FOX 3 Protocol: 30-Hour Continuous Mass Casualty Incident (MCI) Simulation July 13–14, 2026
The Health Emergency Management Services (HEMS), in collaboration with the City Disaster Risk Reduction and Management Office (CDRRMO) Ormoc, proudly supported the successful conduct of the FOX 3 Protocol: 30-Hour Continuous Mass Casualty Incident (MCI) Simulation during the Regional Rescue Jamboree 2026.
HEMS personnel facilitated the simulation setup, coordinated the deployment and management of simulated patients, and ensured the realistic ex*****on of the exercise to strengthen the emergency response capabilities of participating rescue teams. The 30-hour continuous MCI simulation provided a challenging and immersive environment where responders demonstrated effective triage, patient management, incident command, and inter-agency coordination under realistic disaster conditions.
We extend our heartfelt gratitude to our esteemed evaluators from the HEMS Regional Office, Eastern Visayas Medical Center (EVMC), Mass Casualty Management (MCM) Trainers from the Provincial Health Office (PHO) Leyte, and Department of Health – Treatment and Rehabilitation Center (DOH TRC) for their invaluable expertise, constructive feedback, and unwavering commitment to enhancing disaster preparedness and emergency medical response.
We also extend our sincere appreciation to our volunteer simulated patients from ACLC College, Western Leyte College Student Nurses, the Philippine Red Cross Youth – Ormoc Chapter, City Volunteers, and Barangay Tanods. Your willingness to participate and your dedication to portraying realistic casualty scenarios greatly contributed to the success of the exercise, providing responders with a more authentic and meaningful training experience.
