The National Youth Commission (NYC) was established by virtue of Republic Act 8044, or the Youth in Nation-Building Act, which was enacted in 1995. This law provided for the creation of a National Comprehensive and Coordinated Program on Youth Development. The NYC provides the youth with opportunities to be an active partner in nation-building through youth programs and projects that will develop

and harness their potentials and enable them to be of great service to their country and community. The creation of new policies and advocacies for youth development also allows the NYC to push for reforms and the creation of new measures to implement better services for the youth and the communities. Vision
The Commission envisions the Filipino youth to be: "enabled, involved and patriotic youth realizing their aspirations." In this regard, the Commission envisions itself to be the โ€œvoice and advocate of the youthโ€. Mission
NYC commits to achieve this mission: โ€œto promote sustainable developmental policies and programs for and with the Filipino Youth.โ€

As a youth-centered agency, the NYC shall:

1. Advocate policies on youth protection and participation;

2. Build and sustain partnerships and networks; and

3. Foster youth participation in community development and good governance.โ€



Core Values

The following are the core values of the Commission:

a) INTEGRITY - We shall be honest in all our dealings and transactions, adhering to moral principles and character. We shall be ruled with righteousness at all times be it in our decisions or actions; demonstrating mutual respect and trust in others. b) RESPECT - We shall regard everyone, in our words and actions, with high esteem and courtesy, understanding where our rights end and someone elseโ€™s begin. c) EQUALITY - We shall not discriminate by word or conduct, anyone on account of personality, physical appearance, race, perceived economic status, gender, political and religious beliefs. d) DISCIPLINE - We shall act with strength of character and self-control in accordance with rules and norms. e) EXCELLENCE- We shall constantly undertake our tasks with highest standards not setting for anything less. f) TEAMWORK - We shall remain united, loyal and committed; acting together with dynamism working toward a shared responsibility in the interest of the common good. g) GOD-CENTEREDNESS - We shall glorify and revere the Almighty God. We offer to Him all that we are and all that we do; and submit ourselves to His will.

| NYC BUILDS STRONGER LOCAL YOUTH GOVERNANCE IN LANAO DEL SUR THROUGH LYDP CAPACITY-BUILDING WORKSHOP

The National Youth Commission (NYC), through its Davao Area Office, conducted the Lanao del Sur Local Youth Development Plan (LYDP) Workshop, Coaching, and Mentoring Session from April 27 to 30, 2026, at the Provincial Social Hall, New Capitol Complex, Marawi City, aimed at strengthening local capacities in youth governance and development planning.

The activity gathered Local Youth Development Officers (LYDOs) and Sangguniang Kabataan (SK) Pederasyon Presidents from across the province, fostering collaboration and alignment in implementing responsive youth programs. Participants were guided on the status and completion of LYDPs and the functionality of Local Youth Development Councils (LYDCs), emphasizing alignment with national frameworks. Key sessions focused on monitoring and evaluation (M&E) processes, including proper report submission, encoding, and compliance timelines, while addressing common challenges faced by local government units (LGUs).

Furthermore, the workshop featured updates on NYC advisories and policies, ensuring that LGUs remain informed and aligned with national directives. A walkthrough of the SK Web Portal was also conducted, equipping participants, especially LYDOs, with practical skills in navigating the system, managing accounts, and encoding reports. Through a coaching and mentoring approach, participants engaged in open discussions, allowing them to raise concerns and questions that needed to be addressed.

With technical assistance from NYC, the activity strengthened LGUs' capacities in planning, compliance, and reportingโ€”reinforcing their commitment to delivering effective and impactful programs for the youth of Lanao del Sur.

The National Youth Commission (NYC), through its Davao Area Office, supported the conduct of the Good Governance Academy โ€“ Technical Assistance on May 9โ€“11, 2026, at Big 8 Hotel, Tagum City, gathering young leaders and equipping them with essential knowledge on their roles as newly elected Sangguniang Kabataan (SK) officials.

The activity aimed to strengthen the understanding of the roles and responsibilities of Sangguniang Kabataan (SK) officials upon assuming office, anchored in Republic Act 10742. Participants were guided on how to effectively serve their constituents by first understanding their youth through Katipunan ng Kabataan (KK) profiling and by hearing their voices through regular KK assemblies, ensuring that programs are responsive and grounded in the real needs of the community.

Discussions also highlighted key governance processes, including planning through the Comprehensive Barangay Youth Development Plan (CBYDP) and allocating resources responsibly through proper budgeting and adherence to financial guidelines. Emphasis was placed on implementing relevant and responsive programs that directly benefit the youth sector. To complete the cycle of good governance, participants were oriented on the importance of monitoring and evaluation (M&E) in assessing performance, ensuring transparency, and improving program delivery.

Through the NYCโ€™s support, the program empowered young leaders and deepened their understanding of their roles and responsibilities, providing them with guidance on implementing a clearer and more structured approach to effective and accountable youth governance.

LOOK | NYC PARTNERS WITH INDIGENOUS YOUTH, OUTLINES PLANS TO AMPLIFY IP YOUTH VOICES

The National Youth Commission (NYC) Chairperson and CEO, Undersecretary Joseph Francisco "Jeff" R. Ortega, met with leaders from the Ugnayin National Indigenous Youth Network Philippines (UGNAYIN PH) last May 21, 2026, during the I-YES Camp 2026 at IO International in Diliman, Quezon City. The roundtable discussion centered on strategic pathways to amplify and strengthen Indigenous Peoples (IP) youth voices by translating the network's national agenda, the "Diliman Declaration," into actionable public programs. In response to priorities raised by indigenous leaders representing 12 organizations nationwide, Chairperson Ortega announced a comprehensive strategy to expand institutional support, mental health access, and environmental platforms tailored specifically for IP youth.

Central to this strategy is a plan to map and converge IP youth groups through the NYCโ€™s Youth Organization Registration Program (YORP). To ensure grassroots impact, the Commission will issue an official resolution encouraging the Sangguniang Kabataan (SK) to allocate funding for local IP youth initiatives to develop sustainable programs for IP youth. During the discussion, the need for dedicated IP youth champions to safeguard ancestral domain concerns was also emphasized.

The networkโ€™s cultural and environmental advocacy will also receive substantial institutional support from the NYC through an official media studio to host an "IP Youth Show" aimed at boosting cultural visibility nationwide and encourage more youth-led initiatives.

Additionally, an upcoming Memorandum of Agreement (MOA) will establish a dedicated tracking and monitoring network to support these initiatives on the ground. Aligning with the organizationโ€™s focus on wellbeing, the NYC also aims to integrate culturally grounded peer-support frameworks, such as the Mental Health Youth Hub PH, ensuring that national psychosocial frameworks remain highly accessible for the youth.

The National Youth Commission (NYC) Chairperson and CEO Undersecretary Joseph Francisco "Jeff" R. Ortega highlighted the agencyโ€™s proactive digital safety initiatives during the "Pillars of Protection" conference held at the Park Inn by Radisson Hotel last May 21, 2026. Serving as a panel reactor, Chairperson Ortega rallied the participants to take immediate action by identifying and replicating effective models to protect the Filipino youth from online exploitation.

To institutionalize these preventive measures, Chairperson Ortega shared updates on the Cyber Youth Leadership Course, developed with the National Intelligence Coordinating Agency (NICA) and the Philippine Public Safety College (PPSC). The program equips young leaders with digital rights and online risk-mitigation skills, and recently graduated its pioneer batch of 45 Sangguniang Kabataan (SK) and Local Youth Development Council (LYDC) members.

Chairperson Ortega also encouraged multi-sectoral partnerships with the NYC, highlighting the strategic collaboration with Meta and its new Teen Accounts feature, which protects youth online by default through strict privacy settings.

To guarantee widespread, cost-free accessibility, the NYC is spearheading the development of standardized modules hosted on an open-access Learning Management System (LMS), enabling SK officials and community leaders nationwide to conduct local safety orientations.

Looking ahead, Chairperson Ortega announced that OSAEC prevention will be integrated as a core component of the upcoming 2027 Anti-Bullying Summit to expand youth-led advocacy, ensure policy alignment with Republic Act No. 11930, also known as the Anti-OSAEC Act and elevate digital child protection.

The high-level conference was organized by Mission Alliance in partnership with the Center for the Prevention and Treatment of Child Sexual Abuse (CPTCSA), Philippine Childrenโ€™s Ministries Network (PCMN), International Justice Mission (IJM) and World Vision Development Foundation (WVDF).

The National Youth Commission (NYC) held the last Philippine Youth Development Plan - External Task Force (PYDP-ETF) Meeting of the first semester on May 25, 2026, at the Cocoon Boutique Hotel in Quezon City, gathering members of the Agriculture and Environment Cluster.

The NYC Commissioner-at-Large Assistant Secretary Gervy James Gumarit, Chairperson of the Committees on Agriculture and Environment, spearheaded the meetingโ€™s proceedings. Also attending the PYDP-ETF meeting was the Commissioner representing Visayas, Assistant Secretary Juanquine โ€œWackyโ€ Racho, Co-chairperson of the Committee on Environment.

Together with partner government agencies, organizations, and other development partners, the NYC tackled the recent developments in achieving the goals of the PYDP cluster, underscoring significant accomplishments from the past year, updates, and future commitments and plans. A key highlight of the meeting was the discussion on climate and disaster resilience programs for youth that can be improved and collaboratively developed by the PYDP-ETF.

The NYC recognizes the importance of strengthened partnerships in advancing the Philippine Youth Development Planโ€™s goals. Through collective efforts, every member of the ETF can contribute to empowering the development of the nationโ€™s youth today and the leaders of tomorrow.

The National Youth Commission (NYC) convened youth development stakeholders for the Philippine Youth Development Plan - External Task Force (PYDP-ETF) Health and Education cluster on May 21, 2026, at the Hive Hotel in Quezon City. Participants included partner government agencies and organizations of the PYDP-ETF Cluster, who engaged in dynamic discussions on bolstering youth engagement in local and national development.

Spearheading the meetingโ€™s proceedings was the NYC Commissioner representing Mindanao Assistant Secretary Bianca Patrice Go, PYDP Chairperson on the Committee on Health. Also present at the activity was the Commissioner representing Visayas, Assistant Secretary Juanquine โ€œWackyโ€ Racho.

The meetingโ€™s agenda included key discussions on updates from partner institutions on the projects, programs, and activities to be implemented, as aligned with the Health and Education Centers of Participation of the PYDP. The NYC highlighted its recent health and education initiatives and accomplishments over the past year, then delved into potential future collaborations to strengthen youth promotion across sectors.

Through initiatives such as the PYDP-ETF meetings, the NYC continues to champion youth participation, empowerment, and nation-building, amplifying the voices and needs of the youth by fostering strategic projects and partnerships that help shape todayโ€™s youth into the leaders of a better tomorrow.
