Under the Extended Producer Responsibility (EPR) Act of 2022 (Republic Act No. 11898), the answer is clear: producers share responsibility for the plastic packaging they place on the market, even after it has been used by consumers.

EPR shifts waste management from being solely a government concern to a shared responsibility among producers, local governments, waste management partners, and consumers. It encourages businesses to recover, recycle, and reduce plastic packaging while promoting innovation, sustainable product design, and a circular economy, where materials remain in use for as long as possible instead of ending up in landfills or the environment.

Together with Republic Act No. 9003, or the Ecological Solid Waste Management Act of 2000, EPR strengthens the country's efforts to improve solid waste management by ensuring that environmental responsibility extends beyond consumption and toward recovery, reuse, and regeneration.

As the countdown continues to the EPR Environmental Summit & Investment Forum 2026, hosted by the City Government of Isabela, stakeholders from across the country will gather to explore emerging technologies, innovative approaches, and best practices that will help accelerate the Philippines' transition toward a circular economy.

The Summit is being undertaken in partnership with the Department of Environment and Natural Resourcesโ€“Environmental Management Bureau Region IX (DENR-EMB IX), the Mindanao Development Authority (MinDA), and the European Unionโ€“Philippines Green Economy Partnership (EU-PH GEP) through the Global Gateway Initiative, reinforcing a shared commitment to building more sustainable, resilient, and resource-efficient communities.

LOOK l Mindanao is taking a bold step forward in environmental leadership and sustainable development as Isabela City, Basilan hosts the EPR Environmental Summit and Investment Forum 2026 from August 18 to 20, in partnership with the Mindanao Development Authority (MinDA), the Department of Environment and Natural Resourcesโ€“Environmental Management Bureau (DENR-EMB IX), and the European Unionโ€“Philippines Green Economy Partnership (EU-PH GEP), through the Global Gateway Initiative.

Bringing together local government units, national agencies, development organizations, environmental experts, and private sector partners from across the region, the landmark three-day event focuses on strengthening solid waste management and promoting investments in the circular economy.

Anchored on the Ecological Solid Waste Management Act and the Extended Producer Responsibility (EPR) Act, the summit equips stakeholders with updated knowledge on emerging technologies, innovative approaches, and best practices in sustainable waste management.

An Investment Forum will also connect communities, investors, and industry leaders to explore partnerships and identify financing opportunities that support a cleaner and more resilient future.

In line with President Ferdinand R. Marcos Jr.โ€™s vision for regional economic development and the Mindanao Development Authorityโ€™s (MinDA) Building a Better Mindanao initiative under Secretary Leo Tereso A. Magno, MinDA and the Pagadian-ZDS Chamber of Commerce and Industry Foundation Inc. (PZCCIFI) co-organized a pre-conference policy consultation on July 28, 2026, in Pagadian City.

The forum consolidated regional economic priorities ahead of the 35th Mindanao Business Conference, scheduled for August 11โ€“13, 2026, in Cagayan de Oro.

The consultation produced concrete policy recommendations to accelerate growth across the Zamboanga Peninsula and broader Mindanao.

Key discussions emphasized modernizing transport infrastructure and strengthening regional connectivity to streamline inter-island logistics.

Stakeholders called for deeper public-private partnerships in agriculture to expand value chains and generate local employment.

Participants also advocated positioning Mindanao as a competitive trade partner by standardizing practices and upgrading processing facilities for the Halal economy.

To build long-term resilience, the assembly pushed for expanded telecommunications access and improved service quality to foster digital inclusion.

They further underscored the crucial role of local governments in securing agricultural supply chains, curbing illegal trade, and enforcing coastal environmental protections.

This collective push directly reinforces the Marcos administrationโ€™s national socio-economic agenda and Bagong Pilipinas movement, which prioritize equitable growth, food sovereignty, and countryside digital transformation.

By aligning local private-sector priorities with national development strategies, MinDA aims to ensure flagship investments in infrastructure, agricultural modernization, and ease of doing business deliver tangible benefits for all Mindanawons.

Key participants included Philippine Chamber of Commerce and Industry Area Vice President for Mindanao Nenita Malbas, former PZCCIFI President Hazel Lu, incoming PZCCIFI President Mohamad Amjad Calib, MinDA Investment Promotions Division head Helen de Castro, and MinDA Policy Formulation Division representative Sheila Mae Almasa.
