SYNOPSIS: At 3:00 AM today, the center of Tropical Storm "KABAYAN" {JELAWAT} was estimated based on all available data 195 km East of Davao City (7.3°N, 127.4°E) with maximum sustained winds of 65 km/h near the center and gustiness of up to 80 km/h. It is moving West Northwestward at 15 km/h. Northeast Monsoon affecting Northern and Central Luzon. Shear Line affecting the eastern section of Southern Luzon.
