SPES focal person Mr. Eian Geoffrey S. Cruz led the orientation and discussed the essential components of the program, including the objectives of SPES, work expectations, compensation procedures, documentary requirements, and the responsibilities of both beneficiaries and partner institutions. He also emphasized the importance of professionalism, discipline, and commitment among the participating students throughout the duration of the program.

During the latter part of the activity, the students, together with their parents and guardians, were thoroughly guided in the proper accomplishment of the required documents for the program. DOLE personnel provided step-by-step assistance to ensure that all forms were accurately completed and submitted in compliance with program requirements.

The orientation served not only as an avenue to familiarize beneficiaries with the SPES program but also as an opportunity to strengthen collaboration between the students, their families, the Local Government Unit of Masinloc, and the DOLE Zambales Field Office in promoting youth employment and educational support initiatives.

The meeting was presided over by Chief Reynante N. Lugtu, who emphasized the importance of compliance with labor laws, social dialogue, and collaboration among stakeholders in maintaining industrial peace and productive labor-management relations within the province.

One of the key discussions was led by Precious Al Nacatab on DOLE Department Order No. 256-26, which covered the restructuring of the ZPTIPC, organizational functions, sectoral representation, and the opening of nominations for official labor and employer representatives.

Meanwhile, Arvin C. Fabian presented updates on current labor policies and programs, including DOLE Department Orders 252-25 and 253-25, Wage Order RBIII-26, labor market information, and reminders regarding fake labor inspection letters. Updates were also provided on the DOLE Hotline and Legal Query Form, the DOLE Online Compliance Portal, the CSHP Online System, compliance on final pay and Certificate of Employment (COE), and workplace family welfare programs.

During the meeting, participants raised various workplace concerns and labor-related issues involving wages, retirement policies, employee welfare benefits, mental health programs, hazard pay, service charge implementation, and other sector-specific concerns. DOLE Zambales provided clarifications and responses to all concerns raised in accordance with existing labor laws, rules, and regulations, while emphasizing the importance of lawful compliance and due process. Concerns related to wage compliance among certain micro and small establishments in some municipalities in Zambales were also noted during the discussions. Appropriate interventions and compliance assistance mechanisms were likewise discussed among concerned agencies.

The council also discussed three proposed resolutions covering employee welfare and labor standards concerns, with one resolution expected to be endorsed for proposal and approval during the upcoming Third Quarter Meeting of the ZPTIPC. As part of the way forward, the next meeting will include presentations from the partner government offices, best practices of partner private establishments, and discussion of possible new project of the Council. The council also agreed to broaden the scope of ZPTIPC membership to ensure wider representation across the Province of Zambales.

Furthermore, partner government agencies such as the SBMA Labor Department, PESO, SSS, PHIC, HDMF, and TESDA actively participated in and addressed the concerns of the Council.

The meeting concluded with a renewed commitment among labor, management, and government representatives to continue promoting workersโ€™ protection, balanced labor policies, and industrial harmony through continuous dialogue and collaboration.
