In line with the continuing efforts to strengthen community-based peacekeeping initiatives, the Department of the Interior and Local Government conducted an orientation-seminar on Legal Boundaries and Accountability for BPAT Members aimed at enhancing the awareness and understanding of Barangay Peacekeeping Action Team (BPAT) members regarding their duties, limitations, and responsibilities in the performance of their functions.

The activity highlighted the importance of upholding professionalism, discipline, and accountability among BPAT members in carrying out their mandate of maintaining peace and order within the barangay. Discussions also emphasized adherence to existing laws, proper protocols, and ethical standards in community service.

The session was facilitated by John Carlo M. Vergara, LGOO V of DILG Olongapo City, who shared valuable insights and guidance to further promote responsible and lawful public service among community volunteers.

Through initiatives such as this, the DILG continues to support and empower barangays in building safer, more organized, and resilient communities.

DILG Olongapo City Director Armi V. Bactad, CESO V joined the esteemed Punong Barangays of Olongapo City during the Regular Liga ng mga Barangay (LnB) Chapter Meeting for the month of May, hosted by Barangay Barretto.

The meeting served as a vital platform for discussing key barangay governance concerns and development priorities, including healthcare systems and benefits, the crucial role of barangays in the operationalization of the City’s Balay Silangan, and Solid Waste Management, among other important matters.

During the meeting, Director Bactad also highlighted the sustained implementation of DILG programs and reaffirmed the office’s steadfast commitment to empowering barangays, strengthening local governance, and supporting communities in achieving excellence through continued collaboration with the DILG and its partner agencies.

The Philippine National Public Key Infrastructure (PNPKI) Orientation was successfully conducted to strengthen awareness and understanding of secure digital transactions, electronic authentication, and cybersecurity practices among personnel.

The activity was led by Kevin Lords Montevirgen from the Department of Information and Communications Technology, who discussed the importance of PNPKI in promoting secure and reliable digital communications and government services.

The orientation further emphasized the commitment to advancing digital governance, data security, and efficient public service delivery through modern technological solutions.

The DILG Olongapo City, through City Director Armi V. Bactad, CESO V, formally conferred the 2025 Seal of Child-Friendly Local Governance (CFLGA) to the City Government of Olongapo, received by Mayor Atty. Rolen C. Paulino Jr., Vice Mayor Kaye Ann S. Legaspi, the City Councilors, and the members of the Olongapo City Council for the Protection of Children (OCCPC).

𝗟𝗢𝗢𝗞 | 2𝗻𝗱 𝗤𝘂𝗮𝗿𝘁𝗲𝗿 𝟮𝟬𝟮𝟲 𝗝𝗼𝗶𝗻𝘁 𝗖𝗣𝗢𝗖–𝗖𝗔𝗗𝗔𝗖 𝗠𝗲𝗲𝘁𝗶𝗻𝗴

The City Government of Olongapo convened the 2nd Quarter Joint Meeting of the City Peace and Order Council (CPOC) and the City Anti-Drug Abuse Council (CADAC) on 29 April 2026, bringing together key agencies, barangays, and community partners to assess the city’s peace and order and anti-drug situation and to strengthen inter-agency coordination.

Led by Mayor Rolen C. Paulino Jr., member-agencies presented updates on crime prevention, anti-illegal drug operations, fire safety and disaster preparedness, jail management and rehabilitation, and community-based interventions.

The meeting also served as a venue for discussing emerging concerns and policy directions to further enhance public safety and community well-being.
During the meeting, the Council approved key measures, including:

✔️ Proposed ordinance requiring security personnel for 24/7 establishments
✔️ Support for the Safer Cities Initiative
✔️ Endorsement of Olongapo applicants to the Basic Citizen Military Training
✔️ Adoption of the DILG KALINISAN Program

The gathering reaffirmed the importance of a whole-of-government and whole-of-society approach, highlighting strong collaboration and shared responsibility in sustaining peace, order, and security and in moving Olongapo forward as a safe, orderly, and resilient city.

Guided by its mandate to strengthen grassroots justice systems, the Department of the Interior and Local Government (DILG) Olongapo City actively took part as resource speaker in the Training-Seminar of Barangay East Bajac-Bajac for its Lupong Tagapamayapa held on April 22, 2026.

In this capacity, the DILG provided technical guidance and capacity-building support, equipping Lupon members with the necessary knowledge and skills to effectively implement the Katarungang Pambarangay System. The session emphasized the role of barangays as the frontline of dispute resolution, ensuring accessible, efficient, and community-based justice mechanisms.

This initiative further reinforces the commitment to uphold the standards of the Lupong Tagapamayapa Incentives Awards (LTIA) and to enhance the overall performance of barangay justice systems in promoting harmony and order within the community.
