Isinagawa ang Committee Hearing ng Committee on Transportation noong July 1, 2026, na pinangunahan ni Hon. Romeo Chua, Jr., Chairperson ng nasabing komite.

Tinalakay sa pagdinig ang kahilingan ng BUCATODA (Budiong Canduyong Tricycle Operators and Drivers Association) kaugnay ng pagtatatag ng parking terminal sa loob ng munisipalidad ng Odiongan.

Sa pagdinig, inilahad ng samahan ang kahalagahan ng pagkakaroon ng maayos at itinalagang terminal upang mapabuti ang daloy ng trapiko, mapanatili ang kaayusan sa mga lansangan, at mabigyan ng ligtas na lugar ang mga pasahero at mga tsuper ng traysikel.

Masusing sinuri ng komite ang nasabing kahilingan, kabilang ang posibleng lokasyon ng terminal, epekto nito sa trapiko, at ang pagsunod sa mga umiiral na batas at regulasyon ng lokal na pamahalaan.

Binigyang-diin din ang pangangailangan ng koordinasyon sa pagitan ng samahan, Municipal Traffic Management Office, at iba pang kinauukulang tanggapan upang matiyak ang maayos na implementasyon sakaling ito ay aprubahan.

Ipinunto ng komite ang kahalagahan ng pagkakaroon ng organisado at sistematikong transportasyon bilang bahagi ng patuloy na pag-unlad ng bayan at mas maayos na serbisyo para sa publiko.

Sangguniang Bayan of Odiongan

The 25th Regular Session of the Sangguniang Bayan of Odiongan was held on June 29, 2026, presided over by Odiongan Vice Mayor Butchoy Arevalo.

During the Privilege Hour, Hon. Kaila A. Yap delivered a meaningful address emphasizing that education remains one of the most important investments for the people. She highlighted the financial challenges faced by many deserving students, which often hinder them from completing their education.

In response, she introduced a proposed measure entitled:
“An Ordinance Institutionalizing the Municipal Scholarship of Odiongan.”

The proposed ordinance aims to ensure that scholarship assistance becomes permanent, transparent, and accessible to qualified students, regardless of changes in administration. She underscored that the initiative is not only about financial aid but also about creating opportunities, empowering the youth, and investing in the future of the municipality.

The Sangguniang Bayan deliberated on and approved the following resolutions:

📌 Resolution requesting the Department of Agriculture – Regional Field Office IV-B (MIMAROPA), through Regional Executive Director Atty. Christopher R. Bañas, for the funding and construction of a Kadiwa ng Pangulo “Bagsakan” Center in Odiongan, including the provision of a service transportation vehicle.

Dahil sa kawalan ng quorum ng Committee on Peace and Order noong naturang pagdinig, hindi natalakay ang Barangay Ordinance No. 02 na may kaugnayan sa curfew para sa mga menor de edad sa Brgy. Libertad.

Samantala, tinalakay sa pagdinig ang mga sumusunod na Barangay Ordinances ng Barangay Libertad:

📌 Barangay Ordinance No. 03 – “An Ordinance prohibiting the use of streetlight poles for hanging wires, cables and other objects in Brgy. Libertad and providing penalties for violations thereof.”

📌 Barangay Ordinance No. 04 – “An Ordinance prohibiting minors from being in internet cafes or wifi for rent establishments during class hours and late hours, providing penalties thereof and for other purposes.”

Sa pagdinig, masusing sinuri ng mga komite ang mga probisyon ng bawat ordinansa upang matiyak ang pagiging angkop, legalidad, at epektibong pagpapatupad nito sa barangay.

Binigyang-diin ang kahalagahan ng kaayusan sa pampublikong imprastraktura at ang pangangalaga sa kapakanan at disiplina ng kabataan sa loob ng komunidad.

Ipinunto rin ang pangangailangan ng koordinasyon sa pagitan ng barangay at mga kinauukulang tanggapan upang masiguro ang maayos at epektibong implementasyon ng mga ordinansang ito.

Isinagawa ang Committee Hearing ng Committee on Social Welfare and Community Development noong Hunyo 22, 2026, na pinangunahan ni Hon. Joel F. Falogme, Chairperson ng nasabing komite.

Tinalakay sa pagdinig ang review ng panukalang ordinansa na pinamagatang:
“An Ordinance Providing Social Services and Livelihood Opportunities to Reintegrated Individuals in the Municipality of Odiongan, Romblon.”

Sa pagdinig, masusing sinuri ng komite ang mga probisyon ng panukala, kabilang ang layunin, saklaw, at mga mekanismo ng pagpapatupad, upang matiyak na ito ay makatutugon sa pangangailangan ng mga indibidwal na sumasailalim sa reintegration.

Binigyang-diin din ang kahalagahan ng napapanatiling kabuhayan, access sa mga serbisyong panlipunan, at mga programang nakabatay sa komunidad upang maisulong ang matagumpay na pagbabalik at integrasyon ng mga benepisyaryo sa lipunan.

Ipinunto ng komite ang pangangailangan ng maayos na koordinasyon ng mga kinauukulang tanggapan at stakeholder upang matiyak ang epektibong implementasyon ng ordinansa at ang mas malawak na benepisyo nito sa komunidad.

𝗥𝗘𝗚𝗨𝗟𝗔𝗥 𝗦𝗘𝗦𝗦𝗜𝗢𝗡 | 𝗝𝘂𝗻𝗲 𝟮𝟮, 𝟮𝟬𝟮𝟲

The 24th Regular Session of the Sangguniang Bayan of Odiongan was held on June 22, 2026, presided over by SbkapJuvy F. Faderogaya as Temporary Presiding Officer in the absence of Vice Mayor Michael “Butchoy” Arevalo, who was on official travel.

During the privilege hour, Hon. Nicky Faderogao delivered a privilege speech highlighting the situation of local vegetable and fruit producers in the municipality. He expressed concern over the challenges faced by farmers and small-scale vendors who are forced to sell their produce under extreme weather conditions, whether under the scorching heat of the sun or during heavy rains, without proper shelter.

Hon. Faderogao emphasized the vital role of these producers in ensuring food security and contributing to the local economy. He called on the Local Government Unit to prioritize the establishment of a safe and covered selling area or market shelter to provide protection for vendors, preserve the quality of their products, and improve their working conditions. He stressed that providing proper facilities is a concrete way of recognizing and supporting the sacrifices of farmers and small business owners.

This was followed by a privilege speech from Hon. Jackiri Jack Fernandez , who recognized and honored the observance of Pride Month celebrated every June. He highlighted the importance of acknowledging the contributions, achievements, and continuing struggle of members of the LGBTQIA+ community in promoting equality, dignity, and human rights.

Hon. Fernandez emphasized that good governance must be grounded in inclusivity, respect, and equal opportunity. He underscored the need to build a community free from discrimination and full of understanding, where diversity is recognized as a strength that enriches society. He also encouraged everyone to continue fostering a culture of acceptance, compassion, and respect, reaffirming the commitment to uphold equality, diversity, and human rights for all.

During the session, the following resolutions and documents were passed and approved:

📌 Development Permit application of Mr. Jovi K. Tan for Lot No. 070-0-283 registered under the name of Heirs of Deogracias Fetalino situated at Barangay Mayha, Odiongan, Romblon with an area of 950 sq.m. (SB Jojo Falogme)

📌 Resolution requesting the Honorable Municipal Mayor Roger Q. Fodra, Jr. through the Municipal Economic Enterprise Development Office (MEEDO) to give immediate attention to the situation of Local Vegetables and Fruit Producers particularly during this coming rainy season and provide appropriate shelter and other necessary facilities for their protection and welfare. The session reflected the Sangguniang Bayan’s continuing commitment to addressing the concerns of various sectors in the community, promoting inclusivity, and advancing policies geared toward the welfare and development of the Municipality of Odiongan.

Isinagawa noong Hunyo 17, 2026 ang isang Committee Hearing ng Committee on Land Use ng Sangguniang Bayan ng Odiongan na pinangunahan ni SB Juvy Fabello-Fetalvero Faderogaya bilang Chairperson ng komite.

Tinalakay sa naturang pagdinig ang kahilingan ni Mrs. Nanie F. Noche, OSCA Head, hinggil sa pag-isyu at paglilinaw sa Tax Declaration para sa planong konstruksyon ng isang Three-Story Senior Citizens Building sa bayan ng Odiongan.

Ang nasabing gusali ay inaasahang popondohan at isasakatuparan sa pamamagitan ng suporta ng Department of Public Works and Highways (DPWH) bilang bahagi ng layunin nitong mapalawak at mapabuti ang mga pasilidad at serbisyong nakalaan para sa mga senior citizens ng munisipyo.

Layunin ng committee hearing na masuri ang mga dokumento, legal na basehan, at mga kinakailangang requirements kaugnay ng tax declaration ng nasabing proyekto upang matiyak na ito ay naaayon sa umiiral na mga batas, regulasyon, at land use policies ng munisipalidad.

Nagbigay rin ng pagkakataon ang komite sa mga kinauukulang tanggapan at stakeholders upang magpahayag ng kanilang mga opinyon, rekomendasyon, at paglilinaw sa mga isyung may kaugnayan sa proyekto.

Sa pamamagitan ng pagdinig na ito, patuloy na isinusulong ng Sangguniang Bayan ng Odiongan ang mga hakbang na naglalayong mapabuti ang kapakanan ng mga senior citizens at masiguro ang maayos at responsableng paggamit ng lupa para sa mga proyektong may malaking pakinabang sa komunidad.

Isinagawa noong Hunyo 17, 2026 ang Unang Special Session ng Sangguniang Bayan ng Odiongan sa pangunguna ni Odiongan Vice Mayor Michael “Butchoy” Arevalo bilang Presiding Officer.

Sa naturang espesyal na sesyon, tinalakay at inaprubahan ng kapulungan ang isang mahalagang resolusyon na may kaugnayan sa mga banking at business transactions ng Pamahalaang Bayan ng Odiongan.

Naaprubahan ang:

A Resolution Updating the Authorized Signatories and Alternate Signatories of the Municipal Government of Odiongan, Romblon, in all its Banking and Business Transactions with the Land Bank of the Philippines, and for Other Purposes.

Layunin ng naturang resolusyon na tiyakin ang maayos, episyente, at tuloy-tuloy na pagproseso ng lahat ng banking at financial transactions ng lokal na pamahalaan sa Land Bank of the Philippines, alinsunod sa umiiral na mga patakaran at pangangailangan ng administrasyon.

Ang pag-update ng authorized at alternate signatories ay isang mahalagang hakbang upang mapanatili ang maayos na koordinasyon sa mga transaksyong pinansyal ng munisipyo at matiyak ang mabilis at wastong paghahatid ng serbisyo publiko sa mamamayan.

Patuloy na isinusulong ng Sangguniang Bayan ng Odiongan ang mga hakbang na naglalayong mapalakas ang mabuting pamamahala, transparency, at episyenteng serbisyo para sa kapakanan ng bawat Odionganon.

𝗥𝗘𝗚𝗨𝗟𝗔𝗥 𝗦𝗘𝗦𝗦𝗜𝗢𝗡 | 𝗝𝘂𝗻𝗲 𝟭𝟱, 𝟮𝟬𝟮𝟲

Isinagawa noong Hunyo 15, 2026 ang ika-23 na Regular na Sesyon ng Sangguniang Bayan ng Odiongan sa pangunguna ni Odiongan Vice Mayor Michael “Butchoy” Arevalo bilang Presiding Officer.

Sa Privilege Hour, nagbigay ng privilege speech si Hon. Manuel "Don-Don" F. Fernandez, Jr. hinggil sa concern ng mamamayan ukol sa distribution ng bigas sa ilalim ng Local Government Support Fund (LGSF). Binigyang-diin niya na may mga munisipalidad na sa lalawigan ng Romblon tulad ng Calatrava, San Andres, at Banton na nakapagsimula na ng pamamahagi ng rice assistance sa kanilang mga benepisyaryo, habang ang Odiongan ay hindi pa nakakapagsagawa ng kaparehong distribusyon.

Ipinaliwanag ni SB Don na ang naturang pondo ay mula sa National Government sa pamamagitan ng LGSF, at hindi mula sa pondo ng LGU. Sa kanyang talumpati, inilahad niya ang mga tanong at agam-agam ng mga mamamayan kung bakit hanggang sa kasalukuyan ay wala pang malinaw na update hinggil sa implementasyon ng rice distribution program sa Odiongan.

Binigyang-diin din niya ang kahalagahan ng agarang aksyon mula sa lokal na pamahalaan upang matugunan ang pangangailangan ng mga mamamayan, lalo na sa gitna ng patuloy na pagtaas ng presyo ng mga pangunahing bilihin. Nanawagan siya sa ehekutibong sangay para sa mas malinaw na paliwanag at agarang hakbang upang maiparating sa mga benepisyaryo ang nararapat na tulong mula sa pamahalaan.

Kasunod nito, nagkaroon ng talakayan ang kapulungan ukol sa naturang usapin, at iminungkahi ng Presiding Officer na imbitahan ang kinatawan mula sa Executive Department upang magbigay-linaw sa status ng programa at masagot ang mga katanungan ng Sangguniang Bayan.

Sa naturang sesyon, tinalakay at inaprubahan rin ang mga sumusunod na resolusyon, aplikasyon, at Memorandum of Agreement:
