Turning Milestones into Momentum for IP Rights: Key Outcomes from the 21st NCIP Regular Session
The National Commission on Indigenous Peoples (NCIP) Region IX proudly shares the successful conduct of the 21st Regular Session of the 10th Commission, held in Pagadian City on April 20–24, 2026.
This significant gathering has led to remarkable and historic milestones for our Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs):
✅ Four (4) Ancestral Domains (ADs) were issued with Certificate of Recognition of Ancestral Domain Claim (CRADC):
AD North Sindangan
AD South Sindangan
AD RT Lim
AD Tampilisan
✅ Three (3) Ancestral Domains (ADs) were approved for the issuance of Certificate of Ancestral Domain Title (CADT):
AD S. Osmeña
AD Bayog
AD Imelda
✅ Two (2) Certifications Precondition (CPs) were granted in favor of Alsons Energy Development Corporation (AEDC) for their Hydropower projects covering applied areas in:
AD Dumingag
AD Siayan
These achievements represent long-awaited progress and reflect years of sustained dedication, careful preparation, and strong inter-office collaboration. They underscore the collective efforts of the Regional Office - past and present leadership, technical staff, and focal persons whose shared commitment contributed to the realization of these milestones.
Out of the 114 identified ancestral domains across the region, steady progress continues to be realized. To date, 16 ancestral domains have been approved for the issuance of Certificates of Ancestral Domain Title (CADT), affirming legal recognition of IP rights over their territories. Meanwhile, 5 ancestral domains have been issued Certificates of Recognition of Ancestral Domain Claim (CRADC), and 3 have already been formally awarded - marking important steps in the broader process of securing tenure and self-determination for Indigenous Cultural Communities/Indigenous Peoples.
With many more lined up for deliberation before the year ends—and additional areas set for commencement, we remain hopeful for continued support, including increased budget allocation, to further advance the recognition of IP rights.
