The Modified Tropical Cyclone Wind Signal (TCWS) is DOSTโ€“PAGASAโ€™s official warning system that alerts communities of potentially damaging winds from an approaching tropical cyclone up to 36 hours before impact. It uses five escalating signal levels based on the forecast track, speed, and intensity of the system, and may be raised, lowered, or lifted as conditions evolve. While the signal indicates the general wind threat, actual impacts may vary depending on local terrain, location, and surrounding structures.

The Office of Civil Defense XI reminds everyone that being informed is the first line of defense, monitor official PAGASA advisories, know the wind signal hoisted in your area, and understand the risks it brings. Early awareness helps families, communities, and responders prepare, minimize harm, and protect lives and property.

The center of Tropical Depression BASYANG was estimated based on all available data at 895 km East of Northeastern Mindanao (9.1ยฐN, 133.6ยฐE).

Maximum sustained winds of 55 km/h near the center, gustiness of up to 70 km/h, and central pressure of 1002 hPa

West southwestward at 20 km/h

Severe Winds

The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

โ€ข Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

The highest Wind Signal that may be hoisted throughout the passage of BASYANG is Wind Signal No. 2.

The surge of the Northeast Monsoon will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):

SYNOPSIS: As of 3:00 AM today, the center of Tropical Depression โ€œBASYANGโ€ was estimated based on all available data at 895 km east of Northeastern Mindanao (9.2 ยฐN, 133.6 ยฐE) with maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h. It is moving West Southwestward at 20 km/h. Trough of โ€œTD Basyangโ€ affecting Caraga, Davao Region, and Northern Mindanao.
FORECAST:
Caraga, Davao Region and Northern Mindanao will have cloudy skies with scattered rains and thunderstorms due to Trough of TD. Possible flash floods or landslides due to moderate to at times heavy rains. Meanwhile, the rest of Mindanao will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms due to Localized Thunderstorms. Possible flash floods or landslides due to severe thunderstorms. Moderate to strong winds from Northeast with moderate to rough seas (2.1 to 4.0 meters) will prevail over eastern section of Mindanao. Meanwhile, light to moderate winds from northeast to north with slight to moderate seas (0.6 to 2.5 meters).

THE TROPICAL DEPRESSION OUTSIDE THE PHILIPPINE AREA OF RESPONSIBILITY (PAR) MAINTAINS ITS STRENGTH WHILE MOVING WEST NORTHWESTWARD.

Location of Center (10:00 AM):
The center of Tropical Depression was estimated based on all available data at 1,375 km East of Northeastern Mindanao (OUTSIDE PAR) (9.2ยฐN, 138.8ยฐE).

Intensity:
Maximum sustained winds of 45 km/h near the center, gustiness of up to 55 km/h, and central pressure of 1008 hPa.

Present Movement:
West northwestward at 15 km/h

Extent of Tropical Cyclone Winds:
Strong winds extend outwards up to 280 km from the center

GENERAL OUTLOOK FOR THE FORECAST PERIOD
โ€ข This tropical cyclone (TC) is forecast to move generally west northwestward until it enters the Philippine Area of Responsibility (PAR) tomorrow (02 November) morning or afternoon. Once inside the PAR, it will be given the domestic name โ€œTINOโ€. Inside PAR and while over the Philippine Sea, TINO will move more westward beginning tomorrow evening. On the forecast track, this TC may make its initial landfall over Caraga Region or Eastern Visayas between Monday (03 November) evening and Tuesday (04 November) morning. Afterwards, the TC will traverse much of Visayas, the northern portion of Sulu Sea, and the northern portion of Palawan, before emerging over the West Philippine Sea on Wednesday morning or afternoon. Close approach over Kalayaan Islands on Wednesday is also not ruled out at this time.
โ€ข This TC is forecast to intensify until before making landfall on Monday evening or Tuesday morning. It may reach tropical storm category within 24 hours and become a typhoon on Monday afternoon or evening. Rapid intensification is not ruled out before initial landfall.
