LGU CABUCGAYAN HOLDS CSO LEADERSHIP AND MANAGEMENT TRAINING

The Local Government Unit (LGU) of Cabucgayan, Billiran conducted a Leadership and Management training activity among Civil Society Organization (CSO) dubbed as “Pagtu-on ug Paglig-on sa CSO: Towards Effective Leadership and Management” on Tuesday, June 2, 2026, at the LGU Cabucgayan Negosyo Center Cabucgayan, Biliran. Bringing together Civil Society Organization (CSO) leaders to enhance their leadership competencies and strengthen their partnership with the local government.

The activity aimed to strengthen leadership capabilities among CSO leaders, foster collaboration and partnership between CSOs and the LGU, and enhance the knowledge, skills, and attitudes of CSO leaders toward effective, transparent, and accountable leadership.

Serving as the resource persons was former Department of the Interior and Local Government (DILG) CSO Regional Focal Officer Mr. Russel Pascual together with CSO Desk officer Mr. Kenneth Ticoy, who shared their expertise and experiences on effective leadership and management, emphasizing on the subject matter expert on CSO empowerment.

Meanwhile, Municipal Local Government Operations Officer (MLGOO) Engr. Eva Christian R. Toray presented the overview of the activity, highlighting its objectives and the importance of building capable and empowered CSO leaders who can contribute meaningfully to community development initiatives.

Also present during the activity representing DILG Biliran Provincial Office was OIC-Cluster Head Jacob Rabbi R. Dorado, who expressed support for initiatives that strengthen citizen participation and promote collaboration between the government and civil society organizations.

Participants actively engaged in discussions and learning sessions designed to equip them with practical tools and strategies for effective leadership and organizational management. The activity also provided a platform for dialogue and collaboration among CSO leaders, encouraging stronger partnerships and collective action toward community development.

Ang SEF ay hindi lang pondo para sa paaralan. Ito ay puhunan sa kinabukasan ng bawat batang Pilipino.

DILG BILIRAN HOLDS SECOND QUARTER MSAC MEETING, REVIEW GOVERNANCE PERFORMANCE

The Department of the Interior and Local Government (DILG) Biliran Provincial Office together with key government partners and stakeholders convened for the 2nd Quarter Multi-Stakeholders Advisory Council (MSAC) Meeting on June 2, 2026, via ZOOM teleconference, bringing together key government partners and stakeholders to discuss governance performance and assessment results across the province.

Led by the DILG Biliran Provincial Director Jesus P. Naquila together with OIC-Cluster Head Jacob Rabbi Dorado, Program Manager Blessie P. De Leon, and LGOO V Gibson C. Tobias, the Provincial MSAC Focal Person.

The meeting served as a venue for council members to review accomplishments, discuss governance assessment findings, and strengthen collaboration among stakeholders in promoting good local governance.

Representatives from various National Government Agencies (NGAs) and other partner stakeholders participated in the activity, contributing insights and recommendations on governance-related concerns and performance indicators.

During the discussions, participants examined governance assessment results and identified areas for improvement to further enhance the delivery of public services and strengthen local governance mechanisms throughout the province.

Through the MSAC meeting, DILG Biliran reaffirms its commitment to promoting transparency, accountability, and excellence in local governance while strengthening partnerships with stakeholders in advancing sustainable development and people-centered public service.

LGU NAVAL RECEIVES SGLGIF-FUNDED NAVAL CONNECT APP; RD AGABE LEADS CEREMONIAL TURNOVER

The Local Government Unit of Naval officially received its 2024 Seal of Good Local Governance incentive funded project the “Naval Connect App” on Friday May 29, 2026. Department of the Interior and Local Government Eastern Visayas - Regional Director Arnel M. Agabe leads the turnover ceremony at the Naval Gymnasium.

Funded through the 2024 Seal of Good Local Governance Incentive Fund (SGLGIF), the project is valued at approximately ₱1.1 million and aims to bring government services closer to the people through digital innovation and improved accessibility.

“As the need of the people continue to evolve, governance must evolve with them [too]”. DILG Regional Director Arnel M. Agabe on his message. Emphasizing that digital transformation and innovation are the cornerstone of an evolving digital governance.

The Naval Connect App was developed as part of LGU Naval's incentive package after successfully passing the national validation for the 2024 SGLG one of the highest recognitions conferred upon local government units that demonstrate excellence in governance and public service.

Designed to provide citizens with convenient access to various government services, the application enables residents to interact with the local government through a digital platform, allowing them to access information, receive updates, and avail of services with just a few taps on their mobile devices.

Leading the turnover ceremony was DILG Region VIII Regional Director Arnel M. Agabe, accompanied by Assistant Regional Director Darwin M. Bibar and other personnel from the DILG Regional Office. The officials personally turned over the project to LGU Naval, marking another milestone in the municipality's commitment to responsive and technology-driven governance.

In his message, RD Agabe emphasized the importance of utilizing innovation to enhance public service delivery and encouraged the local government to maximize the app's potential in strengthening citizen engagement and improving access to government programs and services.

“may this project continue to inspire innovation in governance and strengthen our shared commitment to public service that truly responds to the need of the times” RD Agabe added.

The turnover of the Naval Connect App marks another milestone for LGU Naval in its pursuit of responsive, accessible, and people-centered governance, reinforcing its commitment to leveraging innovation for the benefit of its constituents.

DILG ATTENDS PNP PROVINCIAL OFFICE STEWARDSHIP TURNOVER CEREMONY, PD PORTILLO EXITS OFFICE

Department of the Interior and Local Government (DILG) Biliran attended the turnover ceremony of the Philippine National Police (PNP) Provincial Office stewardship held on May 26, 2026, at the PNP Biliran Provincial Office Compound Larazzabal Naval, Biliran. Police Colonel (PCOL) Alex F. Delos Santos to temporary fill – in as Officer-in-Charge Provincial Director.

DILG Biliran Provincial Director Jesus P. Naquila attended the ceremony conveying the office’s support and recognition of the leadership transition within the provincial police force.

The ceremony marked the retirement of Police Colonel (PCOL) Erwin I. Portillo, who officially relinquished his post after years of dedicated service in the police organization. Taking over as OIC Provincial Director is Police Colonel (PCOL) Alex F. Delos Santos.

The turnover ceremony highlighted the commitment of the PNP Biliran Provincial Office to ensure continuity in public safety and peace and order initiatives in the province. It also served as an opportunity to honor the contributions of PCOL Portillo and welcome the leadership of PCOL Delos Santos.

Officials and personnel from various National Government Agencies (NGAs), Local Government Units (LGUs) and partner institutions attended the activity to witness the formal transition of leadership.
