🏀 GUIAO LOBBIES FOR FULL IMPLEMENTATION OF "SAMBOY LIM LAW"

Coach Yeng Guiao is once again championing a cause close to his heart, renewing his push for the strict and consistent implementation of the Basic Life Support Training in Schools Act, widely known as the "Samboy Lim Law" (Republic Act No. 10871).

The law, which Guiao authored during his tenure as a congressman, mandates that all public and private basic education schools in the Philippines provide students with essential training in cardiopulmonary resuscitation (CPR) and basic life support as a requirement for graduation. Guiao’s renewed call comes amid ongoing concerns that the life-saving measure—enacted in 2016 to honor the late PBA legend Samboy Lim—has yet to be fully and effectively integrated into the national curriculum.

The Legacy of the "Samboy Lim Law"

The legislation was born from the tragic incident in November 2014, when PBA icon Samboy Lim collapsed during an exhibition game. He remained unconscious for over 20 minutes before receiving professional medical care, an agonizing delay that left him with permanent brain damage. Guiao and other advocates have long emphasized that the presence of someone trained in basic CPR at the scene could have drastically altered the outcome.

A Call to Action

While the law has been on the books for over a decade, its enforcement has faced significant hurdles, including delays in the issuance of clear implementing rules and regulations (IRR) and inconsistent application across schools. Coach Yeng is now urging the Department of Education (DepEd) and the Department of Health (DOH) to prioritize the program, ensuring that the next generation of Filipino students is equipped with the skills to act in emergency medical situations.

"The goal remains the same: to ensure our graduates are knowledgeable in CPR and basic life support," Guiao reiterated. "We must make sure that our schools are truly prepared to turn the next generation into lifesavers."

In celebration of National Disaster Resilience Month and National CPR Day, the Health Emergency Management Services (HEMS) successfully conducted a Hands-Only CPR Kiosk on July 17, 2026, at the HEMS Training Center.

The activity equipped Barangay Tanods from the Liga ng mga Barangay with essential life-saving skills, empowering them to respond confidently during cardiac emergencies while awaiting professional medical assistance.
Through the dedicated facilitation of our HEMS personnel, participants gained practical, hands-on experience in performing Hands-Only CPR—reinforcing our shared commitment to building safer, more resilient, and better-prepared communities.

We extend our sincere appreciation to the Liga ng mga Barangay and all participating Barangay Tanods for their active participation and commitment to protecting lives.

FOX 3 Protocol: 30-Hour Continuous Mass Casualty Incident (MCI) Simulation July 13–14, 2026

The Health Emergency Management Services (HEMS), in collaboration with the City Disaster Risk Reduction and Management Office (CDRRMO) Ormoc, proudly supported the successful conduct of the FOX 3 Protocol: 30-Hour Continuous Mass Casualty Incident (MCI) Simulation during the Regional Rescue Jamboree 2026.

HEMS personnel facilitated the simulation setup, coordinated the deployment and management of simulated patients, and ensured the realistic ex*****on of the exercise to strengthen the emergency response capabilities of participating rescue teams. The 30-hour continuous MCI simulation provided a challenging and immersive environment where responders demonstrated effective triage, patient management, incident command, and inter-agency coordination under realistic disaster conditions.

We extend our heartfelt gratitude to our esteemed evaluators from the HEMS Regional Office, Eastern Visayas Medical Center (EVMC), Mass Casualty Management (MCM) Trainers from the Provincial Health Office (PHO) Leyte, and Department of Health – Treatment and Rehabilitation Center (DOH TRC) for their invaluable expertise, constructive feedback, and unwavering commitment to enhancing disaster preparedness and emergency medical response.

We also extend our sincere appreciation to our volunteer simulated patients from ACLC College, Western Leyte College Student Nurses, the Philippine Red Cross Youth – Ormoc Chapter, City Volunteers, and Barangay Tanods. Your willingness to participate and your dedication to portraying realistic casualty scenarios greatly contributed to the success of the exercise, providing responders with a more authentic and meaningful training experience.

What is the Logistics Section Chief's role in the Incident Command System?

The Logistics Section Chief provides all incident support needs with the exception of logistics support to air operations. The Logistics Section is responsible for providing:
• Facilities.
• Transportation.
• Communications.
• Supplies.
• Equipment maintenance and fueling.
• Food services (for responders).
• Medical services (for responders).
• All off-incident resources.

Major responsibilities of the Logistics Section Chief are to:

• Provide all facilities, transportation, communications, supplies, equipment
maintenance and fueling, food and medical services for incident personnel,
and all off-incident resources.
• Manage all incident logistics.
• Provide logistical input to the IAP.
• Identify anticipated and known incident service and support requirements.
• Request additional resources as needed.
• Ensure and oversee the development of the Communications, Medical, and Traffic Plans as required.
• Oversee demobilization of the Logistics Section and associated resources.
