MAHAYAG, ZAMBOANGA DEL SUR โ€” Under the guidance of Regional Manager Engr. June Nathaniel S. Plaza and the leadership of IMO Manager Engr. Girlie M. Detalla, the National Irrigation Administrationโ€“Zamboanga del Sur Irrigation Management Office (NIA ZDS IMO) conducted a Cluster Turn-Out Service Area Group (TSAG) Meeting on July 29, 2026, in Barangay Lourmah, Mahayag. The meeting was led by IMO Manager Engr. Girlie M. Detalla together with Communal Irrigation System Head Doroteo J. Tres Reyes, Jr., and was attended by the Barangay Captain, officers and members of participating Irrigators' Associations, NIA Institutional Development Officers (IDOs), technical personnel, and a representative from the NIA Regional Office IX.

The activity provided a venue to assess current irrigation conditions within the participating associations' service areas, identify priority concerns, and discuss appropriate technical measures to address their needs. Among the primary concerns raised were irrigation canals requiring desilting, requests for equipment assistance, the widening of a section of the irrigation canal to address overflow during periods of heavy rainfall, and a request for a solar-powered irrigation pump to augment the irrigation water supply for approximately 20 hectares of farmland. In response, Engr. Detalla directed the concerned technical personnel to conduct the necessary site validation and engineering assessment of the reported canal condition to determine the appropriate intervention. She likewise instructed the concerned Irrigators' Association to prepare an IA Resolution to facilitate the technical evaluation of the request for the widening of the irrigation canal and the appropriate succeeding actions. For the request for a solar-powered irrigation pump, she instructed the association to complete the necessary documentary requirements and directed the technical team, together with the IDOs, to coordinate with the farmers and schedule the required georesistivity survey.

In her message, Engr. Detalla underscored the importance of maintaining close communication with Irrigators' Associations and local farmers to better understand the challenges affecting their respective service areas. She noted that the TSAG initiative has strengthened NIA's engagement with Irrigators' Associations by fostering regular dialogue, timely technical guidance, and closer coordination in addressing irrigation concerns. Through the Cluster TSAG Meeting, NIA ZDS IMO reaffirmed its commitment to maintaining close coordination with Irrigators' Associations through regular dialogue, technical assessment, and collaborative planning in support of responsive irrigation management and improved irrigation service delivery.

SIAY, ZAMBOANGA SIBUGAY โ€” Under the guidance of NIA Region IX Regional Manager Engr. June Nathaniel S. Plaza and the leadership of NIA Zamboanga Sibugay Irrigation Management Office (ZSIMO) Acting Division Manager Engr. Rey M. Pinatacan, the National Irrigation Administration โ€“ Sibuguey Valley Irrigation System (NIA-SVIS) officially turned over the restored Lateral 6-2 Canal (Sta. 1+000 to Sta. 2+064) to Bag-ong Pag-Asa Balingasan Irrigators' Association (IA), Inc. on July 31, 2026, in Barangay Balingasan, Siay, Zamboanga Sibugay. The restored canal section, extending from Boyugan to Balingasan, is expected to improve water delivery and irrigation efficiency for farmer-beneficiaries within the service area.

Representing NIA ZSIMO, SVIS Head Engr. Peter Elvis L. Galleto led the turnover ceremony together with officers of Bag-ong Pag-Asa Balingasan IA, Inc. headed by Mrs. Zenaida Perez, NRDP IA President Mrs. Delia Mirafuentes, and other NIA personnel. The restoration works, carried out by the NIA-SVIS Maintenance Team, included the clearing of overgrown vegetation and the desilting of accumulated sediments to restore the canal's carrying capacity and ensure the continuous flow of irrigation water to farmers.

During the turnover, representatives of Bag-ong Pag-Asa Balingasan IA, Inc. and NRDP IA expressed their appreciation to NIA-SVIS for the successful restoration of the canal, noting that the improved facility will contribute to a more dependable water supply for their farms. The activity highlights NIA's continuing efforts to rehabilitate irrigation facilities and work closely with Irrigators' Associations in providing reliable irrigation services that support agricultural productivity across Zamboanga Sibugay.

TAMBULIG, ZAMBOANGA DEL SUR โ€” In support of the 2026 Nutrition Month Celebration, the Nagkahiusang Irrigators sa Tambulig Zamboanga del Sur Inc. conducted a series of community feeding activities that benefited a total of 335 learners from Lower Usogan Elementary School, San Jose Elementary School, and Kapalaran Elementary School on July 20, 21, and 24, 2026. The program aimed to promote proper nutrition and support learners' health and well-being by providing nutritious meals.

The activity was supported by the National Irrigation Administrationโ€“Zamboanga del Sur Irrigation Management Office (NIA ZDS IMO), under the guidance of Regional Manager Engr. June Nathaniel S. Plaza and the leadership of IMO Manager Engr. Girlie M. Detalla, through the Salug River Irrigation System (SARIS) under the supervision of Systems Chief Melvin P. Maata. The feeding activities were conducted in coordination with the respective school heads and principals of Lower Usogan Elementary School, San Jose Elementary School, and Kapalaran Elementary School, ensuring the smooth implementation of the program in each participating school.

Pinatacan, the National Irrigation Administration (NIA) Central Office, through the Irrigators Development Department (IDD), conducted the validation of Irrigation Management Transfer (IMT) Contract Implementation and Operation and Maintenance (O&M) Subsidy Utilization on July 29, 2026, to assess compliance with program guidelines and ensure the proper utilization of government assistance by partner Irrigators' Associations.

The validation was conducted by Community Development Officer IV Ms. Melyn T. Jover, together with Community Development Officers II Ms. Ristine Christian Heart Navarro and Mr. Rodel Adiao from the NIA Central Office, with support from the NIA Region IX team led by Supervising Irrigators' Development Officer Ms. Rosie Lyn R. Bayawa. The team validated the implementation of the IMT Contract and the utilization of O&M Subsidies of Azusano Irrigators' Association under the Azusano Communal Irrigation System (CIS) and Paglambo Paradise Irrigators' Association under the Sibuguey Valley Irrigation System (SVIS). The activity included the review of documentary requirements and supporting records to verify compliance with IMT provisions and ensure that subsidy funds were utilized in accordance with established NIA policies and guidelines.

The validation underscores NIA's continuing efforts to promote transparency, accountability, and effective partnership with Irrigators' Associations in managing irrigation systems. Through regular monitoring and validation activities, the agency helps ensure that government resources are utilized responsibly, enabling partner associations to sustain efficient operation and maintenance of irrigation facilities for the benefit of farmer-beneficiaries across Zamboanga Sibugay.

SAN ISIDRO, BUNGUIAO, ZAMBOANGA CITY โ€“ The National Irrigation Administration (NIA) Central Office, through its Institutional Development Division, conducted the validation of the Irrigation Management Transfer (IMT) Contract implementation and Operations and Maintenance (O&M) Subsidy Utilization of the Zone 3 โ€“ Bunguiao Irrigators Association on July 30, 2026. The activity covered financial auditing, O&M subsidy utilization, and organizational performance assessment to ensure that government assistance is properly managed and utilized in accordance with established policies. Led by IA President Dr. Eriberto D. Salang, Ph.D., the validation reflects NIA's continuing commitment to promoting transparency, accountability, and sound governance while strengthening the capacity of Irrigators' Associations to independently manage irrigation systems. As emphasized during the activity, the goal of the IMT Program is simple yet significant; "Pakinabang sa IMT sa bawat magsasaka."

The validation was carried out under the leadership of NIA ZAMBASULTA Acting Manager Engr. Robert Berni L. Rada II, with the support of the Regional Institutional Development Unit, the NIA ZAMBASULTA Institutional Development Unit, and the Operations Division. The initiative was also conducted under the guidance and continued support of NIA Region IX Regional Manager Engr. June Nathaniel S. Plaza, the National Irrigation Administration Zamboanga del Sur Irrigation Management Office (NIA ZDS IMO) convened a Turn-Out Service Area Group (TSAG) Meeting with the Salug Liargao Irrigators' Association on July 28, 2026, in Barangay Switch, Ramon Magsaysay. The meeting was led by IMO Manager Engr. Girlie M. Detalla, together with SARIS Systems' Chief Melvin P. Maata, bringing together Irrigators' Association officers and members with NIA key personnel to discuss irrigation operations, water delivery, and field concerns within the turnout service area.

During the meeting, Mr. Maata encouraged the Irrigators' Association to adopt and promote Alternate Wetting and Drying (AWD) technology to improve water use efficiency. He likewise emphasized the importance of cooperation in ensuring equitable water distribution and adherence to proper water management practices to sustain reliable irrigation service throughout the turnout service area. During the discussion, the Irrigators' Association raised concerns involving water conveyance, canal overflow, drainage, and other irrigation facilities within the service area. In response, Engr. Detalla emphasized the importance of maintaining efficient and dependable water delivery and directed the technical personnel to immediately conduct site inspections to validate the reported concerns and determine the appropriate technical interventions. She likewise instructed the preparation of the necessary coordination documents to facilitate the timely resolution of issues requiring action from the concerned offices.

The TSAG Meeting highlighted the importance of continuous engagement between NIA and Irrigators' Associations in identifying operational concerns and determining appropriate actions to support efficient irrigation operations. Pinatacan, the National Irrigation Administration โ€“ Sibuguey Valley Irrigation System (NIA-SVIS) participated in the Orientation, Organization, and Planning Workshop of the Balik Sigla sa Ilog at Lawa (BASIL) Program conducted by the Bureau of Fisheries and Aquatic Resources (BFAR) on July 30, 2026, in Ditay, Diplahan, Zamboanga Sibugay.

The activity brought together 50 farmer-participants from Barog Balsam Irrigators Association, Inc. and Laverde Irrigators Association, Inc. to strengthen inter-agency collaboration in promoting sustainable inland fisheries and livelihood development. Representing NIA ZSIMO, SVIS Head Engr. Peter Elvis L. Galleto expressed the agencyโ€™s appreciation to BFAR for including NIA in the implementation of the BASIL Program. He emphasized that partnerships among government agencies create more opportunities for farmers by integrating irrigation development with livelihood and environmental conservation initiatives. Engr. Galleto noted that, beyond providing irrigation water, the program allows farmers to benefit from the restocking of fish and other freshwater aquatic species in irrigation systems, creating additional sources of food and income while helping conserve aquatic biodiversity.

The BASIL Program forms part of BFARโ€™s National Program on the Fisheries Enhancement of Inland Waters, which aims to rehabilitate and restore inland water resources, enhance fisheries production, and conserve indigenous aquatic species. Through its participation in initiatives such as BASIL, NIA-SVIS continues to support programs that maximize the productive use of irrigation systems, strengthen collaboration with partner agencies, and contribute to improved livelihoods and sustainable agricultural development for farming communities.

BALINTAWAK, PAGADIAN CITY โ€“ To further strengthen quality assurance in irrigation infrastructure, the National Irrigation Administration (NIA) Region IX conducted the Workshop on Sampling and Testing of Materials โ€“ Batch 2, equipping engineers and project personnel with the knowledge and practical skills needed to ensure that construction materials meet established engineering standards. The training emphasized the critical role of laboratory and field testing in evaluating materials such as soil, concrete, reinforcing steel bars, and other construction components to ensure the safety, durability, and long-term performance of irrigation projects.

The workshop highlighted how proper materials testing supports every stage of project implementation from planning and design to construction and quality control. Participants gained a deeper understanding of the appropriate laboratory and field tests used in construction, the application of quality control measures, and the importance of monitoring material compliance throughout project ex*****on. The training also covered practical approaches in identifying construction issues and recommending corrective measures to maintain the integrity and reliability of irrigation facilities.

The four-day workshop, conducted from July 27 to 30, 2026, brought together 55 participants, including Planning, Design, and Construction Engineers, Project-in-Charge personnel, across all NIA Region 9 offices. The training combined two days of technical lectures with two days of practical exercises on materials sampling and testing. The workshop featured resource speakers included Ms. Mary Rose N. Reyes, Soil Technologist from the NIA Central Office; Engr. Cyril B. Sabete, Material Engineer of JRMP Material Testing Quality Center (MTQC); shared their technical expertise to help strengthen the participants' capabilities in delivering high-quality irrigation projects that will better serve farming communities across the region.

ZAMBOANGA DEL NORTE โ€“ The National Irrigation Administration โ€“ Zamboanga del Norte Regional Sub-Office (NIA ZDNRSO) participated in the Special General Assembly Meeting of the Pangandoy Irrigators Association, Inc. of the San Jose Communal Irrigation System (CIS) held in Barangay San Jose, Dipolog City on July 30, 2026. The assembly aimed to review and enhance the Irrigators Association's Operation and Maintenance (O&M) policies in line with the operation of the Solar Pump Irrigation Project, which serves as an augmentation facility to improve water delivery and distribution throughout the service area.

During the meeting, NIA personnel emphasized the importance of the active participation of IA officers and members in ensuring the proper operation, maintenance, and sustainability of the irrigation facilities. Guided by the leadership of Regional Manager Engr. June Nathaniel S. Plaza, NIA ZDNRSO also addressed a major obstruction that had affected the irrigation system's operation. Through the immediate mobilization of NIA's backhoe equipment and the full cooperation and support of the Pangandoy Irrigators Association, the affected portion of the system was successfully restored, ensuring the continuous flow of irrigation water to the service area.

Today, the members of Pangandoy Irrigators Association are enjoying the benefits of improved irrigation services brought about by the Solar Pump Irrigation Project, providing a more dependable water supply for the Wet Cropping Season 2026 and contributing to increased agricultural productivity and better livelihood opportunities for the farming community.
