In celebration of the 2026 National Women's Month, the National Police Commission proudly recognizes its outstanding women personnel who have demonstrated exemplary leadership, dedication, and commitment to public service through the FY 2026 Gawad Babaylan Awards.
The Gawad Babaylan, spearheaded by the NAPOLCOM Gender and Development (GAD) Focal Point System, serves as a platform to honor exceptional women across all levels of the Commission whose contributions have significantly advanced the agency's mandate and promoted excellence in public service.
This year's NAPOLCOM Region IX awardees are:
Visionary Leader and Bridge Builder Award – Atty. Mary Joy D. Dales
Recognized for her exemplary leadership, strategic vision, and ability to foster collaboration among stakeholders, Atty. Dales has consistently demonstrated excellence in public service and organizational development.
Emerging Woman Leader Award – Ms. Allane A. Lumisay

Unsung Heroine Award – Ms. Claudine P. Pelones
