December 9, 2025 – In accordance with the International Standards of Supreme Audit Institutions (ISSAI) 200:64, the Commission on Audit (COA) Team conducted an Entrance Conference with Romblon State University. The conference aimed to communicate the planned audit scope and timeline for Calendar Year (CY) 2025, as well as to discuss significant audit areas and initial matters noted by the Audit Team.

The discussions focused on the audit thrusts and key transactions, the availability and completeness of financial records, reports and related information, the responsibility on the preparation and fair presentation of financial statements, the preparation of required schedules, analyses, and other documents necessary to facilitate the audit.

The Entrance Conference concluded with a mutual understanding of the roles and responsibilities of both the Audit Team and the University representatives. Romblon State University (RSU) expressed its commitment to provide full cooperation and the timely submission of required documents and information to ensure the smooth and efficient conduct of the audit.

REMINDER: DEADLINE ON CLAIMS FOR REIMBURSEMENT AND REQUEST FOR ISSUANCE OR LIQUIDATION OF CASH ADVANCES

In compliance with the Commission on Audit (COA) Circular 97-002 and in preparation for our year-end financial reports, we will ensure timely liquidation of all outstanding cash advances and processing of reimbursements. These measures are crucial to maintain a transparent, accountable, and accurate reporting in connection to the University’s Ten-point Agenda and Quality Policy.

We request ALL accountable officers to adhere to the deadlines in order to provide the Finance Unit an adequate time to process the transactions and prepare the financial statements. We also advise that requests for cash advance will be submitted to our office on/or before December 10, 2025 (Wednesday).

Hence, we encourage all heads/directors/deans and project leaders to conduct thorough financial planning and review in preparation for the closing of accounts. We need to ensure that all financial transactions are properly recorded, pending obligations are settled, and budget utilization is maximized in accordance with regular accounting, budgeting, and auditing rules and regulations.

In preparation for the University’s Report on Property, Plant, and Equipment for the year 2025, the RSU Accounting Office, together with the Supply and Property Management Office conducted a 𝑷𝒉𝒚𝒔𝒊𝒄𝒂𝒍 𝑰𝒏𝒗𝒆𝒏𝒕𝒐𝒓𝒚 𝑪𝒐𝒖𝒏𝒕 on RSU Tablas, Sibuyan, and Romblon Campuses from November 17 to 27, 2025.

The inventory activity was carried out to validate the existence, condition, and proper documentation of all PPE items, ensuring compliance with applicable accounting standards and strengthening the integrity of the University’s asset records.

The RSU Accounting and Supply Office conveys its sincere appreciation to the campus directors and PPE custodians for their invaluable cooperation and support. Their dedication and active participation were instrumental in the successful completion of this university-wide initiative.

LOOK: Selected employees from the RSU Accounting Office attended the 𝐒𝐄𝐌𝐈𝐍𝐀𝐑 𝐎𝐍 𝐋𝐀𝐖𝐒 𝐀𝐍𝐃 𝐑𝐄𝐆𝐔𝐋𝐀𝐓𝐈𝐎𝐍𝐒 𝐎𝐍 𝐆𝐎𝐕𝐄𝐑𝐍𝐌𝐄𝐍𝐓 𝐄𝐗𝐏𝐄𝐍𝐃𝐈𝐓𝐔𝐑𝐄𝐒 held on November 17-20, 2025 at Commonwealth Avenue, Quezon City. The four-day training seminar was hosted by the Commission on Audit (COA).

The seminar provided an in-depth discussion of the accounting and auditing rules that govern the disbursement of government funds. Topics covered included regulations on personal services, traveling expenses, procurement of supplies and materials, repairs and maintenance of motor vehicles and government facilities, capital outlay, and other forms of government expenditures.

Participants were guided through the principles of public accountability, with emphasis on their role in ensuring full compliance with accounting and auditing requirements. Case studies, workshops, and practical exercises were integrated into the lectures to strengthen understanding and application of fiscal laws and COA regulations.

The activity enhanced the participants’ competence in handling government transactions and reinforced their commitment to transparent, lawful, and responsible financial management within the agency.

The Accounting Office joined in the spooky fun as one of the offices visited by the adorable kids during RSU’s Halloween Trick or Treat 2025! Dressed as little ghouls, superheroes, fairies, and mini monsters, the children filled the office with laughter and excitement as they collected their sweet treats. It was a simple yet joyful celebration that brought smiles to everyone and made the day a little more magical and memorable.

[𝗥𝗘𝗔𝗗] The Accounting Unit took part in the 𝑻𝒂𝒓𝒑𝒐𝒕𝒔 𝑷𝒓𝒐𝒋𝒆𝒄𝒕 𝑨𝒄𝒕𝒊𝒗𝒊𝒕𝒚 held at RSU Gymnasium. This activity was conducted today, July 31, 2025, in support of the University’s ongoing campus greening initiatives and environmental sustainability programs.

The event featured a demonstration on the creation of “Tarpots”— planting pots made from recycled tarpaulin materials. These reusable pots serve as eco-friendly alternatives to plastic containers and promote innovative recycling practices within the university community.

Ms. Shiela Buen F. Servañez, SAO Finance and Unit Head, together with two Accounting Staffs, actively participated in the activity and demonstrated their support for the said sustainability efforts.

A simple yet special recognition program was held in the Accounting Office last May 14, 2025 to celebrate the successful completion of the internship of Ms. Giecel F. Faina and Ms. Carlota Shale D. Rodesma. The activity included an awarding ceremony and meaningful messages of gratitude from the Accounting employees. Sincere appreciation is extended to the trainees for their dedication and valuable contribution during their 600 hours of service. May this experience serve as a strong foundation for their professional growth and future achievements. ✨
