WORKERS STILL FIGHTING FOR KALAYAAN AT KAGINHAWAHAN DREAM OF THE 1896 REVOLUTION
As the country commemorates National Heroes Day, Partido Manggagawa (PM) called on the unsung heroes, the working class, to continue fighting for the unfinished dream of freedom and prosperity (Kalayaan and Kaginhawahan) envisioned by the heroes of the 1896 Revolution.

This Katipunan dream, the group said, remains out of reach for millions of workers facing poverty, insecure jobs, and repression of their right to organize. Workers may relish the holidays and long weekends remembering our heroes, but living a life of dignity and prosperity is what truly matters when evaluating the outcome of the Philippine revolution.

“Hindi sapat ang pag-aalay ng bulaklak sa mga bayani ng nakaraan. Ang tunay na pagpupugay sa kanila ay ang pagtiyak na nararanasan na ngayon ng mga manggagawa ang kalayaan at kaginhawaang ipinangarap nila,” said Partido Manggagawa Chair Renato Magtubo.

More than a century after the Revolution, a large part of the working class remains mired in poverty. Wages remain low, contractualization and other forms of precarious work are widespread, and workers’ rights to organize and form unions continue to be suppressed.

Partido Manggagawa said the country’s freedom remains hollow if its only choice is which foreign power to support.

“Malaya nga ba ang bayan kung ang direksiyon ng ating ekonomiya at pulitika ay patuloy na itinatakda ng mga dayuhang interes at lokal na naghaharing uri?” Magtubo asked.

Magtubo also stressed that political and economic power in the country has merely changed hands. Politics, once dominated by the ilustrados, is now controlled by corrupt dynasties, while an economy once controlled by hacienderos and the principalia has been transferred to large capitalists who control a substantial share of the country’s wealth and livelihood.

“Hindi nagbago ang batayang kaayusan: iilan ang naghahari, habang milyon-milyon ang lumilikha ng yaman ngunit hindi nakikinabang dito,” said Magtubo.

The group also noted that heroes of the past used pen names to evade colonial repression and continue the struggle. Today, it said, genuine heroes do not need aliases to fight for the country.

“Kung ginagamit ang alias upang pagtakpan ang pagnanakaw, at inuutusan pa ang mga tauhan na gawin ito, hindi iyon asal-bayani. "Asal-aristokrata iyan - at ang ganitong uri ng pamumuno ay walang lugar sa isang demokratikong republika,” PM added.

For the group, the new heroes of the present are workers who create wealth every day; those who organize and fight despite repression; and those who dare to envision change beyond the current system ruled by dynasties and exploitative capitalists.

“Hindi natapos ang diwa ng 1896 sa pagpapalit ng watawat. Ang tunay na kalayaan ay kalayaan mula sa kahirapan, pagsasamantala at paghahari ng iilan,” stressed Magtubo.

The group called on workers, the youth, and other sectors to strengthen unity and organized action for meaningful social change.

“Manggagawa ang mga bagong bayani. Panahon nang ang mga lumilikha ng yaman ang magkaroon ng kapangyarihang baguhin ang bayan,” Partido Manggagawa concluded. # # #

| Quezon City remained the largest contributor to the Philippine economy in 2025, accounting for 6.0 percent of gross domestic product or P1.4 trillion at constant prices, the Philippine Statistics Authority said.

Makati City followed with P1.27 trillion or 5.5 percent of GDP, while Manila posted P1.06 trillion or 4.6 percent. Taguig City ranked fourth with P686 billion or 2.96 percent, and Davao City placed fifth with P601 billion or 2.6 percent.

Ang mga minimum wage earners ay hindi rin nakukuha ang dagdag na P60 na sweldo dahil sa injunction ni Judge Manongsong. Mabuti itong apat na senador, mayayaman.

Ayon kay Gatchalian, hindi na nakukuha ni Legarda ang kanyang sweldo matapos maghain ng medical leave.

Sa ambush interview sa Senado, sinabi pa ng Senate President na ang tatlo pang senador kung saan ay nasa kulungan ang dalawa, sina Marcoleta at Estrada, habang si dela Rosa na nananatiling at large ay hindi na rin nakukuha ang kanilang mga sahod.

Ipinaliwanag ni Gatchalian na ang mga hindi naibigay na sweldo ay maaaring ideklara bilang Senate savings.

𝐒𝐭𝐚𝐭𝐞𝐦𝐞𝐧𝐭 𝐨𝐟 𝐭𝐡𝐞 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧 𝐨𝐧 𝐇𝐮𝐦𝐚𝐧 𝐑𝐢𝐠𝐡𝐭𝐬 𝐨𝐧 𝐭𝐡𝐞 𝐜𝐨𝐧𝐭𝐢𝐧𝐮𝐞𝐝 𝐬𝐮𝐬𝐩𝐞𝐧𝐬𝐢𝐨𝐧 𝐨𝐟 𝐭𝐡𝐞 𝐍𝐂𝐑 𝐦𝐢𝐧𝐢𝐦𝐮𝐦 𝐰𝐚𝐠𝐞 𝐢𝐧𝐜𝐫𝐞𝐚𝐬𝐞

The Commission on Human Rights (CHR) expresses concern over the continued suspension of the minimum wage increase under NCR Wage Order No. 27, issued by the Regional Tripartite Wages and Productivity Board–National Capital Region (RTWPB-NCR). While respecting the independence of the judiciary and the right of all parties to pursue legal remedies, the Commission stresses that prolonged delays in wage adjustments have real consequences for workers’ economic security and their ability to live with dignity.

The wage order provides for an ₱85 increase in the daily minimum wage of covered workers in Metro Manila, to be implemented in two tranches. Its implementation, however, was suspended through judicial orders, initially through a temporary restraining order and later through a writ of preliminary injunction, while the underlying legal issues remain pending.

Proceedings involving workers’ wages carry real and immediate consequences for workers and their families. For millions of Filipino workers, wages determine whether families can afford food, transportation, housing, education, health care, and other basic necessities. As the cost of living continues to place significant pressure on low-income households and daily wage earners, delays in measures intended to augment workers’ incomes may further deepen their economic insecurity.

The right to work includes the right to just and favourable conditions of work, including fair remuneration that enables workers and their families to live with dignity. A minimum wage must therefore be understood not only in terms of economic policy, but also in relation to the State’s broader obligation to advance social justice and protect workers’ economic and social rights.

At the same time, the Commission recognizes the legitimate concerns of employers, including business sustainability and the preservation of employment. These concerns must be addressed through meaningful social dialogue and the mechanisms provided by law, with due regard to the welfare and dignity of workers who bear the immediate impact of rising prices and inadequate incomes.

CHR therefore calls for the expeditious resolution of the pending legal issues surrounding NCR Wage Order No. 27. Prolonged uncertainty should not leave workers and their families in a state of economic insecurity, particularly when the wage adjustment resulted from the country’s established tripartite wage-setting process.

The Commission urges all concerned institutions and stakeholders to ensure that the resolution of this matter remains guided by social justice, meaningful participation, and respect for the rights and dignity of workers. Whatever legal remedies are pursued, the human impact of delayed wage adjustments must remain central to the process.

CHR remains steadfast in safeguarding the rights of Filipino workers and advancing conditions that enable every person to work, provide for their families, and live in dignity.
