Atty. Alexis De Lima, Acting Asst. Regional Director represented the National Police Commission Regional Office IX (NAPOLCOM R9) during the Activation Ceremony of two (2) additional police stations of the Zamboanga City Police Office (ZCPO) held in Zamboanga City.

The activation of these new police stations is a significant milestone made possible through NAPOLCOM Resolution No. 2025-0582, which upgraded the Zamboanga City Police Office from a Type B City Police Office to a Type A City Police Office. The upgrade effectively authorizes the establishment of up to twenty (20) police stations within the territorial jurisdiction of Zamboanga City, enhancing the capability of the Philippine National Police to deliver more accessible, responsive, and community-oriented police services.

NAPOLCOM remains steadfast in its commitment to strengthening the organizational capability of the Philippine National Police and supporting initiatives that promote peace, public safety, and effective law enforcement for the people of Zamboanga City.

August 5, 2026 | Atty. Alexis De Lima, Acting Asst. Regional Director represented the National Police Commission Regional Office IX (NAPOLCOM R9) during the Panel Interview of Police Lieutenant Colonel (PLTCOL) applicants conducted by the PRO9 Promotion Board.

As the Commission’s representative, Atty. De Lima took part in the evaluation process, reaffirming NAPOLCOM’s commitment to promoting merit, competence, integrity, and professionalism in the Philippine National Police. Through its participation in the Promotion Board, the Commission continues to uphold transparency and fairness in the selection and promotion of deserving police officers.

NAPOLCOM Regional Office IX Highlights Significant Regional Initiatives Strengthening Public Safety, Good Governance, and Community Partnership
In line with its commitment to promote effective police administration, strengthen public safety, and foster meaningful partnerships with stakeholders, the National Police Commission Regional Office IX (NAPOLCOM R9) successfully implemented various significant regional activities during the first half of Calendar Year 2026. These initiatives reflect the Office's continuing dedication to responsive governance, institutional development, community engagement, and the enhancement of police service throughout the Zamboanga Peninsula.

One of the major accomplishments of the Office was the forging of a Memorandum of Understanding (MOU) between NAPOLCOM Regional Office IX and the Department of Education Region IX (DepEd IX), establishing a strategic institutional partnership aimed at enhancing campus safety, crime prevention awareness, and the promotion of peace and order in educational institutions across the region. This collaboration underscores the shared commitment of both agencies in nurturing safe and secure learning environments for students and educators alike.

Following the conduct of comprehensive inspection and monitoring activities, NAPOLCOM Regional Office IX recommended the upgrading of police stations under the Zamboanga City Police Office (ZCPO) from Type B to Type A, recognizing their compliance with the established standards and operational requirements. The recommendation likewise paved the way for the activation of Police Sub-Stations 13 and 14, further enhancing police accessibility and service delivery in strategic areas of Zamboanga City. Similarly, after a thorough assessment, NAPOLCOM R9 recommended the upgrading and activation of the Ipil Municipal Police Station, strengthening its organizational capability and improving its capacity to deliver efficient and responsive police services to the community..

As part of its intensified public information and advocacy campaign, NAPOLCOM R9 sustained its weekly radio and social media information programs through various media platforms, namely "NAPOLCOM AT YOUR SERVICE" aired over eMedia Mo FM, "Serbisyong NAPOLCOM Karon" through RMN DXPR Pagadian City, “Repaso del mga Noticias” aired on RMN Zamboanga City and "Agencia de Consencia" aired on 1116 DXAS AM. These programs continue to serve as effective avenues in informing the public of NAPOLCOM's mandates, programs, and services while strengthening community engagement.

In support of evidence-based policy formulation and program improvement, the Regional Office facilitated the conduct of the Tracer Study on NAPOLCOM Scholarship Program Beneficiaries, assessing the long-term impact of the Commission's scholarship program on its graduates and identifying opportunities for further enhancement.

Further reinforcing its commitment to quality public service, NAPOLCOM R9 successfully conducted the CY 2025 Survey on the Level of Awareness and Stakeholders' Satisfaction on NAPOLCOM Plans, Programs, and Policy Advisories on 15–18 June 2026. The activity gathered valuable feedback from stakeholders that will serve as a basis for improving the Commission's programs and services.

During the same period, the Office also facilitated the National Survey on Safety from Crime and Experience of Victimization (NSSCEV) in Dipolog City and Jose Dalman, Zamboanga del Norte, contributing to the generation of reliable data that will support national crime prevention strategies and evidence-based policymaking.

NAPOLCOM R9 likewise continued the implementation of the Community and Service-Oriented Policing (CSOP) Program across the provinces of Region IX, strengthening collaboration among local government units, communities, and the Philippine National Police in promoting crime prevention, public safety awareness, and community participation in peace and order initiatives.
Recognizing the need to make government services more accessible, NAPOLCOM Regional Office IX entered into a Memorandum of Agreement (MOA) with the Local Government Unit of Jolo, Sulu to facilitate the conduct of the Philippine National Police Entrance and Promotional Examinations in the Province of Jolo. The partnership significantly improved accessibility for applicants and police personnel in the province, eliminating the need to travel outside Sulu to take the examinations.

To strengthen academic collaboration and contribute to the development of future law enforcement professionals, NAPOLCOM R9 also forged Memoranda of Agreement with various higher educational institutions, namely Pagadian Capitol College, Southern City Colleges, Western Mindanao State University – External Studies Unit, and Yllana Bay View College. The partnership formalizes the acceptance of criminology interns within the Regional Office, providing students with meaningful opportunities to gain practical experience, understand NAPOLCOM's mandates and crime prevention programs, and develop the competence, professionalism, and public service values expected of future police officers.

Through these significant accomplishments, NAPOLCOM Regional Office IX reaffirms its unwavering commitment to excellence in public service, institutional collaboration, evidence-based governance, and community empowerment. Anchored on the principles of integrity, accountability, and responsive leadership, the Regional Office remains steadfast in advancing programs and initiatives that contribute to safer communities and a more effective and professional Philippine National Police throughout the Zamboanga Peninsula.

‎DIPOLOG CITY, Zamboanga del Norte | August 3, 2026 – The National Police Commission (NAPOLCOM) Regional Office IX, under the leadership of Regional Director Atty. Pablito M. Abad, Jr., successfully conducted the Entrance Briefing, Inspection and Assessment Activity, and Monitoring of Programs and Projects Relative to Law Enforcement for Calendar Year (CY) 2026 at the Zamboanga del Norte Police Provincial Office (ZNPPO).

‎The activity was undertaken by the NAPOLCOM Region IX Inspection and Monitoring Team as part of the Commission's continuing efforts to evaluate the implementation of Law Enforcement and Community and Service-Oriented Policing (CSOP) assess operational performance, and ensure compliance with existing laws, policies, and operational standards of the Philippine National Police (PNP).

‎During the entrance briefing, members of the inspection team presented the objectives, scope, and procedures of the assessment while highlighting the importance of transparency, accountability, and continuous organizational improvement. The activity likewise provided an opportunity for the Zamboanga del Norte Police Provincial Office to showcase its accomplishments, best practices, and initiatives in the implementation of law enforcement programs throughout the province.

‎Pursuant to its constitutional mandate under Article XVI, Section 6 of the 1987 Philippine Constitution and the provisions of Republic Act No. 6975, as amended, the National Police Commission exercises administrative control and supervision over the Philippine National Police. As part of this mandate, NAPOLCOM regularly conducts inspections, monitoring, and performance assessments to ensure that police units faithfully implement national policies, uphold professional standards, and continuously improve the delivery of public safety services.


‎The successful conduct of the Entrance Briefing, Inspection and Assessment Activity and Monitoring of Programs and Projects Relative to Law Enforcement for CY 2026 reflects NAPOLCOM Region IX's steadfast commitment to its constitutional mandate of promoting an accountable, efficient, and service-oriented Philippine National Police dedicated to maintaining peace, order, and public safety in the Zamboanga Peninsula.
