The Department of Trade and Industry – Zamboanga City Office (DTI-ZCO) reminds all retailers and business establishments to strictly comply with existing regulations prohibiting the imposition of surcharges on consumers who pay using debit or credit cards.

DTI-ZCO reiterates that adding extra charges solely because a customer opts to pay via debit or credit card is not allowed. The total price displayed to consumers must already be inclusive of all applicable charges. Retailers are not permitted to pass on merchant service fees or other related transaction costs to customers in the form of a surcharge.

This reminder is anchored on the provisions of Republic Act No. 7394, or the Consumer Act of the Philippines, which protects consumers against unfair and unconscionable sales acts or practices. Imposing additional fees for card payments may constitute an unfair practice and is subject to appropriate sanctions.

DTI-ZCO urges all establishments to review their payment policies and ensure compliance to avoid penalties. Consumers who encounter retailers imposing debit or credit card surcharges are encouraged to report such incidents to DTI-ZCO through its official hotline number 0977-811-1711.

DTI-ZCO remains committed to promoting fair trade practices and protecting the rights and welfare of consumers in Zamboanga City.
