel’s understanding of RSTL’s quality management protocols and enhance their technical competence in the calibration and verification of weighing instruments and test measures—essential to ensuring the accuracy, reliability, and integrity of laboratory results.

The two-day training was led by Dr. Romeo L. Dignos, Provincial Director of PSTO Biliran, and facilitated by the DOST VIII–RSTL team composed of Dr. Isabelita M. Pamposa, Mr. Marjun M. Nicer, Jr. and Mr. Rodeon Niño Mercader. The team also supervised the deployment of calibration standards and equipment, further preparing the PSTO for the laboratory’s operation.

Through this initiative, DOST Biliran continues to build its local capability in metrology and calibration, ensuring that quality and standards-based S&T services become more accessible to Biliranons—advancing the province’s scientific and technological development.

The Department of Science and Technology -Regional Office 8, in partnership with the DOST Provincial Science and Technology Office – Biliran (DOST PSTO-Biliran) and the Biliran Province State University (BiPSU), successfully conducted the 2026 Undergraduate Scholarship Information Caravan on October 23, 2025, at the BiPSU Student Center, Naval, Biliran.

The event gathered 336 enthusiastic Grade 12 students from various public and private senior high schools across the province — all eager to learn about the opportunities offered by the prestigious DOST-SEI Undergraduate Scholarship Program, which supports deserving students pursuing degrees in Science, Technology, Engineering, Agriculture and Mathematics (STEAM) Program.

The potential scholars of the Department of Science and Technology – Science Education Institute (DOST-SEI) will enjoy comprehensive financial support designed to help them focus on their studies and complete their chosen degree programs in Science and Technology.

The program featured comprehensive discussions on the types of scholarships, application requirements, and examination tips, as well as inspiring success stories from BIPSU Isko and Iska DOST-SEI scholars who are now thriving in their chosen fields.

The caravan was graced by key DOST officials who shared their knowledge and inspiration with the participants, Dr. Romeo L. Dignos, Provincial Science and Technology Director of DOST PSTO-Biliran, welcomed participants and emphasized the vital role of science and technology in nation-building. Maria Catherine G. Maniba, Supervising Science Research Specialist of DOST PSTO Biliran, discussed the details of the Undergraduate Scholarship Program and encouraged students to aim high and apply with confidence. Mr. Jone James O. Rosales, DOST Regional Office VIII Scholarship Staff, guided the students through the application process and provided practical tips for the qualifying examination.

The successful event was made possible through the collaboration of DOST Regional Office 8, DOST PSTO-Biliran, and BiPSU headed by Pres. Victor C. Cañezo and Vice Pres. for Students and External Affair Dr. Erwin Salvatierra with the active participation of DepEd Biliran SDO, school heads, and teachers from the eight municipalities of Biliran.

The impressive turnout of 336 students reflects the growing interest of Biliranon Senior High Students in STEAM education and their desire to contribute to national progress through science and technology. Together, we are building a brighter, science-driven future for Biliran and the Filipino youth.

𝗠𝗲𝘁𝗿𝗼 𝗠𝗮𝗻𝗶𝗹𝗮, 𝗢𝗰𝘁𝗼𝗯𝗲𝗿 𝟮𝟭, 𝟮𝟬𝟮𝟱 —Innovation met purpose as Region8’s startup venture, +Tech (PlusTech) proudly earned Third Place in the recently concluded DOST-Wadhwani Cohort II Capstone Demo Day held at Bayview Park Hotel, Metro Manila.

The event gathered innovators and professionals from different regions across the country, each presenting a technology-driven startup solution that supports regional innovation priorities under the DOST Smart and Sustainable Communities Program (SSCP).

Representing Eastern Visayas under the DOST-Wadhwani Technopreneurship Program, the +Tech team is composed of 𝐃𝐫. 𝐈𝐬𝐚𝐛𝐞𝐥𝐢𝐭𝐚 𝐏𝐚𝐦𝐩𝐨𝐬𝐚, Senior Science Research Specialist of DOST-VIII Regional Standards and Testing Laboratory (RSTL), 𝐌𝐬. 𝐆𝐫𝐚𝐜𝐞𝐯𝐢𝐥𝐥𝐚𝐥𝐲𝐧 𝐑. 𝐒𝐚𝐥𝐝𝐨, Science Research Specialist II of DOST PSTO-Biliran, and 𝐄𝐧𝐠𝐫. 𝐀𝐧𝐧𝐚 𝐑𝐚𝐪𝐮𝐞𝐥 𝐀. 𝐂𝐨𝐧𝐫𝐚𝐝𝐚, Science Research Specialist II of DOST PSTO-Eastern Samar.

During the event, Ms. Saldo delivered a compelling pitch on behalf of the team, introducing +Tech’s innovative solution that redefines plastic waste and transforms it into valuable, market-ready products.

+Tech presents a Smart Plastic Upcycling System that works with local government units to collect plastic waste from communities and convert it into functional homeware and souvenir items using Smart Injection Molding Technology. By combining technology, local governance, and social inclusion, the venture reflects the vision of smart, sustainable, and circular economy in Eastern Visayas.

Beyond the recognition, the pitch became a platform to showcase locally adopted innovations that advance the DOST Smart and Sustainable Communities Program. For DOST-VIII, the event provided an opportunity to highlight science-based approaches to real community problems and to explore collaborations and possible funding opportunities that can help bring the +Tech venture to life.

Each participating team in the DOST-Wadhwani Cohort II presented a technology-driven startup solution aligned with regional innovation priorities. These ventures integrated Smart City concepts such as artificial intelligence, data analytics, Industry 4.0, and circular economy models, demonstrating how innovation can empower communities toward inclusive and sustainable development.

+Tech’s campaign, “𝐑𝐞𝐝𝐞𝐟𝐢𝐧𝐢𝐧𝐠 𝐏𝐥𝐚𝐬𝐭𝐢𝐜 𝐖𝐚𝐬𝐭𝐞, 𝐑𝐞𝐝𝐞𝐟𝐢𝐧𝐢𝐧𝐠 𝐓𝐨𝐦𝐨𝐫𝐫𝐨𝐰” captures the heart of its mission to turn waste into worth, empower communities, and inspire a cleaner and smarter Eastern Visayas.

15-16 October 2025 - 𝑪𝒍𝒆𝒂𝒏 𝒘𝒂𝒕𝒆𝒓 𝒊𝒔 𝒍𝒊𝒇𝒆, 𝒂𝒏𝒅 𝒆𝒏𝒔𝒖𝒓𝒊𝒏𝒈 𝒊𝒕𝒔 𝒔𝒂𝒇𝒆𝒕𝒚 𝒊𝒔 𝒂 𝒔𝒉𝒂𝒓𝒆𝒅 𝒓𝒆𝒔𝒑𝒐𝒏𝒔𝒊𝒃𝒊𝒍𝒊𝒕𝒚. As part of the continuing efforts to strengthen the Science, Technology, and Innovation (STI) ecosystem in Biliran Province particularly in Naval, a 𝐡𝐚𝐧𝐝𝐬-𝐨𝐧 𝐭𝐫𝐚𝐢𝐧𝐢𝐧𝐠 𝐬𝐞𝐬𝐬𝐢𝐨𝐧 𝐨𝐧 𝐦𝐢𝐜𝐫𝐨𝐛𝐢𝐚𝐥 𝐰𝐚𝐭𝐞𝐫 𝐭𝐞𝐬𝐭𝐢𝐧𝐠 was recently conducted under the GIA-funded project “Enhancement of the STI Ecosystem in Biliran Province through PSTO Service Expansion.”

This initiative paves the way for the establishment of an 𝐒𝐓𝐈-𝐛𝐚𝐬𝐞𝐝 𝐖𝐚𝐭𝐞𝐫 𝐐𝐮𝐚𝐥𝐢𝐭𝐲 𝐓𝐞𝐬𝐭𝐢𝐧𝐠 𝐅𝐚𝐜𝐢𝐥𝐢𝐭𝐲 𝐢𝐧 𝐍𝐚𝐯𝐚𝐥, 𝐁𝐢𝐥𝐢𝐫𝐚𝐧, providing local laboratories with advanced equipment and more importantly empowering our local champions, led by Dr. Ralph Bueno, Municipal Health Officer of Naval, and the dedicated team from the Super Rural Health Unit (RHU), with the skills and confidence to operate and manage these technologies effectively.

Led by experts from Brownstone Asia-Tech, Inc., the two-day training combined theory with practical application. Participants learned the proper use, calibration, and maintenance of newly installed laboratory equipment, such as the Autoclave and Incubator, and explored modern techniques in microbial detection using the Colikat Rapid Test Kit.

Through guided hands-on exercises, participants collected and tested real water samples from their surroundings. The experience offered an eye-opening glimpse into how science can detect unseen contaminants, ensuring that the water our communities drink is truly safe. 🧫✨

The results from their first tests spoke volumes revealing just how vital accurate water testing is to public health. Under the guidance of Mr. Harvei H. Misoles, Registered Chemist and Junior Applications Specialist from Brownstone Asia-Tech, Inc., the participants learned to interpret test results, assess contamination levels, and make informed decisions about water safety.

At the end of the training, each participant received a Certificate of Completion, symbolizing not just new knowledge, but also a stronger commitment to science-based public service. 🎓🌿

This activity marks another milestone toward a more resilient and self-reliant Naval, one where local innovation, technical expertise, and collaboration come together to protect the health and well-being of every community member.

The training aimed to equip the personnel of Symmon’s Bakeshop with the technical knowledge and practical skills needed to produce DOST-FNRI’s nutritious bread and snack food technologies — 𝐭𝐡𝐞 𝐄𝐧𝐡𝐚𝐧𝐜𝐞𝐝 𝐍𝐮𝐭𝐫𝐢𝐛𝐮𝐧 (𝐂𝐚𝐫𝐫𝐨𝐭𝐬, 𝐒𝐪𝐮𝐚𝐬𝐡 𝐚𝐧𝐝 𝐒𝐰𝐞𝐞𝐭𝐩𝐨𝐭𝐚𝐭𝐨 𝐯𝐚𝐫𝐢𝐚𝐧𝐭𝐬), 𝐍𝐮𝐭𝐫𝐢𝐛𝐮𝐧𝐧𝐞𝐭𝐬, 𝐚𝐧𝐝 𝐍𝐮𝐭𝐫𝐢𝐜𝐨𝐜𝐨𝐤𝐢𝐞𝐬.

Throughout the training, participants engaged in comprehensive discussions on the production process, viewed audiovisual presentations on product formulation and baking techniques, and joined a hands-on session where they prepared and baked the nutrient-rich products themselves.

This initiative reflects DOST’s steadfast commitment to advancing food innovation, promoting technology adoption, and improving community nutrition, while supporting livelihood and enterprise development through science and technology.

15 Oct 2025 - In a significant step toward ensuring safe and quality water for every Biliranon, the Department of Science and Technology (DOST) Region VIII – Biliran Provincial Science and Technology Office (Biliran PSTO) formally turned over state-of-the-art water testing equipment to the Municipal Health Office (MHO) of Naval.

The equipment, Rapid E. Coli Detection and Quantification Unit, General Incubator, and Autoclave will play a vital role in the establishment of an 𝐒𝐓𝐈-𝐛𝐚𝐬𝐞𝐝 𝐖𝐚𝐭𝐞𝐫 𝐐𝐮𝐚𝐥𝐢𝐭𝐲 𝐓𝐞𝐬𝐭𝐢𝐧𝐠 𝐋𝐚𝐛𝐨𝐫𝐚𝐭𝐨𝐫𝐲 𝐢𝐧 𝐍𝐚𝐯𝐚𝐥, 𝐁𝐢𝐥𝐢𝐫𝐚𝐧. This initiative aims to strengthen the municipality’s capacity to monitor water quality, ensuring safer and healthier communities.

Dr. Ralph Bueno, Municipal Health Coordinator, warmly welcomed everyone to the event, highlighting the significance of this milestone for the local health sector.

Meanwhile, Dr. Romeo L. Dignos, DOST8 Biliran PSTO Provincial Director, shared that this project is a response to the formal request of the Local Government Unit of Naval through the leadership of the Municipal Mayor underscoring DOST’s commitment to supporting local initiatives that promote science, technology, and innovation for community development.

In her heartfelt message, Mayor Gretchen Stephanie M. Espina expressed her sincere gratitude to DOST for the assistance, emphasizing that the newly acquired equipment will pave the way for regular water testing and expanded services not only for Naval but also for the entire Province of Biliran.

The event proceeded with the ceremonial turn-over of the equipment and a photo opportunity with representatives from the LGU, MHO-Naval, DOST Biliran-PSTO, and the equipment supplier Brownstone, symbolizing unity and shared vision for public health and safety.

The Department of Science and Technology (DOST) Region VIII recently brought its services directly to the people of Kawayan, Biliran, through the Serbisyo Caravan Fair on October 15, 2025. This effort, spearheaded by the DOST-Biliran Provincial Science and Technology Office, showcased a variety of science-based programs designed to boost local communities and promote innovation.

​Living up to its "Science for the People" mission, the DOST offered on-site consultations and technical services. A highlight was the Regional Standards and Testing Laboratories (RSTL), which provided actual calibration services for weighing scales and other measuring instruments. This helps local businesses, traders, and institutions ensure accuracy and reliability.

​The DOST-Biliran team also presented information on its key initiatives, including: ​Small Enterprise Technology Upgrading Program (SETUP): For supporting Micro, Small, and Medium Enterprises (MSMEs); ​Community Empowerment through Science and Technology (CEST): Aimed at developing rural communities; ​Packaging and Labeling Assistance: To improve local products.
​In addition, information about DOST undergraduate scholarships was shared to encourage young people to pursue careers in science and engineering.

​The DOST's participation was actively facilitated by the DOST-Biliran team, including Maria Catherine Gonda Maniba, Grace Villa Lyn, and Christine Ragsag.

​Kawayan Vice Mayor Hon. Jake Espina expressed gratitude, stating that bringing the programs and technical services closer to the community—especially to far-flung areas—is greatly appreciated. He acknowledged that the DOST's programs are valuable for empowering local entrepreneurs and students.

The one-day activity aimed to equip farmers, and community members with essential knowledge and skills in adapting to the changing climate, enhancing disaster preparedness, and ensuring food safety in agricultural practices.

The training opened with a message of support and inspiration from Dr. Romeo L. Dignos, Provincial Science and Technology Director of DOST-Biliran. A message of gratitude was also shared by Mr. Jeffrey Espinazo, President of the Caibiran Association of Diversified Farmers (CADFA), who expressed his heartfelt appreciation to DOST for its continued support and assistance to the community through various science and technology interventions.

𝐍𝐀𝐕𝐀𝐋, 𝐁𝐈𝐋𝐈𝐑𝐀𝐍 — 𝐎𝐜𝐭𝐨𝐛𝐞𝐫 𝟖, 𝟐𝟎𝟐𝟓. The 6th International and 9th National Conference on Poverty Alleviation and Sustainable Development (IPOVCON 2025) officially opened today at Biliran Province State University (BiPSU) in Naval, Biliran, bringing together scholars, policymakers, and advocates from across the region under the theme “Technology-Driven Solutions for Poverty Alleviation and Inclusive Sustainability.”

Organized by Samar State University (SSU) in partnership with Biliran Province State University (BiPSU) and the Department of Economy, Planning, and Development (DEPDev), the two-day conference aims to showcase innovative and research-based approaches to reducing poverty and promoting inclusive and sustainable growth.

Among the keynote speakers was Dr. John Glenn D. Ocaña, Regional Director of the Department of Science and Technology Region VIII (DOST-8). In his presentation, Dr. Ocaña emphasized that science serves as a lifeline of hope in addressing poverty, calling for collaborative efforts that combine technological innovation with compassion and inclusivity.

He highlighted six key programs of the Department of Science and Technology that drive inclusive progress in Eastern Visayas. These include the Small Enterprise Technology Upgrading Program or SETUP, the Community Empowerment through Science and Technology Program or CEST, OneStore, the Science for Change Program, Disaster Risk Reduction Technologies, and the Smart and Sustainable Communities initiative. These programs, he said, demonstrate how science and technology can empower small enterprises, strengthen community resilience, and ensure that progress is genuinely felt by all — or “Agham na Ramdam.”

Dr. Ocaña also called for stronger partnerships among academic institutions, government agencies, and local communities to ensure that digital transformation and innovation benefit everyone.

The IPOVCON 2025 features plenary discussions, oral and poster presentations, and innovation exhibits that highlight research and community programs aligned with the Sustainable Development Goals, particularly SDG 1 No Poverty, SDG 2 Zero Hunger, and SDG 9 Industry, Innovation, and Infrastructure.

Through this collaborative platform, IPOVCON 2025 reaffirms the commitment of Eastern Visayas and the entire nation to use science and innovation as powerful tools to eliminate poverty and build a sustainable and inclusive future.
