The kick-off celebration marked the beginning of this year's month-long observance, reaffirming the commitment of government agencies and partners to promote responsible parenthood, expand equitable access to quality family planning services, and empower Filipino families to make informed reproductive health decisions.

As an expression of CPD Region IX's steadfast support for the observance, Regional Director EnP Leticia Dolores II Culanag-Abao, LPT, MDM delivered a message of support emphasizing the importance of sustained collaboration among government agencies, local government units, healthcare providers, development partners, and communities in advancing reproductive health and strengthening family planning programs.

In her message, RD Abao highlighted the encouraging results of the 2025 National Demographic and Health Survey (NDHS), which showed that the Philippines has reached its lowest recorded Total Fertility Rate. While this milestone reflects significant progress, she stressed that disparities continue to exist, particularly among women in rural and Geographically Isolated and Disadvantaged Areas (GIDA), where access to quality family planning information and services remains a challenge.

She emphasized that every woman and every couple should have access to accurate information, quality counseling, and a full range of modern family planning options to enable informed and voluntary decisions. She also underscored that family planning is a shared responsibility between husband and wife, encouraging greater male involvement in reproductive health and responsible parenthood.

RD Abao further called for a stronger focus on ensuring continuity and quality of care, enhancing client-centered counseling, integrating family planning into primary health care and the Universal Health Care framework, and fostering open, informed conversations that empower families to make choices aligned with their goals and aspirations.

The Commission on Population and Development (CPD) Region IX, in partnership with the Zamboanga del Sur Provincial Population and Development Office (ZDSPPDO) headed by Ms. Phoebe R. Tan, successfully conducted the Capacity Building on the SHAPE-A (Sexually Healthy and Personally Empowered Adolescents) ASRH Learning Package on July 21โ€“23, 2026 in Margosatubig, Zamboanga del Sur.

The three-day training brought together teachers from public and private schools in Margosatubig, Zamboanga del Sur, along with the Municipal Population Officer and Local Youth Development Officer of Zamboanga del Sur District II, to strengthen their knowledge and facilitation skills in delivering accurate, age-appropriate, and evidence-based Adolescent Sexual and Reproductive Health (ASRH) information.

Through interactive learning sessions on adolescent development, healthy relationships, life skills, responsible decision-making, and positive values formation, participants were equipped to become effective advocates and facilitators for adolescent health and development in their respective schools and communities.

In her message, Ms. Phoebe R. Tan highlighted the important role of every participant in ensuring that adolescents are provided with reliable ASRH information, empowering them to make informed and responsible life choices.

A total of 31 midwives and nurses actively participated in the training, which aimed to strengthen their understanding of peer education as an effective strategy for promoting the Adolescent Health and Development (AHD) Program. The activity also equipped participants with practical approaches in addressing adolescent behaviors, guiding young people in making informed decisions, and delivering other key adolescent health and development messages.

The Peer Education TOT is one of the core strategies of the AHD Program, featuring seven learning sessions that can be independently integrated into various adolescent health education and advocacy initiatives.

During the training, Maria Stella Ibabao, Municipal Population Officer of Rizal, highlighted the municipalityโ€™s continuing efforts to reduce adolescent pregnancy and empower young people to make informed and responsible life choices. She also emphasized the importance of increasing community awareness of the adolescent-friendly health services offered by the RHU of Rizal.

To reinforce participantsโ€™ learning and ensure effective implementation of the program, the activity concluded with a return demonstration and the formulation of an action plan. These initiatives marked the successful completion of the training and underscored the importance of sustaining advocacy for adolescent health and development through a whole-of-nation approach, where every stakeholder shares the responsibility of promoting the well-being of Filipino adolescents.

The meeting centered on strengthening cooperation and coordination in integrating Population and Development (POPDEV) strategies into policies, programs, and initiatives that promote the rights, welfare, and well-being of Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs). The partnership also seeks to enhance indigenous participation in policy development, expand socio-economic opportunities, promote culturally responsive population programs, and preserve indigenous knowledge and traditions in accordance with Republic Act No. 8371, or the Indigenous Peoples' Rights Act (IPRA) of 1997.

Recognizing that population and development concerns extend beyond health, both agencies underscored the importance of addressing education, social equity, livelihood, and sustainable development through coordinated and culturally appropriate interventions. Among the key issues discussed was early child marriage, with both agencies emphasizing the need for rights-based and culturally sensitive strategies to address the practice in some indigenous communities.

Director Abao also shared CPD Region IX's upcoming collaboration with the Department of Agriculture Region IX, which aims to build the capacity of Indigenous Peoples Mandatory Representatives (IPMRs) and Municipal Agriculturists. The initiative will integrate adolescent health, reproductive health, climate-resilient and nutrition-sensitive agriculture, youth development, and food security into local governance, helping cultivate community champions within indigenous communities.

To further strengthen regional collaboration, CPD Region IX expressed its interest in enhancing data sharing on Indigenous Peoples populations across provinces. Both agencies also recognized the importance of expanding information dissemination on family planning and the availability of free contraceptive services to ensure that indigenous communities have access to accurate, culturally appropriate, and accessible information.

The courtesy visit reaffirmed the shared commitment of CPD Region IX and NCIP Region IX to advancing inclusive, rights-based, and culturally responsive programs that empower Indigenous Peoples and contribute to sustainable population and development outcomes across Region IX.
