IN PHOTOS | The Ormoc City Police Office (OCPO), under the Leadership of PCOL ABRAHAM D ABAYARI, Officer-in-Charge together with PLTCOL MARVIN C PEDERE, Deputy City Director for Administration, PLTCOL JOEMEN P COLLADO, Deputy City Director for Operations and OCPO Staff, participated the City Peace and Order Council Special Meeting CY 2026, presided over by Atty. Rafunzel S. Bero, DILG City Local Government Operations Officer (CLGOO). The meeting was held at the OCPO Conference Room, Camp Jorge Downes, Ormoc City, on August 4, 2026.

Representatives from the Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), Philippine Coast Guard (PCG), Philippine Ports Authority (PPA), Armed Forces of the Philippines (AFP), and other partner agencies also attended the meeting. The activity served as a venue for participating agencies to share updates, discuss operational concerns, and strengthen inter-agency coordination in promoting peace, public safety, security, and effective public service in Ormoc City.

IN PHOTOS | The Ormoc City Police Office (OCPO), under the leadership of PCOL ABRAHAM D ABAYARI, Officer-in-Charge, together with PLTCOL JOEL C TALAGON, Chief, CIDMU, conducted a Seminar on the Katarungang Pambarangay Law, with Atty. Rafunzel S. Bero, DILG City Local Government Operations Officer (CLGOO), serving as the Resource Speaker. The activity was held at the OCPO Conference Room, Camp Jorge Downes, Ormoc City, on August 4, 2026.

The seminar was attended by all investigators from Ormoc City Police Stations 1–6 and the Ormoc City Mobile Force Company (OCMFC). The activity aimed to strengthen the participants' knowledge and understanding of the Katarungang Pambarangay Law, promoting effective coordination with barangay officials and ensuring the proper administration of justice at the community level.

IN PHOTOS | The Ormoc City Police Office, under the leadership of PCOL ABRAHAM D ABAYARI, Officer-in-Charge, conducted the Traditional Monday Flag Raising Ceremony at the OCPO Grounds on August 3, 2026.

Present during the ceremony were PLTCOL MARVIN C PEDERE, DCDA; PLTCOL JOEMEN P COLLADO, DCDO; Unit Chiefs, Police Non-Commissioned Officers (PNCOs), and Non-Uniformed Personnel (NUPs).

The highlight of the activity was the awarding of a Certificate of Commendation to Mr. Kevin R. Mendoza, Transportation Regulation Officer I of the Land Transportation Office (LTO), together with PMSg Ervie D Alico, Investigation PNCO, LNHPU, in recognition of their valuable contribution as resource speakers during the Two-Day Seminar on the Identification of Fictitious, Inappropriate, and Tampered Vehicle Plates. They shared their expertise on the proper identification and verification of authentic vehicle plates, plate security features, and effective detection techniques, enhancing the capability of police personnel in detecting vehicle-related violations and strengthening law enforcement operations.

In his message, PCOL ABRAHAM D ABAYARI emphasized that continuous learning, professionalism, and strong collaboration with partner agencies are vital in improving police service. He encouraged all personnel to apply the knowledge and skills gained from the seminar in the performance of their duties, ensuring more efficient law enforcement, heightened public safety, and quality service that is truly felt by the community.

OCPO Concludes 31st Police Community Relations Month Celebration

CAMP DOWNES, ORMOC CITY- The Ormoc City Police Office, under the leadership of PCOL ABRAHAM D ABAYARI, OIC, successfully concluded the 31st Police Community Relations (PCR) Month through a Culmination Ceremony held at the OCPO Multi-Purpose Hall with the theme, "Sa Bagong Pilipinas, Ugnayang Pulis at Mamamayan: Tapat, Maaasahan at Nararamdaman ng Bayan."

The ceremony was graced by Hon. Edmund B. Kierulf, MD, MPH, Member of the Sangguniang Panlungsod of Ormoc City, who served as the Guest of Honor and Speaker. In his message, he underscored the importance of sustaining the strong partnership between the police and the community, emphasizing that peace, order, and public safety are best achieved through unity, mutual trust, and active collaboration among all stakeholders.

In his welcome message, PCOL ABRAHAM D. ABAYARI, OIC, OCPO, expressed his gratitude to the local government, partner agencies, stakeholders, and the community for their unwavering support of the Philippine National Police's programs and initiatives. He emphasized that the accomplishments of OCPO are the result of a shared commitment between the police and the public, and reaffirmed the Office's dedication to providing professional, responsive, and people-centered police service.

One of the highlights of the activity was the recognition and awarding of Community Affairs and Services (CAS) Police Non-Commissioned Officers (PNCOs) for their exemplary performance and invaluable contributions in strengthening police-community relations. Certificates of Appreciation were likewise presented to stakeholders in recognition of their steadfast support, active collaboration, and significant contributions to the success of OCPO's community engagement programs.

RIAS 8 Conducts IMPACT Inspection and Facilitates Gabay-Aral Program at OCPO

CAMP DOWNES, ORMOC CITY – The Regional Internal Affairs Service 8 (RIAS 8), headed by PLTCOL ELDY M MAGBANUA, Officer-in-Charge, Regional Internal Affairs Service 8, together with his team, conducted the Inspection, Monitoring of Performance and Audit Compliance and Transparency (IMPACT) at the Ormoc City Police Office (OCPO), under the leadership of PCOL ABRAHAM D. ABAYARI, Officer-in-Charge, OCPO.

The activity included the inspection of personnel on the proper wearing of the prescribed uniform (Tamang Bihis), issued fi****ms, and individual go bags. The team also assessed the Office's compliance with Philippine National Police (PNP) policies, operational standards, and administrative procedures to promote accountability, transparency, discipline, and operational readiness.

In addition, the RIAS 8 team facilitated the Gabay-Aral Program, an initiative designed to reinforce ethical conduct, discipline, and adherence to the core values of the Philippine National Police. The program served as a platform to strengthen personnel's awareness of their professional responsibilities and encourage them to consistently uphold integrity, excellence, and accountability in the performance of their duties.

The successful conduct of the Inspection, Monitoring of Performance and Audit Compliance and Transparency (IMPACT) and the Gabay-Aral Program reflects the unwavering commitment of both RIAS 8 and the Ormoc City Police Office to promoting organizational excellence, transparency, and accountability. 14 OCPO Personnel Receive Promotions Under the CY 2026 Regular Promotion Program

CAMP DOWNES, ORMOC CITY – The Ormoc City Police Office, under the leadership of PCOL ABRAHAM D ABAYARI, Officer-in-Charge, participated in the Simultaneous Oath-Taking and Pinning of Ranks for the 2nd Level Uniformed Personnel under the Calendar Year (CY) 2026 Regular Promotion Program on July 29, 2026.

A total of fourteen (14) OCPO personnel officially received their new ranks, broken down as follows: three (3) Police Captains (PCPT) promoted to Police Majors (PMAJ); two (2) Police Staff Sergeants (PSSg) promoted to Police Master Sergeants (PMSg); seven (7) Police Corporals (PCpl) promoted to Police Staff Sergeants (PSSg); and two (2) Patrolmen (Pat) promoted to Police Corporals (PCpl).

The ceremony was led by PCOL ABRAHAM D. ABAYARI, who administered the oath and personally pinned the new ranks of the promoted personnel. The event recognized the dedication, competence, and exemplary performance of the promotees, marking another significant milestone in their careers in the Philippine National Police.

In his message, PCOL ABAYARI emphasized that promotion is not only a recognition of past accomplishments but also a reminder of the greater responsibilities entrusted to every police officer. He encouraged the newly promoted personnel to uphold the highest standards of professionalism, integrity, discipline, and commitment in delivering quality public service.

The Regular Promotion Program reflects the Philippine National Police’s commitment to recognizing merit, rewarding outstanding performance, and motivating personnel to continuously excel in the performance of their duties.
