ADVISORY ON THE UTILIZATION OF THE OPTIONAL FUND FOR MEMBER SUPPORT PROGRAMS IN RESPONSE TO ENERGY CONSERVATION MEASURES

This Advisory is in response to numerous inquiries seeking clarity on the use of the optional fund for members’ benefit during this crisis. All cooperatives are hereby reminded that the utilization of the Optional Fund for the benefit of members is already authorized under existing guidelines and issuances of the Authority.

Accordingly, cooperatives may utilize their available Optional Fund to implement programs, projects, and activities that directly support their members in addressing the economic and operational impacts of increased energy costs and conservation measures, subject to the approval and/or confirmation of the General Assembly, and in accordance with their approved policies.

Such utilization may include provision of financial or subsidy assistance to affected members and livelihood support or adjustment measures responsive to energy-related challenges.

Cooperatives are reminded to ensure that all fund utilizations are properly documented, supported by appropriate internal guidelines and compliant with existing accounting, auditing, and reporting standards.

On April 20, 2026, representatives from the Cooperative Development Authority Region X, led by CSF Chief Section Nizar R. Pangalian, CDS I Ja’ffar As-sadique Bantuas, and CDS II Charmee Marie J. Neville paid a courtesy call on Hon. Mayor Erick G. Cañosa at the City Hall of Gingoog with the assistance of Ms. Lindy P. Valdevilla, Acting City Cooperative Development Officer, and Mr. Jude Albert T. Quidet, Sr. CDS, CCDO to formally introduce the Credit Surety Fund (CSF) Program as a proposed initiative for the city. During the meeting, the CSF Program was presented as a financing support mechanism that can help qualified cooperatives, cooperative-members, and other eligible sectors gain better access to bank credit, particularly those with economic activities but constrained by limited collateral and credit history. The revival of the Credit Surety Fund (CSF) in Misamis Oriental moved a step closer to reality following two significant stakeholder meetings held on April 7, 2026 and April 17, 2026, focused on the reorganization of the former Northern Mindanao Credit Surety Fund into the proposed Misamis Oriental Credit Surety Fund Cooperative.
