DILG, PIA BILIRAN PROMOTE GOOD GOVERNANCE THROUGH “PAG-ARAM TA” RADIO GUESTING

In commemoration of Local Government Month, the Department of the Interior and Local Government (DILG) Biliran Provincial Office, in partnership with the Philippine Information Agency (PIA) Biliran, conducted “PAG-ARAM TA: Panag-Istorya Kabahin sa Lokal nga Panggobyernohan” on October 20, 2026, through 103.9 Radyo Natin-FM Naval, Biliran.

The activity served as a radio guesting and public information initiative aimed at providing listeners with accessible and relevant information on local governance, including the principles, mechanisms, and programs that promote effective and responsive public service.

Derived from the Waray-Waray term “Pag-aram Ta,” meaning “Let us learn” or “Let us study,” the initiative provides a platform for meaningful discussions that help listeners better understand the roles, responsibilities, and programs of the department in strengthening local governance.

Serving as resource speakers were Local Government Operations Officer VI (LGOO VI) Frances Rodelle Antonette B. Go and LGOO II Joylene E. Pentado, who discussed the salient provisions and key guidelines of programs under their respective oversight functions.

Among the topics discussed were the Foreign Travel Authority (FTA) and the Regional Local Governance Champion (RLGC), highlighting the policies and processes governing these initiatives and their significance in promoting compliance, accountability, and excellence in local governance.

Through the initiative it underscores the departments continuing commitment to promoting informed communities, strengthening local government capacities, and advancing good governance in the province. While championing transparent, accountable, and people-centered governance through information dissemination and meaningful public engagement.

DILG BILIRAN HOLDS PROVINCIAL TEAM CONFERENCE, PREPARES FOR NEW ADMINISTRATION

The Department of the Interior and Local Government (DILG) Biliran Provincial Office conducted its Provincial Team Conference on October 20, 2026, at the Office of the Provincial Director, Sitio San Roque Larazzabal, Naval, Biliran, to discuss office priorities and prepare for the incoming administration.

The conference served as an opportunity for the provincial team and field offices to discuss important office matters, review ongoing activities, and align their efforts toward ensuring the continuity of programs, projects, and services.

As the office prepares for the transition, the conference emphasized the importance of teamwork, coordination, and commitment among personnel in maintaining efficient operations and delivering quality public service.

Guided by its core values of being Matino, Mahusay, at Maasahan, DILG Biliran remains steadfast in its mission to promote accountable governance, responsive public service, and sustainable community development.

DILG BILIRAN UNDERGOES DAYAW AWARDS REGIONAL ONSITE VALIDATION

The Department of the Interior and Local Government (DILG) Biliran Provincial Office underwent the DAYAW Awards Regional Onsite Validation on October 19, 2026, as part of the evaluation process recognizing outstanding performance and dedication among DILG personnel and offices.

The onsite validation was led by LGOO V Jane A. Villanueva, together with the secretariat and communications team members of the Regional Evaluation Committee Validation Team. The team conducted onsite assessments, interviews, and video shoots of the nominees to verify their accomplishments and gather supporting information for the evaluation.

This year, DILG Biliran is vying for recognition in several categories, namely: Best Performing Province, Best Performing Provincial Program Manager, Best Performing Municipal Local Government Operations Officer, Best Performing Sub-Regional Office Focal Officer, Best Performing Administrative Personnel, and Best Performing Specialized Technical Personnel.

The participation of DILG Biliran in the DAYAW Awards reflects the office's continuing commitment to excellence, professionalism, and quality public service. It also highlights the collective efforts of its personnel in fulfilling their responsibilities and advancing effective local governance in the province.

The awarding ceremony for this year's DAYAW Awards is scheduled for November 2026, where outstanding offices and personnel across the region will be recognized for their exemplary performance and contributions to public service.

READ | DILG urges LGUs to establish dedicated business permit offices, permanent licensing positions

The Department of the Interior and Local Government (DILG) is urging cities and municipalities nationwide to establish dedicated Business Permits and Licensing Offices (BPLOs) and permanent licensing positions to simplify business transactions, attract investments, and strengthen local economies.

Under DILG Memorandum Circular No. 2026-055, the Department emphasized the need to institutionalize business permitting and licensing services, recognizing the business sector's vital contribution to local revenue generation and economic development.

As of June 2026, 1,174 cities and municipalities, or 75.53%, have established BPLOs. However, only 360, or 23.47%, have created plantilla positions for Business Permit and Licensing Officers, underscoring the need to strengthen LGUs' capacity to deliver efficient and reliable services.

A dedicated BPLO serves as a centralized office for business permit issuance, establishment inspections, payment processing, and local revenue collection, helping businesses navigate government requirements more efficiently.

The DILG encouraged LGUs to institutionalize these offices and create permanent positions for qualified personnel to ensure continuity, accountability, and effective implementation of business permitting and licensing functions.

Under Republic Act No. 7160, or the Local Government Code of 1991, city and municipal governments may establish BPLOs and corresponding plantilla positions through ordinances passed by their respective sanggunians, subject to available funds and Department of Budget and Management (DBM) and Civil Service Commission (CSC) regulations.

The initiative also reinforces Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, and advances President Ferdinand R. Marcos Jr.'s agenda of streamlining government transactions and promoting local economic growth.

The DILG stressed that strengthening local business permitting systems is essential to creating a business-friendly environment where entrepreneurs can operate more efficiently, investments can flourish, and more economic opportunities can reach Filipino communities.
