π± NEW POLICY BRIEF: Institutionalizing Citizens' Participatory Internal Audit (CPIA) for Stronger Local Governance πποΈ
How can local government units bridge the gap between formal procurement rules and the capacity to verify transactions, detect risks early, and involve communities in oversight?
We are pleased to announce the release of UP CIDS Policy Brief, "Institutionalizing Citizens' Participatory Internal Audit (CPIA) for Stronger Local Governance". Authored by Jephte Olimpo MuΓ±ez and published under our Program on Data Science for Public Policy (DSPPP), this policy brief proposes an integrated Citizens' Participatory Internal Audit (CPIA) and Explainable Artificial Intelligence (XAI) approach to strengthen transparency, detect procurement anomalies, and institutionalize community-based oversight in local governance.
π Key Highlights from the Policy Brief:
βοΈ The CPIA-XAI Hybrid Model: Combining trained citizen co-auditors with explainable AI risk-detection analytics to process procurement data, identify patterns, and organize verifiable evidence.
ποΈ Addressing Procurement Vulnerabilities: Tackling persistent local governance risks such as ghost deliveries, contract splitting, overpricing, weak bid evaluation, and transparency gaps.
π¦ Phased Institutionalization Roadmap: Recommending a short-term Joint Memorandum Circular (JMC) by COA, DILG, and DBM, transitioning to LGU ordinances, and ultimately establishing a long-term legislative framework.
π‘ Fiscally Responsible Governance: Outlining an equitable, tiered budget allocation framework across LGU classifications supported by shared regional and provincial digital infrastructure.
By marrying human participation with machine transparency, local governments can move beyond simple compliance toward genuinely accountable and participatory public service.
