PRO 8 Intensifies Security Ops; Nabs High-value Target, Yields CTG Rebel

CAMP KANGLEON PALO, LEYTE – In line with the Chief, Philippine National Police (PNP), PGEN JOSE MELENCIO C NARTATEZ JR, directives to strengthen the anti-criminality and anti-insurgency campaign, the Police Regional Office 8 (PRO-8), under the leadership of PBGEN JASON L CAPOY, Regional Director, arrested a High-Value Individual (HVI) and facilitated the surrender of a Communist Terrorist Group (CTG) member in a separate operations conducted in Samar and Northern Samar on June 1, 2026.

In Calbayog, City Samar, personnel of the Calbayog City Police Station (CPS), the Regional Intelligence Division-Regional Special Operations Unit 8 (RID-RSOU-8), in coordination with the Philippine Drug Enforcement Agency 8 (PDEA-8) arrested alias “Alwin,” a 25-year-old garbage collector and a resident of Calbayog City, Samar, who was listed as an HVI.

Recovered from the suspect were four heat-sealed transparent plastic sachets containing a white crystalline substance suspected shabu with an estimated weight of 5 grams and a Dangerous Drugs Board (DDB) value of Php 34,000.00. Also recovered were one unit of caliber .22 revolver and six live rounds of ammunition. Filing of criminal charges are now being prepared against the suspect.

On the same day, personnel from the 2nd Northern Samar Provincial Mobile Force Company (NSPMFC) together with the 9th Infantry Battalion (19IB), Philippine Army (PA), assisted the surrender of alias “Loloy,” a 45-year-old construction worker and a resident of Pambujan, Northern Samar. He was a former member of SRC EMPORIUM, Eastern Visayas Regional Party Committee (EVRPC) under the command of Jaspher Jarito alias Basoy.

The surrenderer is currently under the custody of the 2nd NSPMFC for proper documentation and further tactical interview to assess his credibility, sincerity, and eligibility for enrollment under the Enhanced Comprehensive Local Integration Program (E-CLIP) or Local Social Integration Program (LSIP).

RD CAPOY emphasized PRO 8’s continued commitment to strengthening peace and security efforts across the region. “We remain steadfast in our campaign against criminality and insurgency, and we continue to encourage those involved to return to the fold of law and avail of government reintegration programs that provide opportunities for a peaceful and productive life,” he said.

RD CAPOY LEADS SOLAR INSTALLATION INITIATIVE TO ADVANCE SUSTAINABLE AND ENERGY-EFFICIENT OPERATIONS

CAMP KANGLEON, PALO, LEYTE – The Police Regional Office 8 (PRO-8), under the leadership of PBGEN JASON L CAPOY, Regional Director, led the inauguration and blessing of the 48kW Three-Phase Solar Photovoltaic (PV) System installed in the classroom and various office buildings within PRO 8 on June 2, 2026.

The newly inaugurated solar PV system is a 48kW on-grid/off-grid hybrid setup with a 40kWh battery capacity and 56 units of 610-watt solar panels, with a project cost of Php 2.4 million. These solar panels were designed to provide a stable and sustainable power source and expected to generate monthly savings of approximately Php 40,000.00 in electricity costs.

The project was initiated by RD CAPOY as part of PRO 8’s efforts to modernize its facilities, promote energy-efficient operations, and support the government's “Go Green” program. Through the adoption of renewable energy, the organization continues to pursue innovative and practical solutions that enhance operational capability and resource management.

Beyond reducing electricity expenses, the installation serves as a strategic investment that promotes long-term savings and supports the use of renewable energy in government operations.

PBGEN CAPOY emphasized the significance of the project in advancing the organization's sustainability initiatives. “This solar PV system is more than just an investment in infrastructure; it is an investment in responsible stewardship of government resources. Through renewable energy, we can reduce operational costs, strengthen our energy resilience, and continue providing quality public service,” he said.

Present during the event were members of the Command Group; Chiefs of Regional Divisions and Support Units; other PRO 8 Commissioned and Non-Commissioned Officers; and Non-Uniformed Personnel. Also in attendance were Atty. Risty N. Sibay, Director of the National Police Commission (NAPOLCOM) Regional Office 8; Dr. Ronald B. Madera, Regional Advisory Group for Police Transformation and Development (RAGPTD) 8 Chairman; Hon. Nadia Ong, Board Member of the 1st District of Northern Samar, and Atty. Hermie F.
