The Procurement Service-Department of Budget and Management (PS-DBM), through the PhilGEPS Office, invites Government Agencies, Merchants, and Observers to participate in the E-Bidding Facility Deep Dive Training for 2026.

This training aims to strengthen participants’ knowledge and practical use of the PhilGEPS E-Bidding Facility, in support of the government’s ongoing efforts to promote transparency, efficiency, and digital transformation in public procurement.

• Merchants – 1 Day
• Observers – Half Day

The submission of FY 2025 Agency Procurement Compliance and Performance Indicator (APCPI) results by all Procuring Entities is hereby suspended pending the issuance of the updated APCPI template under the New Government Procurement Act (NGPA) framework.

Procuring Entities are advised to await the issuance of a subsequent advisory, which will provide further guidance on the updated APCPI assessment tool and the revised timelines for submission.

2026-04: Following the publication of a Notice on the Decommissioning of the PhilGEPS 1.5, dated February 25, 2026, the Procurement Service-DBM (PS-DBM) issues this advisory to inform Procuring Entities (PEs)—who belong to the third batch for decommissioning with last day of posting procurement opportunities in PhilGEPS 1.5 on February 28, 2026—are now provided with an extension period until April 30, 2026. This means that only then will these agencies no longer be able to post new procurement opportunities in PhilGEPS 1.5.

This extension is granted to provide additional transition support and allow sufficient time to address user adoption requirements, including system familiarization, registration processes, password retrieval and reset concerns, and other operational issues encountered during the full migration to the modernized PhilGEPS. The extended timeline aims to ensure a smooth, orderly, and compliant transition while minimizing disruption to procurement operations.

This is to also clarify that previous deadlines for the first and second batches, as well as the approximately 300 PEs utilizing the eBidding Facility (see list here:
https://drive.google.com/file/d/1YcPLwgEL3Lr2-My_eUZoYbr5d_hmbcYH/view), remain the same.

The transition to the full use of the Modernized PhilGEPS is pursuant to GPPB Resolution No. 09-2025, titled “Approving the Recommendation of the PS-DBM for the Decommissioning of the Philippine Government Electronic Procurement System (PhilGEPS) 1.5 and the Use of the Modernized PhilGEPS Based on Prescribed Timelines.”

All concerned PEs are hereby enjoined to continue their preparations for full utilization of the mPhilGEPS and to ensure readiness within the extended timeline.
