The CALABARZON Sectoral Committee on Social Development/Social Protection (SCSD/SP) endorsed the Regional Indigenous Peoples Strategic Plan for Health (RIPSPH) 2025โ2028 to the CALABARZON Regional Development Council for its support. This endorsement reaffirms the Committeeโs commitment in advancing inclusive, equitable, and sustainable growth in the region and ensures that no sector is left behind in CALABARZONโs development agenda.
The RIPSPH 2025-2028 serves as a comprehensive framework for improving the well-being of Indigenous Peoples (IPs) in CALABARZON with strategic interventions to provide more accessible basic services to IP communities in the region. It was developed by the Regional Inter-Agency Committee for Indigenous Peoplesโ Health, led by the Department of Health โ Center for Health Development CALABARZON and the National Commission on Indigenous Peoples Region IV-A, in collaboration with various regional government agencies (RLAs), local government units (LGUs), and Provincial Health Offices in CALABARZON.
Anchored on the needs and priorities identified by IP communities, the revised four-year plan outlines strategic programs and initiatives in health, education, livelihood, and social protection. The Plan seeks to ensure that all interventions are rights-based, culturally sensitive, and participatory, while empowering IPs to actively engage in local governance and decision-making.
To support its implementation, the Plan encourages LGUs and RLAs to incorporate IP development priorities into their local plans, investment programs, and budgets. The Committee also advocates for the institutionalization of budget tagging for IP-focused programs and projects, similar to the existing Gender and Development budget mechanism, to ensure sufficient and measurable financial support.
The endorsement of the RIPSPH 2025-2028 marks a significant step toward: a) positioning IPs in the region as active partners and beneficiaries of regional development; b) aligning efforts with the CALABARZON Regional Development Plan 2023-2028 and the national government's Whole-of-Nation Approach under Executive Order No. 70, which encourages interagency cooperation to address inequality and promote peace and development; and c) ensuring operationalization according to national laws including the Local Government Code (RA 7160), the Universal Health Care Act (RA 11223), and the Indigenous Peoples' Rights Act of 1997 (RA 8371).
The SCSD/SP convened its 2025 Fourth Quarter Meeting on November 4 at the Department of Economy, Planning, and Development Regional Office IV-A in Calamba City, Laguna, where the endorsement of the RIPSPH was formally approved.
