The Local Government Unit of Palapag, through the Persons with Disability Affairs Office (PDAO), officially kicked off the observance of the 48th National Disability Rights Week (NDRW) pursuant to Proclamation No. 597, s. 2024. This year's celebration carries the theme, "Rights First, Legislation Forward - Strategic Action for Equal Participation and Inclusive Development," which underscores the importance of advancing the rights of persons with disabilities (PWDs) through inclusive policies and meaningful participation in nation-building.

The opening program was graced by Hon. Pepito A. Laoreno, Sangguniang Bayan Member and Chairperson of the Committee on Senior Citizens and Persons with Disabilities. In his message, he encouraged the participants to remain active and responsive to the government's call for collective action in promoting the welfare, empowerment, and inclusion of persons with disabilities in the community.

Also present was Ms. Rosalinda S. Jarito, Municipal Local Government Operations Officer of Palapag, who served as the event's special guest. In her message, she emphasized the rights and privileges of persons with disabilities and recognized their valuable contributions, dedication, and commitment to building a more inclusive and accessible community for all.

The program concluded with the ceremonial hanging of the official streamer, symbolizing the start of the week-long observance. This was followed by the distribution of eight (8) kilograms of rice to all attending PWD Presidents as part of the municipality's continuing support for the PWD sector.

The observance of the 48th National Disability Rights Week reaffirms the commitment of the LGU Palapag to uphold the rights, dignity, and well-being of persons with disabilities while promoting equal opportunities, accessibility, and inclusive development in the municipality.

The Municipal Government of Palapag, Northern Samar, through the Persons with Disability Affairs Office (PDAO), proudly joins the nation in celebrating the 48th National Disability Rights Week with the theme: "Rights First, Legislation Forward – Strategic Action for Equal Participation and Inclusive Development."

In line with this celebration, the PDAO has prepared the following activities for the week-long observance:

15 July 2026 | PDAO Palapag Distributes Quarterly Financial Assistance to PWD Presidents and Educational Assistance to PWD Students for the First Semester of Fiscal Year 2026

The Persons with Disability Affairs Office (PDAO) of LGU Palapag successfully distributed the Quarterly Financial Assistance/Incentive to Persons with Disabilities (PWD) Presidents for the Second Quarter of Fiscal Year 2026.

In addition, the PDAO distributed Educational Financial Assistance to PWD students enrolled in Grades 11 and 12, as well as college students, for the First Semester of Fiscal Year 2026.

This initiative of the Municipal Government of Palapag reflects its continued commitment to promoting the welfare of Persons with Disabilities by providing meaningful financial support for education and community leadership. Through these programs, the LGU aims to empower PWDs, encourage educational attainment, and recognize the valuable role of PWD leaders in their respective communities.

Seven delegates from Palapag, composed of PDAO personnel, Federation officers, and PWD President, attended the event, strengthening advocacy efforts and promoting empowerment, inclusion, and collaboration for persons with disabilities.

The Persons with Disability Affairs Office (PDAO) of Palapag, Northern Samar, extends its warmest gratitude to the Provincial Government of Northern Samar, through the Provincial Persons with Disability Affairs Office (PPDAO), for the successful implementation of the Hearing Aid Assistance Program in partnership with Catarman ENT and Hearing Clinic.

Through this initiative, four beneficiaries from the Municipality of Palapagβ€”Arkanghel G. Cerbito of Barangay B. S. Aquino, Jr.; Francisco R. Pelegrino of Barangay Nagbobtac; and Josefina C. Lacorte and Audrey S. Caparal of Barangay Tambanganβ€”were provided with hearing aids following a series of consultations and thorough assessments. These procedures ensured that the devices issued were appropriate and responsive to their individual hearing needs.

This meaningful collaboration highlights a shared commitment to advancing inclusive and accessible healthcare services for persons with disabilities. The provision of hearing aids not only supports improved communication but also promotes greater participation of beneficiaries in their families and communities.

PWD Beneficiaries Receive Livelihood Support Under LAKAS Hog Dispersal Program

The distribution of one (1) sack of feeds to selected PWD beneficiaries was successfully conducted as part of the second batch of the livelihood program, in partnership with the Municipal Agriculture Office under the LAKAS Hog Dispersal Program, which was implemented from April to June 2024 (first batch).

This initiative aims to support sustainable livelihood opportunities and enhance food security among persons with disabilities in the community.

Despite the challenges brought about by African Swine Fever (ASF), the program remains steadfast through the commitment of all stakeholders, ensuring the continuity of assistance and the promotion of resilience among beneficiaries.

On April 1, 2026, the Persons with Disability Affairs Office (PDAO) of Palapag, Northern Samar successfully distributed quarterly financial assistance amounting to Php 1,000.00 each to PWD Association Presidents and their authorized representatives from the 32 component barangays.

This initiative aims to support their vital role in mobilizing members, strengthening organizations, and promoting active participation in local governance. Despite limited resources, the Municipal Government remains committed to delivering inclusive and responsive social services for the PWD sector. β™Ώ
